The City Commission of the City of 0anf ord, Florida, met in Special called
Session at the City Hall in the City of Sanford, Florida, at 3:00 o'clock P.M.
February 6, 1941.

Meeting called to order by the Chairman who announced that the meeting had been
called to discuss with E.P. Owen, Secretary, and W.M. Madison, Counsel, of the Florida
League of Municipalities, the League's program for the assistance of Municipalities
� 41;
at the 1941 session of the Legislature, and to transact any other business that may come
before the Board.
Thereupon Messrs. Owen and Madison presented and explained the following program
that had been adopted by the League:
AFFIRMATIVE LEGISLATION
1. An Act authorizing and requiring the state Road Department to take over the
maintenance, construction and repair of municipal streets that serve as con-
necting links between roads in the State Highway System.
2. An Act removing the restrictions and limitations contained in the general license
law upon the authority of municipalities to impose license and occupational taxes
upon businesses and professions.
MATTER OF POLICY
a. Assures continued cooperation in the study and survey of the tax structure of
Florida being conducted by the Brookings Institute, in an effort to provide a
sound tax base for the political units of the State.
b. Request all possible relief to meet the pressing financial problems of Florida
Municipalities.
c. Strenuously opposed to any and all attempts to further limit the taxing base and
authority of municipal governments.
c. Protest as unsound in principle and as unwarranted in practice existing laws permitting
one unit of government to impose and collect taxes on and out of the revenues of
another unit of government, specifically condemning the collection from municipalities
by the State of the tax on the gross receipts of municipally owned utilities,
and the tax on gasoline used in municipally owned or operated motor vehicles perform-
ing governmental or municipal duties and functions.
�e. Vigorously opposed at all timesto any measure having the effect of cuttailing or
destroying local self- government.
Mr Owen next outlined the expenses incurred in connection with carrying out this
program and requested financial assistance from the City as had been done in previous
years.
Thereupon, after careful consideration, Commissioner Higgins moved that the Mayor
be authorixed to execute contract with the Florida League of Municipalities for
Legislative Services , at a cost of $150.00, payment therefor to be made at once.
Seconded by Commissioner Rollins and carried.
Fire Chief Cleveland next reported that J.C.Phillips had tendered his resignationr .
as fireman, effective February 1, 1941, and presented application of V.E.Carroll
for position as fireman to fill the vacancy created by the resignation of Mr. Phillips.
Thereupon,, on motion duly adopted, the Commission authorized the employment of V E Carroll
in the Fire Department at a salary of $50.00 per month, effective February 16,1941.

On motion duly carried, the Commission next authorized the salary of Fireman
Chester T. Estes increased to $90.00 per month, effective February 1, 1941.
On motion of Commissioner Lodge, seconded by Commissioner Higgins and carried,
the Commission next authorized Mm E.J. Moughton, Librarian, to purchase the Dictionary
of American Biography , complete in twenty volumes, from Charles Scribner's Sons,
New York City, at a cost of $250.00, payable on terms of $6.50 per month.
Commissioner Gut next moved that the $100.00 promised Florida National Exhibits Inc.
under date of May 13, 1940, to be used to assist in expenses of the Florida Exhibit
at the World's Fair in New York, be paid at this time.
Seconded by Commissioner Rollins and carried.
Mayor Hill next reported on the meeting with the members of the Shuffleboard Club
in connection with tae operation of the courts, stating that it is the desire of the
Club to take over the supervision of the courts and reduce the membership fees from $1.50
to $1.00 per year, and to pay the City one —half of such membership fees for the use of the
courts.
Thereupon Commissioner Higgins moved that the City turn the shuffleboard courts at Palmetto
Avenue and Second Street back to the Sanford Shuffleboard Club for operation under their
supervision, and the Clerk be authorized to refund to the Club $1.00 of each $1.50 member-
ship fee that has been collected by the City.
Seconded by Commissioner Gut and carried.
There being no further business the meeting adjourned.
