The City Commission of the City of Sanford, Florida met in regular session at the
City Hall in Sanford, Florida at 2 O'Clock P M April 22, 1929
Present: Commissioner Nelson Gray, Mayor.

Minutes of Regular Meeting of April 81 1929 read and approved.
Commissioner Speer next moved that the minutes of :the regular meeting of March 11
1929, be amended by the addition of the following:
"Commissioner Miller read a statement pertaining to the DeCottes -Boggs contract with
the City of Sanford..,
Commissioner Gray moved that it be tabled, seconded by Commissioner Newman, and the

Commissioner Miller next offered the following resolution and requested its adoption:
WHEREAS, the Legislature of the State of Florida has deemed it expedient to extend
the payment of taxes until the First day of J-vne.
BE IT THEREFORE RESOLVED, that the City Commission of the City of Sanford,. Florida,
do hereby extend payment of City Taxes of the City of Sanford, Florida, up to and including
May 31st. 1929.
Seconded by Commissioner Newman, but upon the roll being called, said resolution
was rejected, the vote being as follows:

Mr F L Woodruff appeared before the Commission requesting adjustment of 1928 valuations
of property in Pine Level Subdivision.
Commissioner Chase moved that the matter be referred to the City Attorney for inves-
tigationA and report. Seconded by Oommissioner Newman and adopted by the following vote:

Mr E F Housholder next presented request in writing, for permit to erect a gasoline
filling station on Lot 10 Blk 18 Tr. 8, Sanford ; said request being in words and figures as

Gentlemen:
"April 22, 1929
I hereby make application to the City Commission of the City of Sanford, Florida
for a permit and authorization and approval by the City Commission for the erection of a
gasoline filling station upon lot 10 Block 14 Tier 8, for and is behalf of the owner thereof.

Thereupon, after a discussion of the location and the fact that there is a filling
station immediately across the street from this lot, Commissioner Miller moved that the per-
mit be granted.
Seconded by Commissioner Newman and adopted by the following vote:

J N Crooms, representing the colored Y M C A, presented a petition that the Municipal
Baseball Park be opened for the use of the colored teams at least once a week, and that as soon
as practicable playgrounds, parks and a library be made available for the use of the colored
citizens.
Action deferred until the next Regular Meeting.
A Committee from the Sanford Chamber of Commerce next appeared before the Commission
and urged that action be taken at as early a date as possible looking towards the development
of warehouse sites on City property adjacent to Cloud Branch, this matter having been here-
tofore brought before the Commission.
It being the agreement of the Commission that the improvement desired would be of
great material benefit to the City , provided ways and means of financing the project can be
found ; it was decided that the Chamber of Commerce should have Mr F T Williams prepare plans
and figures of the cost of this improvement, and meet with the Commission at an early date
to further discuss the matter.
Mr Clyde Byrd, President of the Chamber of Commerce, next reported the efforts made
obtain an airport for Sanford, and reported that after investigation of various fields by a
Committee of the Chamber of Commerce, the best location appears to be a strip of land running fz
the Lake Shore, parallel and east of Virginia Avenue in Marvania, south to Eighth Street, and
a strip of land running west from the eastern City limits parallel and South of Eighth Street
to Mellonville Avenue.
The City Commission was requested to take steps to obtain a lease of this property
for a term of years, same to be developed as a Municipal Airport.
Matter referred to City Attorney for investigation and report.
Mr W A Leffler next requested that due to present financial embarrassment of the
Chamber of Commerce, that the sum of $550.00 be advanced the Chamber of Commerce from the
Publicity Fund for the purpose of paying certain current obligations, pending the receipt
of funds to be derived from a "Drive" about to be made.
Commissioner Newman moved that the request be granted.

Mr M B Hutton, representing the Hutton Construction Company, contractor for
completion of paving on Certain streets in the City of Sanford Florida, offered to purchase
of the City certain slag delivered on the various jobs at the time work was stopped in
August 1927, and paid for by the City, for the sum of $750.00, it appearing that practi-
cally half of the slag originally delivered on the jobs has been removed, and the blance
remaining being in such condition as to require screening and re- handling.
Thereupon, in view of the recommendation of Engineer F T Willians, that the offer
made is a fair one, Commissioner Miller moved that the offer be accepted, this amount to
be deducted from the Engineer's estimates furnished the Contractor.

The Clerk next submitted report of Lucien H Boggs, Special Counsel re: Chase Nat
Bank suit, together with expense bills amounting to $140.59
Thereupon, Commissioner Gray moved that the report be filed and that the Clerk be
instructed to draw check in payment of said expense bills.
Seconded by Commissioner Chase and adopted by the following vote:

The Clerk next presented notice of the First National Bank having for collection,
City of Sanford Note for $900.00, dated April 15, 1924, and due April 15, 1929, payable to
the American LaFrance Fire Engine Co, with interest at Six Per Centum per annum from date
of note to April 15, 1929, amounting to $270.00.
Thereupon Commissioner Newman moved that the Clerk be instructed to draw check
in payment of said note and interest.
Seconded by Commissioner Miller and unanimously adopted.
Commissioner Newman next moved that the following 1927 and 1928 Real and Personal
taxes be cancelled for the reasons given, said 1927 personal tax cancellations being re-
commended by Mr Tarbell, Deputy Tax Collector of Personal Taxes:
