CITY COMMISSION, SANFORD, FLORIDA,_ June 10 at 2 P M 19 2Q
The City Commission of the City of Sanford, Florida met in Regular Session at the City Hall
in Sanford Florida at Two O'Clock P M June 10, 1929•
Present : Commissioner Nelson Gray, Mayor.

Absent: Commissioner, S 0 Chase.
Mr Clyde Byrd, Local Manager of the Florida, Power & Light Company, appeared with reference
to instructions heretofore issued to the City Manager to have the number of street lights in
operation reduced to the number in operation during the summer of 1929, claiming that by the
terms of the contract now in force, no reduction can be made.
Commissioner Newman moved that the matter be referred to the City Attorney to investigate
the rights of the City in this matter, and report his findings at the next meeting.
Seconded by Commissioner Miller and adopted by the following vote:

Mr Fred T Williams presented for approval amended Plat of Lake Monroe Terrace, Seminole
County , Florida.
Commissioner Newman moved that said amended Plat*of Lake Monroe Terrace be approved.
Seconded by Commissioner Speer and adopted by the following vote:

Mr E F Housholder next appeared with reference to application heretofore made that the City
Commission recommend to the Representatives from Seminole County in the State Legislature the
passage of a bill excluding certain territory from the corporate limits of the 01ty of Sanford.
Commissioner Speer moved that the application be denied.
Seconded by Commissioner Miller for the purpose of bringing to a vote, and upon the roll bei
called the vote stands as follows:

Mr L L LeRoy made application for contract for re- appraisal for tax purposes of all property
in the City Limits, at an estimated cost of between $9000.00 and $10000.00
Application refused.

Commissioner Newman introduced Ordinance No. 164, entitled:

" An Ordinance of the City of Sanford, Florida Requiring The Payment of An Annual Occupa-
tional License Tax By All Persons,, Firms or Corporations Contracting for Painting by the
Job, and to Prescribe the amount of Such License Tax, and to Provide a Penalty for Non - payment
of the same. ".
Thereupon Commissioner Newman moved that the rules be waived and said Ordinance be placed
on its Second Reading and final Passage.
Seconded by Commissioner Miller.
Thereupon the motion recurred upon the question of the waivure of the rules. The roll was
called and those voting in favor of the waivure of the rules were:

Thereupon Said Ordinance No. 164 was read in full and placed upon its final passage and
adoption, those voting for its adoption being:

Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida by
its unanimous vote had passed and adopted Ordinance No. 164 entitled:
" An Ordinance of the City of Sanford, Florida, requiring the payment of an annual occupati,
al license tax by all persons, firms or corporations, contracting for painting by the job and
to prescribe the amount of such license tax, and to provide a penalty for non - payment of the
same."
Commissioner Newman next introduced Ordinance No. 165, entitled:
" An Ordinance of the City of Sanford, Florida, to define and punish the crime of petit
Larceny when committed within the Limits of Said City."
Thereupon, Commissioner Newman moved that the rules be waived and said ordinance be placed
its second reading and final passage.
Seconded by Commissioner Speer.
Thereupon, the motion recurred upon the question of the waivure of the rules, The roll was

Thereupon the Ch airmna announced that the City Commission of the City of Sanford, Florida
by its unanimous vote had pssed and adopted Ordinance No. 165, entitled:
It An Ordinance of the City of Sanford, Florida, to define and punish the Crime of Petit
Larceny when committed within the Limits of said City."
Coiimissiioner Newman next moved that the foregoing Ordinances Nos. 164 and 165 be op sted.
Seconded by Commissioner Miller and adopted by the following vote:

Commissioner Speer next moved that the cost of telephone service at the home of the
Mayor be borne by the City, in view of the fact that this service was installed at the re
of the Commission and used almost exclusively for City business.
Seconded by Commissioner Newman and adopted by the following vote:

The Clerk presented invoice of Lucien H Boggs, Special Counsel , for $97.01, covering
expenses incurred during the month of May 1929, in connection with the suit of the City of
Sanford Vs: The Chase National Bank of New York, and on motion of Commissioner Gray, and
unanimously adopted, same was approved and the Clerk instructed to draw check in payment of
same .
The next matter under consideration was the condition of the various railroad crossings
in the City limits, it appearing that new rails had been laid on certain lines making the
crossings extremely rough, Also , the fact that the watchman at the crossing at Thirteenth
Street in Goldsboro had been withdrawn.
Thereupon, Commissioner Newman moved that the City Attorney take the matter up with the
Atlantic Coast Line R.R. Company, requesting that the crossings be repaired and also that
the watchman be restored to the crossing at Thirteenth Street in Goldsboro.
Seconded by Commissioner Gray and unanimously adopted.
On motion of Commissioner Newman, seconded by Commissioner Gray and unanimously adopted
the Sentence of Elean Holton and Annie Lee Lewis now in jail, were ordered suspended and
the prisoners released, subject to good behavior.
On motion of Commissioner Gray, seconded by Commissioner Newman and unanimously adopted, tb
sentences of the following prisoners in the City jail were ordered suspended, subject to good
behavior:

Fred Rucker Release recommended by the unicipal Judge.
S D Gillion War Veteran. American Legion guarantees good behavior.
Willie Walker Cantagious disease.
On motion of Commissioner Miller, seconded by Commissioner Newman, and unanimously adopted
the Clerk was instructed to charge directly to the Publicity Fund $1550.00 heretofore ad-
vanced to the Sanford Chamber of Commerce as a loan,
On motion of Commissioner Newman, seconded by Commissioner Speer and unanimously adopted,
the following 1927 and 1929 Taxes were cancelled due to error in assessing:
1927 P4rsonal Taxes.

Commissioner Speer next reported as to the efforts made to secure a Municipal Aviation Field
and recommended that in view of the difficulty encountered in obtaining the property heretofor
agreed upon as being the most suitable for this purpose, that the land north of First Street
and extending from Sanford Avenue to the Forrest Lake Hotel be cleared and levelled and used
as a temporary aviation field until a permanent one can be obtained.
After considerable discussion, City Manager Cairns was instructed to have this work done.
Current invoices and payrolls for the month of May 1929, properly audited and vouchered by th
Accounting Department , submitted , examined, approved and the Clerk instructed to draw checks
in payment of same.
Bank statements in all accounts, properly reconciled, submitted and examined.
Financial statement and statement of expenditures and revenues for the month of May 1929
submitted, examined and ordered filed.
Monthly report of the City Manager for the month of May 1929 submitted, examined and ordered
f iled.
There being no further business, the meeting adjourned to meet again at Five O'Clock P M
June 11, 1929•
