MINUTES
CITY COMMISSION, SANFORD, FLORIDA, -Ail_ 8 at 7 :30 P M-19-40
The City Commission of the City of Sanford, Florida., met in regular session at the
City Hall in the City of 6anford, Florida, at 7:30 O'Clock P.M. April 8, 1940.
Present: Commissioner Walter S. Coleman, Mayor.

Meeting called to order by the Uhairman.
Minutes of adjourned meeting of March 12th. and regular meeting of March 25th.,1940
next read and approved.
Current invoices and payrolls for the month of March 194U, properly audited and
vouchered as evidenced by vouchers Nos. 1993 thru 2095, submitted, examined, approved
and payment authorized.
Monthly reports of the Streets, Sanitation, Health, hater, Police, Fire, Library, Golf
and Recreation Departments for the month of March 1940, submitted and examined.
Bank statements in all accounts for the month of March 1940, properly reconciled
submitted and examined.
Financial statement and statement of revenues and expenditures during the month of
March 1940, submitted and examined.
Application next received from Packer Inc. of Jacksonville, for permit to erect
a frame structure billboard at the northwest corner of Celery Avenue and Bay Avenue
instead of an all metal structure as required by Ordinance No. 130 , regulating signboards
and billboards for the display of advertising matter.
Thereupon, after considerable discussion, Commissioner Higgins moved that the afore-
said permit be granted.
Seconded by Commissioner Lodge and carried.
Mr. Charles S. Morrison next appeared and requested permission for the Boy Scouts
to use the City -owned property located at the northeast corner of Commercial Street
and Hood Avenue for a Camporee on April 19th. and 20th., and same was authorized.
On motion of Commissioner Gut, seconded by Commissioner Rollins and carried, the
Commission next approved the purchase from Rogers, Torrey & Cohu, New York of ten Refunding
Series A, with coupons due Sept. 1, 1940, and subsequent coupons attached, at a price of
$267.50 per bond and interest, and eight Refunding Series A bonds with coupons due Sept.
10 1940 end subsequent coupons attached, at a price of $260.00 per bond and interest;
also, the purchase from Darcus, Kindred & Company, Chicago, of 10 Refunding Series A
bonds with coupons due Sept 1, 1940 and subsequent coupons attached, at a price of $262.50
per bond and interest and the purchase of 14 Refunding Series A bonds with coupons due
Sept 1, 1940 and subsequent coupons attached, at a price of $265.00 per bond and interest.
On motion duly adopted Tax Collector Ellen Hoy was next instructed to hold the
1939 Tax Sale on the first Monday in July 1940.
Commissioner Gut next introduced Resolution No. 572 and after being read in full moved
its passage and adoption.

said Resolution No. 572 being in words and figures as follows:
A RESOLUTION BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, CONDEMNING CERTAIN
DILAPIDATED,UNSANITARY AND UNSAFE BUILDING OR STRUCTURE, AND REQUIRING ITS DEMOLITION OR
REMOVAL.
WHEREAS, there is located upon the following described lot, piece or parcel of land,
situate in Sanford, Seminole County, Florida, to —wit:
Beginning 15.59 chains East of Southwest corner of Section.351,cTownship 19 South
Range 31, run Borth 3.15 chains West 1.59 chains, south 3 1 , east 1.59
chains to beginning,
a dilapidated, unsanitary and unsafe building or structure, which is also a fire hazard, and
which said building is in no condition to put in a state of sound repair, and the City
Commission of Said City deems it advisable, expedient and for the best interests of the City
to require that said building be demolished and removed,
NOW, THEREFORE BE IT RESOLVED by the City Commission of the City of 6anford, Florida,
that the owners of the aforesaid building be, and they are hereby required to immediately
demolish and remove the aforesaid building, or to show cause to the City Commission of the
City of Sanford, Florida, at its regular meeting on the 22nd day of April „ 19402 why they
should not do so, and upon their failure to show such cause, the Sanitary Inspector of said
City shall demolish and remove said building.
BE IT FURTHER RESOLVED that a copy of this resolution be delivered to the owner of said
property if a resident of the City of Sanford, or mailed to the owner if the owner is not
a resident of the City of 'anford.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately upon
its passage and adoption.
PASSED and ADOPTED this 5th day of April 1940.

As the City Commission of the City
of Sanford, Florida.
Application next received from Seminole County Baseball Association for permit to
sell 'weer and wines at the Municipal Athletic Field, and upon recommendation of Chief of
Police Williams, same was approved.
Application next received from D.K.Kersey for permit to sell beer and wines at 1610 W.
13th St.
Thereupon the Commission authorized the issuance of license to D.K.Kersey to sell beer
and wines upon the approval and instruction of Chief of Police.
On motion of Commissioner Rollins, seconded by Commissioner Gut and carried the Com-
mission next authorized Supt. Moughton to purchase a used 1935 Model 1j Ton Dodge truck
from Reel & Sons at a price of $250.00
Consideration next given to adopting a standard milk ordinance to conform with the State
requirements for regulating the sale of milk in the City
Thereupon, after considerable discussion, the City Attorney was instructed to prepare
such an ordinance for further consideration.
Request next received from the Sanford Garden Club that benches be placed in Ninth
Street Park, and same was authorized.

On motion of Commissioner Rollins, Seconded by Commissioner Gut and carried, the
Commission next authorized the deputizing of A.S.Goodrum as Special Sanitary Inspector.
Further request next received from Mrs. Helen R. Pearson that a culvert be installed
in Pump Branch between Third St. and Fourth Street.
Matter tabled.
The Clerk next reported that fir. Hal Wight had accepted the counter offer of the
City Commission authorized at the meeting of March 11th, covering the conveyance to
the City of the E 112 of Lots 9 and 10 Block 11 Chapman & Tucker's Addition for a tax
credit of $280.50 to be applied on the payment of taxes and special assessments
against Lot 5 Block 5 Tier 11.
Thereupon, on motion duly carried, the Commission approved the acceptance of
Mr. eight's offer.
On motion of Commissioner Hig -ins, seconded by Commissioner Rollins and carried,
the Commission next approved the purchase from the Florida Nursery & Landscape Company,
Leesburg, Florida of 3,000 azaleaplants at a price of 15¢ each, and 250 dogwood plants
at a price of 25¢ each, which were sold to the citizens of uanf ord and Seminole County
thru the Sanford Garden Club, all funds derived from said sale having been returned
to the City for re— imbursement of the purchase of said plants.
On motion duly adopted, the Commission next authorized the sponsoring of another
flower plant sale thru the Sanford Garden Club to be held on April 16th, the purchase
of the plants, and re— imbursement to the City to be handled in the same manner as
outlined above in the sale of April 5th.
The Clerk next reported that for the year 1939 the following described property
had been assessed as improved property, whereas, the property is vacant and should
have been assessed as unimproved:
Beg. at Int . of S.& E Branch of the A. C . L. R. R. with blest line of Sanford Ave,
Run S. 87.8 ft. W. to E. line of Palmetto Ave. N. 87.8 ft. E. to point of
Beg. of Block A, Markham Park Heights.
Thereupon in order to correct this error in assessment, Commissioner Gut moved
that the taxes for 1939 against this property be adjusted from $15.00 to $6.00
Seconded by Commissioner Rollins and carried.
Application next received from Pat uiorris for permit to erect a metal garage building
Size 251x 25' on the East 112 of Lot 12 Block 4 Tier 2, located on the east side of
Magnolia Avenue between Second and Third Streets.
Application approved.
Application next received from Anna Smith to be allowed to pay delinquent taxes for
the years 1932 thru 1938 amounting to $252.95, under the adjusted basis in amount of
$144.18 against the N. 55 ft of Lot 8 Block 7 Tier D.
Application approved.
Application next received from J it Azzarello to be allowed to pay delinquent taxes for
the years 1930 thru 1939 amounting to $610.77 , under adjusted basis amounting to $308.87,
and special assessments and interest amounting to $548.93, under the adjusted basis in
amount of $29.20 against Lot 28 Pinehurst First Addition.
Application approved.
Application next received from Hulde Aikins to be allowed to pay delinquent taxes
for years 1933 thru 1935 amounting to $63.43 , under the adjusted basis amounting to $29.08,
against Lot 10 Block 10 Tier 16, Seminole Park.
Application approved.

Application next received from Susie Handy to be allowed to pay delinquent taxes
for the years 1933 thru 1935 amounting to $25.32, under the adjusted basis in amount of
$17.57 against Lot 12 Block 35 Clark Subdivision.
Application approved.
Application next received from A. J Coulter to be allowed to pay delinquent taxes for
& 1929
the years 1927/thru 1939 amounting to $119.80, under the adjusted basis in amount of
$52.74 against Lot 12 dock 9 Tier 13, Seminole Park.
Application approved.
Application next received from W.A.Green Est. to be allowed to pay delinquent taxes
for the years 1928 and 1930 t4ru 1939 amounting to $71.22, under the adjusted basis in
amount of $26.08 against Lot 7 Block 3, Pine Level.
Application approved.
Application next received from George A.DeCottes, Attorney to be allowed to pay
delinquent taxes for the years 1929 thru 1939 amounting to $862.26 under the adjusted
basis in amount of $427.14 and the special assessments and interest amounting to $579.11,
the adjusted basis in amount of $29.54, against Lot 11 Block S bel —Air,
Application approved.
Application next received from Mrs J H Roumillat to be allowed to pay delinquent taxes
for the years 1932 thru 1936 amounting to $281.46, under the adjusted basis in amount of
$135.25, and the special assessments and interest amounting to $585.02, under the
adjusted basis in amount of $32.02 against Lots 9 and 10 Block 5 Tier 2, Sanford.
Application approved.
Application next received from Arch Foster to be allowed to pay delinquent taxes for
the years 1930 thru 1939 amounting to $65.89, under the adjusted basis in amount of $29.72.
Application approved.
The meeting then adjourned. until 2 :30 o'clock P.M. April 91 1940.
