The City Commission of the City of Sanford, Florida met in adjourned regular Sessiom
at the City Hall in Sanford, Florida at Two O'Clock P M December 30, 1929•
Present: Commissioner Vivian A Speer, Mayor.

Minutes of Regular Meeting of December 9th and Regular Meeting of December 23rd. read
and approved.
The next matter for consideration was the protest of Mrs Rhoda B Ewing against the
condemning of the abandoned and uncompleted apartment house on Park Avenue adjacent to the
home of Mr T L Dumas, and on motion of Commissioner Newman, seconded by Commissioner Miller an
unanimously adopted, the Fire Chief and Sanitary Inspector were ordered to investigate this
property and submit their recommendations to the Commission at the next Regular Meeting.
Application received from Mr R M Warren for permit to construct stucco private
garage on Lot 2 of Musson & Abercrombie's Subdivision., and on motion of Commissioner Miller,
Seconded by Commissioner Leffler and unanimously carried, application was approved and
Building Inspector instructed to issue permit for same.
Application next received from Mr Charles D Brumley for a reduction of the past due
City of Sanford taxes on various lots owned by him in Rosalind Heights and Evans Terrace,
Mr Brumley claiming that the taxes against this property are unfair and confiscatory, due to
its location and type. Mr Brumley also offered a total of $360.00 to pay all past due City of
Sanford Taxes on the property in question.
After considerable discussion, Commissioner Newman moved that the adjustment requested
by Mr Brumley be made.
Motion seconded by Commissioner Miller but failed to carry, the vote being as follows:

Commissioner Miller next moved that the authorization heretofore granted appropriat
ing $100.00 for the Seminole County Poultry Show, provided the Board of County Commissioners
appropriate a like amount, be modified to the extent of eliminating the "proviso," it appear-
ing that the Board of County Comm issioners had been unable to donate any money for this pur-
pose, but that Mr Johnson, Chairman of the Poultry Show Committee, had been able to secure
donations from poultry supplies dealers amounting to more than the $100.00 asked of the City.

The next matter for consideration was that of the license tax charged patent medicine
After considerable discussion, Commissioner Newman moved that the Ordinance covering
the license tax for patent medidine vendor be amended to read $500.00 per year.

The Clerk next reported request received from R.G.Parmelee and G.P.Folliard,
trading under the firm name of P.D.S. Boat Line, for permission to use the Municipal Dock
located west of the Yacht Club Building for purposes of loading and unloading goods transpo
ed by the Said P.D.S. Boat Line on St. Johns River and Lake Monroe, and also to construct on
the Northerly end of said Dock , at their own expense, a warehouse for the purpose of stor-
ing goods transported by them, it being understood that the use of the dock by the P.D.S.
Boat line will not interfere with the use of the dock by the public.
Commissioner Miller mowed that the request be granted, and that the Mayor and
Clerk be authorized and instructed to execute such an agreement with the P. D Z- Boat Line.
Seconded by Commissioner Speer and unanimously adopted.
Commissioner Leffler moved that the following, personal taxes be cancelled due to
error in assessments:
1929 Personal Taxes.

Seconded by Commissioner Newman and unanimously carried.
On motion duly adopted , the Clerk was instructed to transfer $225.00 from the
Contingent Fund to the Library Account for the purchase of books, this being the amount in
the Library Fines Account at the time of the closing of the First National Bank and since
recovered in full by settlement with the First National Bank of Sanford. Florida.
The Clerk next reported the .receipt from Mr George L Hoy of $340.00 representing
one year's rental from November 15, 1929 to Nov. 15, 1930 on lease with R C Bower for lots
2 and 4 and the south part of Lot 9 Blk. X. in St. Gertrude's Addition, Mr Bower having assi@
ed this lease to Mr Hoy.
On motion duly adopted, assignment of this lease by Mr Bower to Mr Hoy, was
approved, and cancellation of rental prior to November 15, 1929 ordered.
Commissioner Newman next moved tbnfirmation by the Commission of orders heretofore
issued to the Chief of Police to release the following prisoners from the City Jail on the
days before Thanksgiving and Christmas respectively;

On motion duly adopted, the Clerk was instructed to draw check in favor of
George A DeCotted, Special Counsel, for $500.00 to be used to defray stenographic costs and
other costs arising in the trial in New York City of the Suit of the City of Sanford Vs. the
Chase National Bank of New York.
The meeting then adjourned, to meet Jan 7th at 2 �"Clock P M , 19305
