The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida at 7:30 O'clock P.M. November 9th. 1936.
Present: Commissioner S.O.Shinholser, Mayor.

Meeting called to order by the Chairman.
Current invoices end payrolls for the mohith of October , 19361 properly audited end
vouchered as evidenced by vouchers Nos. 8233 through 9313, submitted, examined, approved
and payment ordered.
Monthly report of the Streets, Sanitation, Health, Water, Police , Fire and
Library Departmente.for the month of October 1936, submitted and examined.
Bank statements in all accounts for the month of October , 1936, properly reconciled
submitted and examined.
Minutes of regular meeting of the City Commission and meeting of the Municipal Delin-
quent Tax Adjustment Board of October 26th, adjourned meeting of the City Commission of
November 2nd, and special meeting of November 4th, 1936 read and approved.
Lieut. G.W. McCrory and Capt. Harold Washburn, representing the local National Guard
Units, next requested that the City loan the National Guard for use in the auditorium
of the New Armory Building, approximately 100 seats originally purchased for use in the
balcony of the City Hall Auditorium. but not at present being used.
Thereupon, after considerable discussion and upon agreement of zue National Guard
officers to present the request in writing and to issue proper receipt for the chairs to be
borrowed, Commissioner Lodge moved that the request be granted.
Seconded by Commissioner Dupree and carried.
J.V.Chapman , as Liquidating Agent of the Bank of Oviedo, next appeared with reference
to the unpaid 1932 and 1933 personal property taxes against the furnishings etc, in the
Montezuma Hotel requesting that these items be canceled in view of the fact that the affairs
of the Bank of Oviedo had been closed out and no funds were available therefor.
Request refused.
Thereupon Commissioner Leffler moved that the penalty amounting to $15.00 accrued
against the 1932 and 1933 personal property taxes against the Montezuma Hotel be waived
provided such taxes are paid within thirty days.
Seconded by Commissioner Dupree and carried.
Rev. A.S.Peck next requested that the City remove three trees from the parkway on
Fourth Street adjacent to his property at the northwest corner of Fourth St. and Palmetto
Ave. due to the trees being too closely spaced at this particular location.
Thereupon, following the procedure heretofore followed by the Commission in similar
cases , permission granted Rev. Peck to remove these trees at his own expense, the City agreeing
to haul away the stumps.

The Clerk next reported that in accordance with instructions, neighboring
cities had been contacted with a view to ascertaining how the problem of horses
being kept in the residential district is being handled, and that all cities
contacted have regulations similar to those in Sanford with the exception of
Leesburg which prohibits horses being kept within 500 feet of any residence except
that of the owner of such animals.
Thereupon matter referred to City Attorney Wilson with instructions to
prepare ordinance similar to that of Leesburg, excepting that the distance be
placed at 150 feet instead of 500 feet, and present to the Commission at the next
regular meeting for consideration.
Communication next read from R.L.Glenn, Chairman of the Seminole County
Planning Council, requesting that the City bear one -half the chargeā¢ -s for telephone
service during the month of October, 1936, totalling $12.90, incurred in connection
with the work of the Planning Council.
Thereupon Commissioner Dupree moved that payment to Mr. Glenn.of $6.45 to
cover one -half the cost of such telephone service be authorized.
Seconded by Commissioner Lodge and carried.
The Clerk next reported that bids had been requested ftom local magazine dealers
for furnishing thirty -light magazines and periodicals for the Sanford Public Library
during the year 1937, said bids to be presented to this meeting of the Commission,
but that only one bid had been received, that from Coleman's Office Equipment Co. in
amount of $77.00
Thereupon, inview of the fact that the price submitted is in line with the
prices heretofore charged, bid of Coleman's Office Equipment Co. accepted.
On motion duly carried, Cuty Attorney Wilson was next instructed to proceed
with the foreclosure of tax liens on property between.First Street and Seminole
Boulevard from Sanford Avenue East to San Juan Avenue on which the taxes have become
over two years delinquent, it being the intention to dedicate this property for park
purposes along with other lots in this section heretofore dedicated for the same purpose.
In accordance with instructions issued at the meeting of November 2nd . the
Clerk next reported the preparation and forwarding to the State Planning Board of a
six year program of proposed NPA pxd'PWA proj'eots embodying the following projects:

There being no further business the meeting then adjourned , to immediately
re- convene as a Municipal Delinquent Tax Adjustment Board.
