HomeMy WebLinkAbout081811 min CITY OF SANFORD REDISTRICTING ADVISORY COMMITTEE 2011 MINUTES August 18, 2011 Regular Meeting The City of Sanford Redistricting Advisory Committee for 2011 met in Regular Meeting Thursday, August 18, 2011, in the Railroad Depot Room, 9 9 on Y , 9 Sanford City Hall, 300 N. Park Avenue, Sanford, FL 32771 Present: Don Schreiner, Chairman Sharon Sears Robert Kinney Kenneth Bentley Turner Clayton Ronald Merthie James Davis Otto Garrett Kim House City Clerk Janet Dougherty Assistant City Attorney Lonnie Groot Mike Jones, GIS Technician Pat Lee, Records Manager Absent: Mark Hoen Chairman Schreiner called the meeting to order at 6:06 PM. 1. Action on minutes. July 20, 2011 Regular Meeting and August 4, 2011 Public Meeting. Motion by Robert Kinney, seconded by Sharon Sears, to approve the Minutes of July 20, 2011 Regular Meeting and August 4, 2011 Public Meeting as presented. Motion carried unanimously. 1 CITY OF SANFORD REDISTRICTING ADVISORY COMMITTEE 2011 MINUTES August 18, 2011 Regular Meeting 2. Presentation from City staff relative to computer use and programs. Chairman Schreiner introduced Mike Jones, GIS Technician, who asked if anyone had tried to use the computer program. Chairman Schreiner stated he had tried but found it was not easy to use. Mr. Groot stated that Mr. Jones will be doing some training with the Committee tonight and that the Committee is not to discuss "options" during the computer training session. Mr. Groot clarified he had made an "off the cuff" statement at the last meeting about Mr. Jones developing the map, that it was rhetorical and that he didn't believe the Committee would want to see a map right now but rather they should start out with a map by consensus that they all want to see. Mr. Jones stated that once everyone is seated in the IT training room, he would show them some "quirks" he's found along with some tips to help them maneuver through the program itself. At 6:13 PM, Chairman Schreiner recessed the meeting for the Committee to move across the hall to the IT training room. At 7:09 PM, Chairman Schreiner reconvened the meeting after the training session and noted all persons previously in attendance had returned to the meeting. 2 CITY OF SANFORD REDISTRICTING ADVISORY COMMITTEE 2011 MINUTES August 18, 2011 Regular Meeting 3. Consideration of redistricting issues. Chairman Schreiner thanked Mr. Jones for the training and commented that the software is difficult to use. Mr. Davis stated the difference is "night and day" between the software this year and what was used during the last Redistricting process. Mr. Groot suggested the Committee may want to mention this in their report and suggested the legislature be contacted. Chairman Schreiner asked Mr. Jones to use the larger maps since it will show the denser areas, so the Committee can see the streets and neighborhoods and to include the numbers too. Once the map is made, each Committee member will be provided a copy and asked to draw their recommended border lines and return the map to Mr. Jones by the end of next week. Mr. Jones will compile the maps so they can be projected on the overhead with the ability to move "blocks" around for them during the next meeting. Mr. Davis asked if he could contact Mr. Jones directly and Mr. Groot responded "absolutely ". Mr. Davis said that in anticipation that these new boundaries will "hold" for the next ten years, he prefers to see a 60/40 (African American /white) percentage for a buffer. Mr. Bentley said he wants to look at it closer, noting Goldsboro is transitory with Section 8 vouchers and they lost 3 CITY OF SANFORD REDISTRICTING ADVISORY COMMITTEE 2011 MINUTES August 18, 2011 Regular Meeting voters to Volusia County. The City Clerk was asked to provide color copies of some maps to the Committee, which she provided to them before the meeting adjourned. Kim House showed the Committee some maps she had been working on that she downloaded from the City's website. Sharon Sears said she is ready to turn in her maps tonight to Mr. Jones and she did so prior to leaving. 4. Discussion of issues for next meeting. Chairman Schreiner asked each Committee member to put their names on their maps, to turn their maps into Mr. Jones as soon as possible (by August 25 so by the next meeting date (September 1 Mr. Jones will have copies printed out and ready to be projected on the overhead projector using the software. The City Clerk stated that maps will be emailed to the Committee with their next agenda to allow time for their review prior to the meeting. Chairman Schreiner thanked staff for being here late this evening and for their dedication. 5. END THE MEETING.
