The City Commission of the City of Sanford, Florida, met in Regular Session at
the City Hall in Sanford, Florida at Seven— thirty O'Clock P M. , April 14, 1930

Meeting called to order by the Chairman.
Minutes of Regular Meeting of March 24th. and adjourned meeting of March- 31st.
1930 read and approved.
Current invoices and payrolls for the month of March 1930, properly audited and
vouchered by the Accounting Department, as evidenced by vouchers Nos. 2531 to 2599 inclu-
sive, submitted, examined, approved and the Clerk ordered to draw checks in payment of
same.
Monthly reports of the streets, sanitation, health, water and library departments,
submitted, examined and ordered filed.
Financial statement and statement of revenues and expenditures during the month
of March 1930, submitted, examined and ordered filed.
Bank Statements in all accounts, properly reconciled, submitted and examined.

Report read by F.W.Bender, Secretary of the Chamber of Commerce, as to the financial
condition of the Municipal Golf Course and urging assistance by the City to maintain the
course under the following conditions:
That the Golf Committee of the Chamber of Commerce put on a drive for new memberships
with the aim of securing two hundred such memberships, the rate to be $10.00 per year for
single memberships, and $20.00 per year for family memberships, and that the City appropriate
$2500.00 per year, it being anticipated from the previous year's report that the amount to be
raised from the memberships, estimated at about $2500.00 , plus the amount to be paid by
the City, plus - approximately $1,000.00 to be derived from greens fees, will be sufficient
to operate the-course for one year.
After considerable discussion as to the advisability of keeping the Golf Course in
operation , Commissioner Leffler offered the following resolution:
That the City contribute $2500.00 per year commencing April 1st. 1930, payable in
monthly installments, subject to the Committee from the Chamber of Commerce raising a like
amount in memberships; also subject to the reduction of the membership dues to $10.00 per
year for residents of Seminole County for single memberships and $20.00 per year for family
memberships; that the greens fees be placed at $1.00 and that membership dues for those
residing outside Seminole County be placed at $40.00 per year; that the Golf Committee of
the Chamber of'Commerce make monthly reports to the City Commission showing that they are
carrying out their part of the financial end of the deal; and that the City's contribution
be under the supervision of some member of this Commission.
The foregoing motion was seconded by Commissioner Newman and adopted by the following
vote:

Commissioner Newman next made the motion that the dangerous crossing at Twentieth
Street and French Avenue be made safe for traffic, including the removal of the archway
leading into Pinehurst Subdivision.
Seconded by Commissioner Leffler and unanimously carried.
Communication next read from the Sinclair Refining Company requesting advice as to
whether the Commission will issue a building permit for the construction of a gasoline
filling station on the Southeast corner- of Second St. and Park Ave.
Commissioner Miller moved that when application is made for construction of filling
station at this location, in conformity with the building code, that said permit be granted.

Application again received for permit to construct gasoline filling station on
southeast corner of Third Street and Park Ave.
Commissioner Newman moved that this application be laid upon the table.

The Clerk next reported to the Commission the receipt on April 1st, 1930 from the
Sanford Gas Company, in conformity with the terms of the contract covering the purchase of
Gas Plant, of the following City of Sanford Bonds, with interest coupons due July 1, 1929;
and suboequent thereto, attached:

The foregoing bonds and unpaid and accrued interest thereon to and including
March 31, 1930 ( including all matured coupons ) aggregate:the following sums:
Principal of 126 bonds $1,000.00 each ---------------------------- $126,000.00
Accrued interest at 6% per annum from l/l/29 to 3/31/30 on
19 bonds numbered 11120, 51/53 , 92, 95/96 193/195, at $75.00
per bond 1,425.00
Accrued interest at 52% per annum from 111129 to 3/31/30 on
107 bonds , being all others listed above,at $69.75 per bond...... 7,356.25
Making total amount to be applied and credited upon
principal of purchase price of Sanford Gas Plante pursuant to
said contract of March 31 1928, of .... ...... ....................13+,781.25
Also, receipt from the Sanford Gas Company of check for $4,986.09 being interest
at 52 per cent per annum from April 1st, to October 1st, 1930, on $181,311.90, the balance of
the contract price after the foregoing bonds and interest coupons have been delivered to the
City.
Communication read from H.R.Stevens requesting City to accept payment of past due
1929 Real Estate Taxes, amounting to $150.00 against Lot 10 Blk 8 Tier 3, minus the penalty.
Commissioner Newman moved that the check for 0.150.00 accompanying the letter of
Mr. Stevens be accepted in payment of the above taxes, subject to ratification by the next
Session of the Legislature.
Seconded by Commissioner Miller but failed to carry, the vote being as follows:

Communication read from The Seminole County Medical Society urging that as a means
of public safety the City enforce the ordinance pertaining to the vaccination of all dogs in
the City against rabies as early as possible.
Commissioner Speer moved that this matter be deferred until the next meeting , and
that meanwhile the Chief of Police investigate to see whether Dr. Baker can be secured to
inoculate dogs on the same basis as last year.
Seconded by Commissioner Newman and unanimously carried.
Commissioner Leffler next moved that all City of Sanford.bonds now held by the
City as investments of various funds, be made non - negotiable.
Seconded by Commissioner Speer and unanimously carried.
Commissioner Speer next moved that it become necessary, before anyone is allowed
to open the City's safety deposit boxes at the bank, that an order to this effect be signed by
a majority of the Commission, and that the Bank be so notified.
Seconded by Commissioner Leffler and carried by the following vote:

On motion of Commissioner Leffler, seconded by Commissioner Speer and unanimously
carried, the following bills were approved and ordered paid:
Cary D.Landis, covering expenses in Bond Suit during the month of
March 1930 $14.55
Fred R.Wilson, covering expenses in Bond suit f rom February 29
to March 26, 1930 42.21
A P Connelly & Sons, covering premium on Surety bond for
Judge W.E.White 5.00

at Hospital

Commissioner Leff ler next made the motion that the City Attorney pxVpA3w release
to be signed by policeman Fred Hogan, injured in an accident occuring between the motorcycle
he was riding and a school bus, releasing the City from any damages, the City agreeing to
pay all hospital and doctors' bills and pay his salary for a period of six months or such
part thereof as he may be incapacitated.
Seconded by Commissioner Speer and unanimously carried.
The Clerk was next instructed to obtain from Orlando information as to methods
being used by that City in the collection of taxes in monthly payments.
Communication read from N de V.Howard Chapter, United Daughters of the Confederacy
requesting the use of the Band Shell on April 26th. for memorial exercises, and also request-
ing that the flags be displayed on the streets on that day. On motion of Commissioner Speer,
seconded by Commissioner Newman, and unanimously carried, said requests were granted.
On motion of Commissioner Newman, seconded by Commissioner Miller and unanimously
adopted, Chief of Police Williams was authorized to release from prison , Charles Walton,
case #16769 upon the payment of $25.00 , the balance of the original fine of $50.00 to be
credited to the 31 days this prisoner has served in jail; also to release Violet Philips
Case #16713, upon the payment of $50.00, the difference between this amount and the original
fine of $100.00 to be credited to the 30 days already served in Jail.
The meeting then adjourned, to meet again at 2 o'clock P
