The City Commission of the City of Sanford, Florida met in regular session at the
City Hall in the City of Sanford, Florida, at 7:30 O'clock P.A. September 9, 1940.
Present: Commissioner Walter S. Coleman, Mayor.

Meeting called to order by the Chairman.

Current invoices and payrolls for the month of August 1940, properly audited and
vouchered as evidenced by voucher Nos.2468 thru 2559, submitted, examined, approved and
payment authorized.
Monthly reports of the streets, sanitation, health, water, police, fire, library,
golf and recreation departments for the month of August 1940, submitted and examined.
Financial statement and statement of revenues and expenditures during the month
of August 1940, submitted and examined.
Bank statements in all accounts for the month of August 1940, properly reconciled,
submitted and examined.
A group of boys from Boy Scout Troop No. 5 next appeared and reauested permission
to use the City owned building located on the old nursery field adjacent to the water
plant as a meeting place for their patrol troop.
Request granted, subject to approval of the Recreation Director.
Mr. C R Dawson, Seminole County Agricultural Agent, next appeared and presented pe-
tition signed by several livestock producers of Seminole County and retail meat dealers
of Sanford, requesting the Commission to pass an ordinance prohibiting the sale of meats
within the City without such meats first having been inspected and approved by a State
Veterinarian representing the State Live Stock Sanitary Board.
Thereupon, after considerable discussion the City Attorney was instructed to pre-
pare such an ordinance for consideration at the next regular meeting.
On motion of Commissioner Hi&,ins, seconded by Commissioner Gut and carried, the
Clerk was next authorized to open the Municipal Registration Books on September 16, 1940,
for the Municipal Primary Election to be held on the first Tuesday after the first Monday
in November, 1940, in accordance with the terms of the Charter.
Bills next presented in amount of $46.42 covering expenses of entertaining the
Aviation Committee, consisting of representatives of Saf4ir, Inc., New York, and officials
of the U.S.Army, as guests of the City while in Sanford making a survey of the TAunicipal
Airport on September 7, 1940; and on motion of Commissioner Higgins, seconded by Commissioner
Gut and carried, same was approved and payment ordered.
Request next received from R.A. Newman for an adjustment of the assessed valuation
in amount of $2,850.00 against the E 112 of Lots 9 and 10 Block 5 Tier 5, for the years
1934, 1935, 1936s 1939 and 1939, claiming that this valuation is too high in proportion
to other assessments in the same neighborhood.
Thereupon, after careful comparison of the assessed valuation of this property
with similar properties, Commissioner Higgins moved that the assessed valuation be
adjusted to $2,765.00 for the years 1934, 1935, 1936,1938 , and to $2,770.00 for the

The Following applications for adjustment of taxes and /or special assessments were
next received, and on motion duly carried, same were a -pproved.
