CITY COMMISSION, SANFORD, FLORIDA, March 1, at 7:30 P M 19 37
The City Commission of the City of Sanford, Florida, met in Special Called Sessi
at the City Hall in the City of Sanford, Florida, at 7 :30 D'Clock P.M. March 10 1937.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Thereupon the Clerk reported that proper notice had.been served on all members
of the Commission as required by the Charter for special meetings.
Mr V.A. "Williams, being present, next reported that as a result of his appearing
before the proper post office authorities in Washington, designation of the Sanford
Municipal Airport as an " air -mail stop" had been obtained, subject to approval of the
airport by the Department of Commerce.
Consideration next given to proposed local bills to be presented for passage
by the 1937 Legislature, City Attorney Wilson presenting drafts of the following:
Bill to require separate levies of taxes for Debt Service and General Government.
Bill ratifying tax rolls.
Bill authorizing combining parcels of land on the assessment roll, where adjoining
and of same ownership, except when requested not to do so.
Bill authorizing the City Commission to act as a Municipal Delinquent Tax Adjust -
ment Board for the adjustment of taxes for the year 1933 and prior, also special
assessments.
Bill authorizing the City to carry group life and disability insurance on its
employees, the premiums to be paid in part or entirely by the City.
Bill authorizing the City to annually transfer all net revenues of the
Water Department in excess of $17,500.00 to the Department of General Government.
Bill cancelling County taxes on property already acquired or to be acquired
by the City for park purposes, lying between First St. and Lake Monroe, and
extending from Sanford Avenue East to San Juan Avenue. Also County taxes on
property designated as " Parking Lots" described as Lots 7,8,9 and 10 Block 4 Tier
1.
Consideration next given to the proposal of the Atlantic Coast Line Railroad
Company to withdraw objections to the validation of the proposed refunding bonds as
authorized by Resolution No. 499 on the condition that they will be allowed to redeem
Tax Certificates for 1933 City of Sanford taxes against Atlantic Coast Line Railroad
Company property heretofore purchased by Dofnos Corporation, without interest and with a
reduction of 25 percent of the principal; also the willingness of Dofnos Corporation to
waive the interest on these certificates but their unwillingness to bear the 25 percent
loss of principal unless the City would agree to pay them interest on the $6800.00
used by the City in 1932 to pay Hornblower,Miller,Miller & Boston for services in the
Chase National 'Bank Suit to offset such loss.
Thereupon, in view of the fact that although the Atlantic Coast Line Railroad
Company may not be able to prevent the validation of the proposed refunding bonds,
it might delay their validation for an indefinite period of .time, and in view of the
further fact that it is to the best interests of the City of Sanford that the issuance
of the refunding bonds be expedited to the fullest extent possible, Commissioner Dupree
moved that the City re- imburse Dofnos Corporation for the amount of the loss in
principal on these ciertificates, amounting to $2163.96 as a consideration.f or the

Atlantic Coast Line Railroad Company discontinuing efforts to prevent the validation of
the proposed refunding bonds.
Seconded by Commissioner Leffler and carried.
On motion duly carried, the Clerk was next instructed to obtain from: Dofnos

Corporation, out of City of Sanford funds heretofore deposited with said Dofnos Corporation,
the sum of $2163.96 to be used for the purpose as outlined in the foregoing action of the
Commission.
Further consideration next given to the methods to be employed in obtaining
power for operation of the dater Plant motors.
Thereupon Commissioner Dupree moved that Mr. A.P.Michaels be offered $200.00
to draw plans and specifications covering the installation of proper Diesel operated
generating units at the Pumping Station, also deep well turbines at the well$,and an
additional $250.00 for supervision in case this type of equipment is installed.
Seconded by Commissioner Lodge and carried.
The Clerk next reported receipt of offer from Charles H. Ross to sell
5 past due City of Sanford interest coupons, No. 10 taken from Bonds Nos 161/165,
Series C, face value $150.00 for $5.00 , and on motion duly carried, said coupons
were ordered purchased at the price offered.
There being no further business, the meeting then adjourned.
