Mr. Chen called the regular meeting to order at 5:37 PM.
Minutes
Mr. Chusmir moved to approve the November 16, 2011 meeting minutes. Mr. Dieckhaus seconded. Motion
carried 5 -0.
Mr. Chen read the following into the public record:
"Applicants are advised that any person aggrieved by a determination of the Board may appeal such
determination to the City Commission by filing a written appeal and paying associated fees through
the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit
may be required for any Certificate of Appropriateness approved this evening. It is the applicant's
responsibility to inquire with the Building Department as to whether or not a permit is required for
the approved Certificate of Appropriateness."
With the consensus of the applicant and board members Mr. Chen announced item PM -2 would be heard
after PM -3.
PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property
located at 218 S. Elm Avenue to request approval for changes to the south and west elevations, as
well as approval for new wood windows on all elevations.

Mr. Dieckhaus moved to approve the request to use the new original windows to replace the French doors.
Mr. Chusmir seconded. Motion carried 5 -0.
Mr. Dieckhaus moved to approve the replacement of all plywood areas on all elevations with wood lap
siding to match existing original wood lap siding. Mr. Yebba seconded. Motion carried 5 -0.
Mr. Dieckhaus moved to approve the use of hardy board on the gable ends of the garage and paint to match
existing house. Mr. Chusmir seconded. Motion carried 5 -0.

Mr. Dieckhaus moved to approve the request for construction of a handicap ramp on the north side of the
building at 608 Elm Avenue based on a finding that proposed alterations are consistent with the purpose and
intent of Schedule S and complies with the specific design guidelines contained within Schedule S, as
outlined in the staff report. Mr. Chusmir seconded. Motion carried 5 -0.
PM -2 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property
located at 200 W. 1st Street to request approval for new construction signage and Development
Order detailing the project's defined public benefit.

Mr. Dieckhaus moved to approve Development Order 11 -026 at 201 W. 1S Street based on a finding that the
proposed Development Order clearly articulates an appropriate defined public benefit for the project. Mr.
Yebba seconded. Motion carried 5 -0.
Mr. Dieckhaus moved to approve signage on the east, west, and north elevations and free standing ground
sign (four signs). Mr. Chusmir seconded. Motion carried 4 -1, Mr. Kinney against.
Mr. Dieckhaus moved to approve the signage on the south elevation of the SunTrust bank building will be a
monument sign utilizing the name SunTrust and monument sign being as defined in the "S" code. Mr. Yebba
seconded. Motion carried 5 -0.
Mr. Dieckhaus moved to deny the south elevation sign as proposed by applicant. Mr. Chusmir seconded.
Motion carried 5 -0.
