PH -1 Hold a Public Hearing to consider a request to amend Ordinance No. 4078 and the implementing
development agreement to extend the expiration date for the Marina Isle PD, a mixed use
development located at 550 N. Palmetto Avenue.

Mr. Kutz called the meeting to order at 10 AM.
Minutes
Ms. Dennison moved to approve the Minutes of the August 18, 2011 Regular Meeting. Mr. Esler
seconded. Motion carried 6 -0.
Proof of Publication
Mr. Loader moved to accept the proof of publications. Mr. Green seconded. Motion carried 6 -0
Public Hearings
Mr. Kutz announced the applicant for PH -2, a request to rezone a 0.34 acre parcel at 111 N. Palmetto
Avenue to PD, Planned Development for the Sanford Lofts, has requested the item to be continued. Mr.
Mills moved to continue to next month per applicant's request. Mr. Esler seconded. Motion carried 6 -0.
Hold a Public Hearing to consider a request to amend Ordinance No. 4078 and the implementing
development agreement to extend the expiration date for the Marina Isle PD, a mixed use development
located at 550 N. Palmetto Avenue. City of Sanford, property owner; Javier Omana — CPH Engineers,
Inc. and Frank Cerasoli — lease holder, representatives.
Mr. Mills moved to recommend the City Commission approve the request to extend the zoning approval
for the Marina Isle Planned Development for five years to October 22, 2016. Mr. Loader seconded.
Motion carried 4 -2, Mr. Kutz and Mr. Green against.

Hold a Public Hearing to consider amendments to the City of Sanford Land Development Regulations,
Schedule E — Additional Requirements and Provisions for Specific Uses, Section 20: Sidewalk Cafes.
Christine Dalton, Community Planner/Preservation Officer — City of Sanford, representative. Present to
speak In favor of the amendments were Steve Newton and Hank Dieckhaus.
Mr. Mills moved to recommend the City Commission approve the amendments to Schedule E of the Land
Development Regulations with the condition the draft and additional information sheet presented to the
Planning & Zoning Commission be distributed to the owners and merchants at least one week prior to the
public meeting which is to be held prior to the City Commission meeting. Mr. Esler seconded. Motion
carried 6 -0.
Staff Report/Presentations
Mr. Gibson presented recognition plaques to Andy Kutz and Carol Dennison for their years of service due
to their terms expiring on September 30''. There are four candidates being interviewed at a Special City
Commission meeting on Monday, September 19` to fill the three vacancies left by Andy, Carol and
Rami. A Chairman and Vice Chairman will be appointed at the next scheduled Planning & Zoning
Commission meeting.
