CITY COMMISSION, SANFORD, FLORIDA, January ?L --8t 7: 30 P M 19 40
The City Commission of the City of 6anford, Florida, met in Regular Annual
Session at the City Hall in the City of oanford, Florida, at 7:30 o'clock P.M.
January 2, 1940.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Request next received from Mr. F.B.Dyson.f or an adjustment of his water
bill for the month of December 1939, amounting to $4.59 the excessive size of
the bill being due to a burst water pipe under his lawn.
Thereupon, in view of the long established policy followed by the City that
the responsibility after the water passes the meter rests upon the consumer, this
request could not be --ranted.
Communication next read from the Florida Stpte Bank of Sanford requesting a
deposit of City of 6anford funds in amount of :35,000.00, agreeing to furnish
Federal bonds in amount of $30,000.00 and Federal Deposit Insurance in amount of
45,000.00 as :security of said funds.
Action deferred.
The Clerk next reported the need of a new heater at the Municipal Water
Plant for the purpose of heating the pumping station building.
Thereupon, on motion duly carried. the Clerk was instructed to obtain prices
and authorized to purchase a fuel oil burner heater for the Water Plant.
On motion duly adopted the Commission next authorized the purchase of a
second -hand cash register for the �,unicipal Golf Course from A.C.Fort at a price of
420.00.
On motion duly carried, the Commission next authorized and instructed the Clerk
to present k r. & Mrs. A.C.Fort with a membership to the Municipal Golf Course for
the year 1940 as a token of appreciation.for their services during the time Mr.
Fort served as manager of the golf course.
Communication next read from S.Y.ey, Mayor of Orlando, Florida, inviting the I M
Commission to attend a conference to be held in Orlando on January 11th. with
reference to legislative matters.
Consideration next given to the matter of collecting the balance due on
cemetery lots in Evergreen Cemetery that have been sold or reserved and full payment
not received.
Thereupon, Commissioner Lodge move that the Clerk be authorized to sell the
available grave space on all lots in Evergreen Cemetery that have been purchased or
reserved and payment not received, and in cases where artia.l
p payment has been made,
to divide such lots by applying the payment accordingly and sell the remainder thereof.
Seconded by Commissioner Rollins and carried.
Communication next read from Mr. George Weinstein, Commander of American Legion
Campbell- Lossing Post, inviting the Commission to attend a. meeting of the Legionnaires
to be held at the Legion Hut at 7 :00 o'clock P.M. January 8th.

Thereupon, the Clerk was instructed to acknowledge the acceptance of this invitation
on behalf of the City Commission.
Request next received from Rev. G.A.Coon, Evangelist, for permit to place a banner
across Park Ave. between Fourth and lighth Streets and Seminole Boulevard between
the Chamber of Commerce building and French Ave. for purposes of advertising the evangelis-
tic services to be held in the Armory building beginning Jan 7th. and upon the approval
of Chief of Police Williams, same was granted.
On motion duly adopted, City Attorney IiVilson was next authorized to secure a court
order from Judge Akerman authorizing the City to refund its bonds held by C.J.Root.
There being no further business to be transacted by the out -going Board, Commissioner
Gut then moved that the meetin- adjourn Sine Die.
5ecinded by Commissioner Lodge and carried.
The Commission then re- convened for purposes of organization, ter. Higgins and Mr.
Lodge signing the oath of Office and being seated as Commissioners of the City of -anf ord,
Florida, for the term of three years.
Thereupon Commissioner Rollins moved that Commissioner Lodge be made temporary
Chairman , pending the election of a Mayor.
Seconded by Commissioner Gut and carried.
Thereupon Commissioner Lodge took the Chair.
Commissioner Gut then nominated Commissioner Coleman as Mayor of the City of Sanford
for the ensuing year.
Seconded by Commissioner Rollins.
There being no further nominations, Commissioner Gut then moved that the nominations
be closed.
Seconded by Commissioner Higgins and carried unanimously .
Thereupon Commissioner Coleman was declared to be unanimously elected as Mayor of
the City of Sanford, Florida, to serve during the year 1940.
Commissioner Coleman then signed the oath of office as Mayor of the City of Sanford,
Florida, and took the Chair.
At this time, Commissioner Higgins expressed his thanks and appreciation to the
other members of the Commission and the employees in the various departments of the City
for their splendid cooperation during his terms as Mayor.
Chief of Police Williams next reported that T.O.Tyner Jr. had tendered his resignation
as desk officer in the Police Department, effective January 10, 1940, and with the recent
resignation of Mayo Langston as patrolman, there will be two vacancies in this department.
Thereupon, after cjnsiderable discussion, Commissioner Higgins moved that an
advertisement be published in the Danford Herald that applications will be received for
employment in the police department, from young men between the ages of twenty -three end
thirty with high school education, and in good physical condition.
Seconded by Commissioner Rollins and carried.
There being no f urth;,r business the meeting adjourned.
