1. Introduction, review, and scheduling meetings.
2. Election of a Vice Chairman.
3. City Attorney instruct the Committee on guiding constitutional and other
legal principles associated with the jurisdiction and duties of the
Committee.
4. Adopt rules of procedure to assist in accomplishing the Committee's
purpose and formulate initial plan of action.
5. END THE MEETING.

REGULAR MEETING
The City of Sanford Redistricting Advisory Committee for 2011 met
in Regular Meeting on Wednesday, July 20, 2011, in the Railroad Depot Room,
Sanford City Hall, 300 N. Park Avenue, Sanford, FL 32771.
Present: Don Schreiner, Chairman

1. Introduction, review, and scheduling meetings.
Mr. Schreiner presented the proposed schedule of meetings and
asked the Committee for input. The Committee agreed to meet in public meeting
on August 4 and September 15, and in regular meeting on August 18, September
1, and September 29 (if needed).
2. Election of a Vice Chairman.
Mr. Schreiner asked who would like to serve as Chairman in his
absence. Ms. Sears volunteered. Mr. Schreiner accepted and by acclamation

the Committee accepted Ms. Sears as Vice Chairman.
3. City Attorney instruct the Committee on guiding constitutional and other
legal principles associated with the jurisdiction and duties of the
Committee.
Mr. Groot reviewed the law that requires one person one vote (that
each vote has equal force and effect) and the Federal Court order that Sanford
must have election by four single member districts. In order to maintain one
person one vote population has to be evaluated so every ten years we have a
decennial census and districts can be adjusted at that time.
Mike Jones, GIS Technician, distributed two maps reflecting
Census 2010 and the City of Sanford population statistics by Commission district
which was reviewed by the Committee.
4. Adopt rules of procedure to assist in accomplishing the Committee's
purpose and formulate initial plan of action.
Attorney Groot said that he will provide information to the
Committee via email unless the Committee objected. There was no objection.
Regarding rules by which to operate, Mr. Groot said the he didn't
think the Committee needed to operate by a set of rules and that most Boards
operate by the Chairman's rules. There was a consensus of the Committee that

the Chairman rules, subject to being overridden by the majority of the Committee.
5. END THE MEETING.
There being no further business, the Chairman adjourned the
meeting at 7:06 PM.
