CITY COMMISSION, SANFORD, FLORIDA, January 6, 0 7:30 P M t932—
The City Commission of the City of Sanford, Florida, met in Special Session at the
City Hall in Sanford, Florida, at 7:30 O'Clock P.M. January 6, 1931.
Present: Commissioner H.J.Lehman, Mayor.

Meeting called to order by the Chairman.
Minutes of Regular meeting of December 22nd, 1930, and Special Meeting of January 5th,
1931 read and approved.
Minutes of Adjourned Regular Session of January 2nd. 1931 read, corrected and approved.
There being no further business to be transacted by the outgoing Commission, Commissioner
Newman moved that the meeting adjourn.
Seconded by Commissioner Woodruff and carried.
Thereupon the meeting adjourned sine die.

CITY COMMISSION, SANFORD, FLORIDA, REGULAR ANNUAL Meeting 19
JAN 6. 1931.
The incoming Commissioners Messrs T.L.Dumas and C.A.Byrd having signed the oaths
of Office and Acceptances as Commissiore rs of the City of Sanford, Florida, the City Commission
of the City of Sanford, Florida met in Regular Annual Session at the City Hall in Sanford
at Eight O'Clock P.M. January 6, 1931, with the following present:

City Attorney Fred R.Wilson
City Clerk F.S.Lamson
Chief of Police R.G.Williams
Commissioner Lehman moved that Commissioner Dumas be appointed temporary Chairman of the
Meeting.
Seconded by Commissioner Speer and carried.
Thereupon Commissioner Dumas took the Chair.
Commissioner Lehman next nominated Commissioner Dumas to be Mayor of the City of Sanford,
Florida, for the ensuing year.
Commissioner Speer next nominated Commissioner Leffler to be Mayor of Sanford, Florida,
for the ensuing year.
At this time Commissioner Leffler stated his inability to accept the position of Mayor
and requested that his nomination be withdrawn, which was done.
Commissioner Leffler next nominated Commissioner Speer for the position of Mayor for the
ensuing year.
Commissioner Speer then stated his inability to accept the position�of Mayor and requested
that his nomination:be withdrawn, which was done.
Thereupon Commissioner Byrd moved that the election of Commissioner Dumas be declared
unanimous.
Seconded by Commissioner Speer and carried unanimously.
Commissioner Dumas then signed the oath of office and acceptance as Mayor of the City of
Sanford, Florida, for the ensuing year, and took the Chair.
Mr. H .M.Papworth, President of the Chamber of Commerce, next appeared before the Commission
with the request that bill for $262.19 covering cost of printing 5,000 advertising circulars
for distribution by the Chamber of Commerce, be borne by the City out of the Publicity Fund,
and that authority for the printing of 5,000 more of these circulars at an additional cost of

$100.00 be granted.
Commissioner Speer moved that the matter be held over until it is determined the amount
available for advertising purposes in the budget of appropriations for the coming year.
Seconded by Commissioner Lehman and carried.
City Attorney Wilson next reported the desire of the attorneys for the Bond Holders
Protective Committee to meet with'-the City Commission on Wednesday, January 7th.
Commissioner Speer then moved that the Commission have a conference with the City Attorney
and Associate Counsel immediately after adjournment of the present meeting concerning this
request before replying thereto.
Seconded by Commissioner Leffler and carried.

ANNUAL MEETING
Commissioner Lehman next moved that the Clerk be instructed to prepare resignations
for every employee of the City except common labor employed on the streets,
At this time Commissioner Speer entered a protest against the putting of the foregoing
motion.
Commissioner Leffler then seconded Commissioner Lehman's motion which was carried over
the dissenting vote of Commissioner Speer.
Commissioner Byrd next moved that the meeting adjourn.
Seconded by Commissioner Lehman and so ordered.
Thereupon the meeting adjourned.
