MINUTES'
CITY COMMISSION, SANFORD, FLORIDA, May 252 at 7.30 P M. 19 31
The City Commission of the City of Sanford, Florida, met in Regular Session at the
City Hall in Sanford, Florida, at 7:30 01 Clock P.M. May 25, 1931.
Present: Commissioner T.L.Dumas, Mayor.

Meeting called to order by the Chairman.
Minutes of Regular meeting of May 11th and adjourned session of May 13th. 1931, read
and approved.
Attorney George A.DeCottes next appeared on behalf of former policeman Fred Hogan,
injured while on duty, and on motion of Commissioner Leffler, seconded by Commissioner
Speer and unanimously carried, $300.00 was approvpriated from the Contingent Fund to help
defray the expenses in the rehabilitation of Mr. Hogan.
Request next received from Per. Frank L. Miller that the Commission approve the exclu-
sion from the City Limits, of all property west of Grapeville Avenue.
Action deferred.
The City Attorney next reported receipt of Peremptory Writ of Mandamus from the Federal
Court at Tampa, requiring the City to pay $5,973.70 from the profits of the nJater Department
to apply against water bond coupons in the Federal Judgments at Tampa, Florida.
Thereupon Commissioner Lehman moved that payment be made as ordered.
Seconded by Commissioner Leffler and unanimously carried.
Commissions Byrd next moved that the Mayor and Clerk be authorized to execute lease with
Mr. Chas. Kanner for a`three year period commencing August 1, 1930, covering Lot 22 Pace
Acres, at an annual rental of $150.00 worth of City of Sanford bonds.
Seconded by Commissioner Speer and carried.
Commission$ Speer next moved that the time limit after which the offer of the Mayfair
Hotel to the U.S.Government for a Veterans Home will expire, be extended an additional thirty
days from May 31, 1931.
Seconded by Commissioner Lehman and unanimously carried.
Commissioner Speer next moved that Mrs. Jennie Fleischer be granted a widow's exemption
for the year 1930 against the W. 35 ft of Lots 6 and 7 Blk 12, Tier 2, Sanford, Florida.
Seconded by Commissioner Lehman and carried.
The Clerk next presented Depository Receipt No. 1675 dated May 20, 1931, issued by the
Atlantic National Bank, for 1 — $5,000.00 U.S. 3 3 18o Treasury Bond #5155 E., deposited
by the Sanford Atlantic National Bank as additional security for City deposits in said bank,
and on motion of Commissioner Speer, seconded by Commissioner Lehman and carried, said securit3
was accepted.
Communication next read from Mr. B.F.Thitner, stating his inability to serve as Clerk
of the Special Election to be held June 5, 1931.
Thereupon, Commissioner Lehman moved that Mr. J.H.Colclough be appointed to serve as
Clerk of the aforesaid election.
Seconded by Commissioner Byrd and carried.

Communication next read from the Southeastern Underwirters Association agreeing to the
reduction heretofore made in the Fire Department to One Chief and four paid men, provided
four volunteers are allowed to sleep at the fire station at night in addition to the paid men
Thereupon instructions were issued that the directions concerning the four volunteers b,
complied with.
Commissioner Byrd next moved that the following account in the Unitities Department
representing gas bills incurred prior to the sale of the Gas Plant be charged off as un-
collectible:

Seconded by Commissioner Leffler and carnied.
Commissioner Byrd next moved that the City Attorney be instructed to telegraph the
Legislators at Tallahassee Florida, opposing the proposed Tax Commission Bill.
Seconded by Commissioner Leffler and carried over the dissenting vote of Commissioner
Lehman.
Commissioner Lehman next offered the motion that the City invest surplus funds in the
Meter Deposit Account in City of Sanford Waterworks bonds.
Seconded by Commissioner Byrd and unanimously carried.
Commissioner Lehman next moved that the City accept the bonds owned by E.B.Randall and
Fred T. Williams in payment of delinquent taxes prior to 1930, without requiring the payment
of the 1930 taxes in cash at the same time, but said motion failed for want of a second.
The meeting then adjourned, to meet again at 8 o'olock P.M., June 1, 1931.
