The City Commission of the City of Sanford, Florida, met in regular Session at the
City Hall in Sanford, Florida, at 7 :30 P.M. July 14, 1930.
Present: Commissioner H.J Lehman, Mayor.

Absent: Commissioner F.L. Miller.
Meeting called to order by the Chairman.
Reading of the minutes dispensed with.
Current invoices and payrolls for the month of June 1930, properly audited and
vouchered by the Accounting Department, as evidenced by Vouchers No. 2744 and Nos 2746 throng]
2937, submitted, examined, approved and the Clerk ordered to draw checks in payment of same.
Monthly reports of the streets, sanitation, health, water and library departments,
for the month of June , 1930, submitted, examined, and ordered filed.
Financial Statement and statement of revenues and expenditures during the month of
June 1930, submitted, examined and ordered filed.
Bank statements in all accounts , properly reconciled, submitted and examined.
A committee of baseball fans next appeared before the Commission and requested the
use of the Municipal Athletic Field on Sunday afternoons for baseball games, with the assurance
that these games will be timed so as not to interfered with any Church services.
Thereupon, a spirited discussion occurred between those present who were in favor
of the City allowing the use of the Municipal Athletic Field for that purpose and those who
were against such a procedure.
After considerable consideration by the Commission, Commissioner Newman moved that
the Athletic Field be turned over to someone as Custodian for the summer months.
Commissioner Leffler offered as amendment to the foregoing motion, that a stipula-
tion be added that no illegal or improper use be made of the premises.
Both motion and amendment failed for lack of a second.
Commissioner Speer next moved that the padlock procedure temporarily resotted to al
the ball park be removed and leave the park open to the use of the public as it sees fit.
Seconded by Commissioner Newman but failed to carry, the vote being as follows:

- Commissioner Newman next offered a motion that Mr. F.A.Palmer be re- appointed as
Custodian of the Municipal Athletic Field and that the field be turned over to him, provided
that no improper uses be made of it.
Seconded by Commissioner Leffler and carried.
On motion duly adopted, permission was granted E.H.Cullum to prepare and use the
ball field at Ninth Street and French Avenue for Diamond Ball.
The Clerk next presend bids received from A.P.Connelly & Sons, J.H.Colclough, and

and the Walter L Cooper Agency, covering Employers Liability Insurance on all City Employees,
these bids having been presented in compliance with request heretofore made by the Commission.
After a tabulation and comparison of the bids, the rates offered by A.P. Connelly
& Sons were found to be the lowest.
Thereupon Commissioner Leffler moved that the bid of A.P.Connelly & Sons for
Employer's Liability Insurance covering all City employees be accepted and`that the execution
of xuch a policy be authorized.
Seconded by Commissioner Newman and carried.
A.D Rosier next appeared before the City Commission in behalf of A.L. Rosier, re-
questing permission to move canopy and pumps of filling station located on Lot 29 Graceline
Court approximately eight feet towards First Street so as to bring the pumps on a line with th
inside edge of the sidewalk in the adjoining block.
Commissioner Leffler moved that permit be granted as requested, with the under-
standing that any encroachments thus made on City property will be removed at the pleasure of
the City Commission of the City of Sanford, Florida.
Seconded by Commissioner Newman and carried.

The matter of the budget and millage for the year 1930 -1931 was next brough up for
further consideration.
Commissioner Speer noved that the millage for the year 1930 -1931 be set at 20
mills.
Seconded by Commissioner Newman but failed to carry, the vote being as follows:

stated that he wished to explain his vote and have it
made a matter of record in the minutes of this meeting, as follows:
" I feel that we have some debt paying capacity and I am in favor of making a
reasonable levy for payment of debts."
Commissioner Lehman next stated that he wished the minutes to show that he takes
the same attitude as Commissioner Leffler.
Commissioner Newman then stated that he would like to have the following state-
ment appear in the minutes:
"I do not feel that the good people of Sanford can possibly pay anything over
twenty mills on the basis that we have worked this out. I would like to also state that in
1927 and 1928 the taxes in Sanford were confiscatory and that during this litigation, I do
not feel that we should put any debt service appropriation in the budget until some kind of
a concrete understanding is had between the bond holders and the City of Sanford."
Commissioner Speer then moved that the meeting adjourn.
Seconded by Commissioner Newman.

sented themselves before the Commission at this time,; the roll was called as to the motion

for adjournment, which was lost, the motion having been made not knowing that there was any
further business to be transacted and there being no desire on the part of any of the City
Commission to prevent the representatives of the bond brokers from staying their business,
the vote being as follows:

Thereupon request was made in writing by F.P.Fleming, C.H.Lichleter, E."J.�L!Engle
and J. W. Shands,' Attorneys for Dos•Am gos,.Inc ,, and also_,for;C..T. Diehl, Kenneth,M. Keefe,
A.C.Mi#endorf. and Natt T.WagneTIthat sufficient tax be levied and colledted for the fiscal
year begiming Sept. 1, 1930 to pay matured coupons and coupons maturing during said fiscal
from City of Sanford bonds and certificates of indebtedness claimed to be owned by their
clients.
Commissioner Leffler next moved that the meeting adjourn.
Seconded by Commissioner Newman and carried.
Thereupon the meeting adjourned, to meet again at 301clock P,4., July 22, 1930.
