CITY COMMISSION, SANFORD, FLORIDA, May 27 at 7: 30 P M _ 19 40
The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. May 27, 1940.

Meeting called to order by the Chairman.
Minutes of adjourned meeting of May 1, 1940 next read a-nd approved.
Application next received from Walter L Cooper for permit to remodel the front of the
two story brick building located on Lot 8 Block 3 Tier 4 at the northeast corner of Oak
Ave. and Second Street, into an automobile service station.
Thereupon, after careful consideration, Commissioner Higgins moved that the City
grant Mr. Cooper this permit, provided the alteration, structure of the building, the
driveways and service station equipment conform with the City's requirements.
Seconded by Commissioner Lodge and carried.
Mr. G W Spencer next appeared and requested that the City remove four eucalyptus trees
from the parkway on the north side of Tenth Street between magnolia Avenue and Palmetto
Avenue, stating that these trees are in a hazardous condition and endangering the lives
of the public using the street and sidewalk next to this parkway.
Thereupon , on motion duly carried, the Commission instructed Supt. Houghton to remove
these eucalyptus trees from the aforesaid parkway.

Mr. 6 B Stovall next appeared with reference to the deplorable condition of the

bridge at the intersection of Summerlin Avenue and Geneva Street.
Thereupon , in view of the fact that the State Road Department maintains Geneva
Street at this intersection as a part of State Highway No. 44, the Clerk was instructed
to notify the State Road Department of the condition of this bridge and request that it
be repaired immediately.
Commissioner Gut next introduced Resolution No. 576 and moved its passage and
adoption. Seconded by Commissioner Lodge and carried by the following vote of the Commissio

RESOLUTION NO. 576
A RESOLUTION BY THE CITY COMMISSION OF THE CITY OF SANFORD FLORIDA MEMORALIZING THE
CONGRESS OF THE UNITED STATES TO PROVIDE FOR THE ESTABLISHMENT OF A NAVAL AIR BASE OR
TRAINING SCHOOL IN THE CITY OF SANFORD, FLORIDA.
WHEREAS, the City of Sanford, Florida., is located on Lake Monroe, a body of water 3.5 mile
wide and 6 miles long, and is only 22 miles from the Atlantic Ocean, and said Lake Monroe
is a part of the upper St. Johns River and the head of navigation of said River, and said
Lake Monroe is a. body of fresh water and does not contain damaging corrosive or parasite
factors prevalent in salt water, and said Lake is not affected by the tide, and the current
of St. Johns River is negligible in said Lake Monroe, and the average depth of said Lake is
8 feet at low water, and said channel continues for a distance of 173 miles to the
City of Palatka, Florida, and from thence said river has an average mean depth of 13 feet

to the City of Jacksonville, Florida., a distance of 83 miles; and,
rhEREAS, the City of Sanford, Florida_ possesses excellent transportational
facilities and is division headquarters of the Atlantic Coast Line Railroad Company,
and Federal highways Nos 17 and 92 and State Highway No, 3 follow the shore line of
said Lake Monroe for a distance of approximately 3 miles, and other main highways
serving the City are highways Nos 44 and 57 and, in addition to the above mentioned
transportational facilities, said City owns an airport comprising 168 acres and located
only a short distance from the waterfront of said City on Lake Monroe and also on a
paved highway, and said City and this section of Florida are endeavoring to have the
St. Johns River and Indian River connected by canal, a short distance south of the
City of Sanford, and said Lake Monroe is not burdened with boat traffic in such amount
as would interfere with the use thereof for sea planes; and,
WHEREAS, said Lake Monroe has never been subject to hurricanes or other tropical
disturbances of dangerous intensity, and the highest wind ever experienced over said
Lake has not exceeded 55 miles per hour, and the prevailing winds from the East afford
the majority of takeoffs on a six mile run with the river and low marsh land ahead, and
said Lake Monroe is of ample size for a takeoff of heavy aircraft with a full load, and
there is no sky —line obstruction in any portion of said Lake, and said Lake Monroe
is in close proximinity to Lake Jessup, Lake Harney, Lake Apopka, Indian River, Mosquito
Lagoon, Lake George, Lake Harris, Lake East Tohopekaliga and Lake Tohopekaliga, all of
said bodies of water being suitable for landing and takeoff purposes, and there is
ample land available to meet any requirements for base expansion; and,
WHEREAS, the City of Sanford is so located as to afford an excellent base, which,
with its central location, would give protection to the entire East coast territory of
the State of Florida within an easy radius ; and,
WHEREAS, the City of Sanford has a population of approximately 11,000, and is the
center of Florida's rich fruit and vegetable belt, and has led the entire State of
Florida during many seasons in total shipment of vegetables and produce, and the
topography of Seminole County,of which the City of Sanford is the Countyseat, ranges from
7.6 feet above sea level in the river valley to 98 feet in the high pine or citrus
ridges, and said City operates its own water plant and has gas and electric facilities
and possesses modern improvements of a municipality of equal size, including fine
schools, churches, public library, fire and police departments, 58 miles of sanitary
sewer lines, 75 miles of sidewalks, and 256 miles of streets, and the City Commission
of the City of -anf ord believes that said City affords an ideal location for a naval
air base or training school;
N0IN, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida,
that the Congress of the United States be, and it is hereby memorialized to establish
in the City of Sanford, Florida, a naval air base or training school.
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to Senator Charles
O,Andrews, Senator Claude Pepper and Representative Joe Hendricks.
BE IT FURTHER RESOLVED, that this resolution shall become effective immediately
upon its passage and sdotpion.

The Clerk next reported that in connecting the wells to the new pipe line, it was
discovered that well No. 3 is partly filled with shell and gravel and that it needs
cleaning out.
Consideration was then given to having another well drilled on the City owned
property adjacent to the wells so as to provide an adequate supply of water while
well No. 3 is out of service for cleaning.
Thereupon Commissioner Higgins moved that Commissioner Gut and the Clerk be
authorized to have a 2 inch test well drilled on the aforesaid property in order to
find out if the qupntity and quality of water from such well will be sufficent for
the Municipal water supply.
Seconded by Commissioner Rollins and carried.
Harry Robson next appeared and requested that the permit granted him by the City
Commission at the meeting of May 13th. for constructing a 30' x 30' out -door concrete
finish dance floor be changed to a 35' x 35' frame building with wood floor and
ff,etal roof.
Thereupon the Commission requested Mr. Robson to submit plans and specifications
for such building at the next meeting of the Commission for consideration.
Application next received from Costas Fatakis for permit to sell beer and wines at
408 Sanford Avenue and same was referred to the Chief of Police for investigation.
Application next received from I.A.Zachry for permit to remove a four-car metal
garage building from Lot 1 Block 8 Tier 1 on which there are unpaid delinquent
City taxes for years 1930 thru 1939 in amount of $381.59.
Thereupon the Clerk was instructed to notify Mr Zachry that the Commission will
not grant permit for the removal of improvements from property unless all City taxes
against such property are paid.
Application next received from R.W.Estes for the purchase of 2500 feet of
used 16" redwood water pipe selvaged by the City from the old Municipal Water
supply line , offering a price of 18¢ per foot for % 2500 feet of this pipe.
Thereupon, after careful consideration, Commissioner Rollins moved that the
City accept Mr Estes offer of 180 per foot for 2500 feet of this pipe.
Seconded by Commissioner Lodge and carried.
Reports of first spring analysis of milk being furnished by dairies operating
in the City of 6anford, as prepared by the X -Ray and Clinical Laboratoreis of
Sanford, and Florida State Board of Health Laboratories at Jacksonville, next presented,
such reports showing all such milk well within the requirements of Grade "A" milk.
On motion duly adopted, the Commission next authorized and instructed the Clerk to
have the next three spring tests of milk. analyzed by the Florida State Board of
Health Laboratories at Jacksonville for a comparison with the local analysis
prepared by the X -Ray and Clinical Laboratories.
Communication next read from Mr Byrd Jackson Goode of Sanford offering
his services in special police and detective work for the City in emergency cases
that may require the knowledge and experience of an expert to handle.
Thereupon the Clerk was instructed to acknowledge err Goode's letter, expressing
the appreciation of the City Commission for offering his services to the City, and
advise him that some has been referred to the Chief of Police.
Inspector Duncan next reported that the Friendship & Union Lodge building located
on Lot 10 Block 8 Tier E, is in a dilapidated and unsafe condition, also, that the
old two story house located on Lot 9 Block 8 Tier E adjacent to this lodge building
is in a dilapidated condition and a fire hazard.
Thereupon the Clerk was instructed to notify the owners of the aforesaid properties,

to make such repairs as are necessary to olace these buildings in a safe condition
and to inform them that in the event of their failure to do so, the City will condemn
and remove these buildings.
Further consideration next given to the lease authorized at the meeting of April 13th.
1940 of a small space of ground in Fort i�ellon Park to the Central Broadcasting Corporation
for a period of twenty years for the purpose of erecting an antenna to be used in connect-
ion with the broadcasting station that will be operated in the liayf air Hotel.
Thereupon after considerable discussion and on motion duly carried, the Commission
instructed that this authorization be changed to an easement instead of a lease on this
property.
The Clerk next reported that for the years 1925 thru 1939 Lot 28 of Holden's Addition
had been assessed as improved property, whereas this property is vacant and should have been
assessed as unimproved.
Thereupon in order to correct this error in assessment, Commissioner Rollins moved that
the taxes be adjusted to 08.00 for 1928, X4.95 for 1929, '7.20 each for 1930,1931,1932,
X4.35 each for 1933,1934,1935,1936,1937, X3.48 for 1938 and $1.50 for 1939.
Seconded by Commissioner Lodge and carried.
Bill of City Attorney Fred ?. +ilson in amount of . -26.92 covering expenses incurred in
handling; legal matters for the City , next presented, and on motion of Commissioner Higgins,
seconded by Commissioner Lodge and carried, same was approved and payment ordered.
On motion duly adopted, the Commission next authorized the closing of the offices in
the City Hall at 5:30 o'clock in the afternoons during the summer months, effective June 1st.
Communication next read from J 0 Laney with reference to the 1934 personal taxes against
his drugstore that the City's records show unpaid, claiming that he paid these taxes to
Deputy Tax Collector Tarbell during the year 1935, and same was referred to the Tex Collector.
The following applications for adjustment of taxes for the year 1933 and prior and
special assessments were.next received, and on motion duly carried same were approved as
authorized by Resolution No. 5573-or 574:
