CITY COMMISSION, SANFORD, FLORIDA, October 27 at 7:30 P M 19-37
The City Commission of the City of Sanford, Florida met in adjourned session
at the City Hall in the City of Sanford, Florida at 7:30 o'clock P.M. October 27, 1937.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Messrs H.J.Lehman and J.G.Sharon next appeared with reference to the handling
of indigent transients through the Salvation Army, advising the Commission that the
$10.00 per month authorized for this purpose will not be sufficient , particularly during
the winter months.
Thereupon, upon motion duly adopted the previous authorization for this purpose
was amended so as to provide $20.00 per month for the first six months of the fiscal
year and :10.00 per month for the balance of the year.
Mr. Lehman next discussed the matter of the City taping an advertisement in the
Convention issue of the Florida. Municipal Record, official publication of the Florida
League of Municipalities.
Matter referred to the Chamber of Commerce with recommendation that advertisement
be placed in the Florida Municipal Record to be paid for from funds paid the Chamber bye
the City.
Request next received from Geo. !Pd. Bower that the City pay one —half the amount
required for rental of quarters in the Arcade Building for use of the Rural Rehabilitation
Service, but in view of the fact that this is not a. City activity, request could not be
granted.
Consideration next given the matter of widening Oak Avenue as it enters First
Street from the south, the Atlantic Coast Line Railroad Company having signified its

willingness to lease for street purposes a portion of its right of way which cuts Oak
Avenue at this point in order that this much desired result might be accomplished.
Thereupon careful study was given to the proposed form of lease as prepared
and presented by the Atlantic Coast Line Railroad Company.
Thereupon Commissioner Dupree introduced the following resolution and moved its
passage and adoption:
BE IT HEREBY RESOLVED BY THE CITY COIAMISSION of the City of Sanford, Florida,
in adjourned regular meeting assembled, that said City acting by and thru its Mayor — Commissi
and Clerk shall execute an agreement dated October 1, 1936, with the Atlantic Coast Line
Railroad Company covering the lease from said Company for street purposes of a certain strip
or parcel of land lying and being in the city of Sanford, in Seminole County, Florida, and
described as follows, to- wit:

Beginning at the pr i t of intersection of the south line of First Street
and the easterly boundary line of the right of way of the Atlantic Coast Line
Railroad Company's main track known as the Old South Florida Railroad, said
right of way boundary line being parallel with and 20 feet eastwardly, measured
radially, from the center line of said main track; thence southwardly along said
right of way boundary line 145 feet, more or less, to a point 16 feet eastwardly,
measured at right angles, from the west line of Oak Avenue ( if extended),tbsnce northward
feet, more or less, to the center line between said main track and the side track
on the easterly side thereof; thence northwardly along the center line between
said two tracks 80 feet, more or less, to the south line of First Street, if extended;
thence eastwardly along said First Street line ( if extended) 13.5 feet more or
less, to the point of beginning.
It is Further Resolved that all the terms and conditions, limitations and
restrictions set out and contained in said agreement are hereby approved.
Further Resolved that said agreement be executed in duplicate, as tAerein.
statedin the name and on behelf of and be attested under the corporate seal of the
City Commission of the City of Sanford.
Further Resolved that this resolution be entered of record on the minutes
of this body.

Further consideration next given to the revenue certificates presented for
execution by Fairbanks , Morse :I- Co. covering deferred payments on the new equipment
for the Water Plant.
Thereupon the Clerk was instructed to handle with a. view to eliminating
the necessity for these certificates.
On motion duly adopted, City Attorney ',dilson was next instructed to pro-
ceed with foreclosure proceedings against certain tax delinquent business properties
described as follows:
Lots 1 thru 8 of Block 2 Tier 1. E.R.Trafford's Map of Sanford
Lot 4 of Block 4 Tier 1 , E.R.Trafford' s Map of Sanford
Lots 1 and 2 of Block 1 Tier 7 , E R.Trafford's Map of 6anford.
Lots 6,7 and ' 8 of Block 3 Tier 4,E R Trafford's Map of Sanford
There being no further business the meeting then adjourned, to imaiedia.tely
re— convene as a Municipal Delinquent Tax Adjustment Board.
Thereupon the following adjustments of taxes for the year 1933 and prior,
and special assessments, were authorized and approved.
Lots 1 and 2 Block 2, Marvania. Taxes & penalties ( 929 to 1932) $830:35
Adjustment. Adjusted to $387.18 payable with cash.
Street paving Lien & interest $1822.08
Adjustment: Interest canceled and principal adjusted
to $38..86 payable with cash.
