The City Commission of the City of Sanford, Florida, met in Special Session at the
City Hall in Sanford, Florida, at Twelve O'clock Noon, November 5, 1930.
Present : Commissioner H.J.Lehman ( Mayor )

Meeting called to order by the Chairman.
The purpose of the meeting was to canvass the returns, as required by Section 128 of
the Charter, of the Primary Election. of November 4, 1930 held for the purpose of nominating
two candidates to be voted upon at the General Election on December 2nd, 1930, for the
positions of City Commissioner to fill the vacancies to be caused by the expiration of the
terms of office of Commissioners Miller and Newman on January 6, 1931.
Thereupon the Commission proceeded to canvass the returns of said Primary Election, and
found the results to be as follows:
Group No. 1.
For
C.A.Byrd.

Votes.
For
Frank L. Miller
347
Votes.
Group No. 2
For T.L. Dumas 420 Votes.
For R.A.Newman 353 Votes.
Mutilated ballots thrown out 13
Total Votes Cast 789
Thereupon, upon motion duly adopted, C.A.Byrd was declared to be the regularly elected
nominee in Group No. 1, and T.L. Dumas was declared to be the regularly elected nominee in
group No. 2 , for the positions of City Commissioner, to be voted upon by the people at the
General Municipal Election to be held on December 2, 1930.
The Clerk was next instructed to pay $10.00 to each of the Inspectors and the Clerk of
the Primary Election held on November 4, 1930, as salary for their services.
On motion duly adopted, action by the City Clerk in opening the Registration Roll , as
required by the Charter, on November 3rd. 1930, for the General Municipal Election to be
held on December 2, 1930, was approved.
The Mayor was next authorized to issue an Election Proclamation calling for a General.
Municipal. Election to be on December 2, 1930, for the purpose of electing two City Com-
missioners.
The following were then designated as Inspectors and Clerk of the General Municipal
Election to be held on December 2, 1930:

The Chairman next appointed Commissioners Lehman, Leffler and Speer as a Committee

of three to meet, together with similar committeesappointed by the Board of County Commission -
ers and the Chamber of Commerce, with the Ministers of the City for the purpose of making
some arrangements to take care of the transients passing through Sanford, and set 7:30 P.M.
November 5, 1930 , as the time for the first meeting of these committees.
The meeting then adjourned.`
