The City Commission of the City of Sanford, Florida met in adjourned Regular Seas
at the City Hall in Sanford, Florida at 7 :30 O'Clock P M March 28, 1929•

Absent: Commissioner S 0 Chase.
The Clerk presented letter from the Hutton Construction Company with reference
to completion of paving on certain streets in the City of Sanford, and upon motion duly adopted,
said letter was approved and ordered spread upon the minutes
being in words and figures as follows:

Confirming the agreement made by the writer on behalf of Hutton Construction Com-
pany, and the City Commissioners of the City of Sanford, Florida, made at the regular meeting
of the City Commissioners, of the City of Sanford, Florida, Maroh 25th, 1929, concerning the
completion of the paving of the following streets in the City of Sanford, Florida, we hereby
agree as follows:
We hereby propose to furnish all necessary materials, labor, and equipment require
for the completion of the following streets in the manner described, and in accordance with
the plans, specifications and under the direction of the engineer, Mr Fred T. Williams, and in
accordance with our contract with you, dated January 15th, the year A D 1927, and we further
agree to accept as full compensation for all services, materials, labor , equipment etc, re-
quited to complete the work in place, the unit prices as shown by our contract with the City of
Sanford, bearing the above date.
We hereby further agree, to reshape the present existing base on the following
streets, without additional compensation on the following streets, which are to be completed by
us. The City of Sanford agrees to furnish us all the necessary water, which we may need in the
completion of the following streets, at their existing fire hydrants, free of all cost to as.
The City of Sanford hereby further agrees to pay us for the completion of the
following streets, strictly in accordance with the terms of paylpent as set out in our contract
with the City of Sanford, of the above date.
With the exception of Palmetto Avenue , south of Geneva Street, and Woodruff Street'
from Palmetto Avenue to Sanford Avenue. It is hereby agreed and understood, that we will not
be required to do any clearing and grubbing, nor any grading on any of the following streets
nor will ire be required to clean up or out any brush or grass from the parkway areas of any
of the following streets.
The following uncompleted streets in the City of Sanford, Florida are the streets
referred to as follows:
"Franklin Street from Oak Avenue to Park Avenue.
Union , Fourth and Eighth Streets between Summerlin Ave, and Scott Ave.
Scott Avenue from a point south of Seminole Blvd. to Eighth Street.
Third Street from a point west of Avacado Avenue to Persimmon Avenue, and Persimm
Avenue from First Street to Third Street.
Palmetto Avenue from Geneva Street to Woodruff Street, and Woodruff Street from
Palmetto Avenue to Sanford Avenue."
We further agree to commence the above improvements within ten days from date, and
complete the same on not later than April 30th, 1929•

City Manager Cairns was instructed to inspect the work at any and all times and see
that it comes up to the specifications, all estimates to be subject to his final approval.
City Attorney Wilson next submitted, for approval and in compliance with instruct-
ions heretofore issued by the Commission, the following entitled bills to be introduced for pas-
sage at the 1929 session of the Legislature of the State of Florida, and read same in full
" AN ACT authorizing the redemption of any and all delinquent taxes due the City of
Sanford, Florida, for any year prior to the year 1925 without payment of interest, provided that
such redemption be made before the 31st day of December, 1929, and that this Act shall not apply
to any Tax Certificates not owned by said City of Sanford, and provided further that nothing her
in contained shall prevent said City of Sanford from enforcing payment of such delinquent taxes
without interest prior to December 31st, 1929, in the manner provided by law.
" AN ACT to amend Section 22 of Chapter 9597, Laws of Florida, acts of 1923, the
same being "An Act to abolish the present municipal government of the City of Sanford, Seminole
County, State of Florida, and to organize, incorporate and establish a City Government for the
same, and to prescribe the jurisdiction, powers and functions of said municipality," such section
hereby amended relating to the recording and authentication of ordinances and resolutions and
publication of ordinances.
"AN ACT to authorize the payment of any or all installments of assessments for stredt
paving in the City of Sanford, Florida, and for Bulkhead Improvements on Lake Monroe in said City
that have become or may become due prior to December 31st, 1929, without payment of accrued inter-
est upon the total assessment or installments thereof, or interest upon accrued interest, provid-
ed that said installments be paid prior to the 31st day of December, 1929, and provided that noth-
ing herein contained shall prevent said City of Sanford from enforcing payment of any of such in-
stallments without interest prior to December 31st, 1929, in the manner provided by law.
" AN ACT to validate, ratify and confirm the election on December 4, 1928, of
LSON GRAY, R. A. NEWMAN and VIVIAD A. SPEER, as three of the City Commissioners of the City of
Sanford, Florida and to declare them duly elected as of said December 4, 1925, as three of the
City Commissioners of the City of Sanford, Florida, and to declare the said nelson Gray, R. A. Nei
man and Vivian A. Speer to be three of the duly qualified and acting City Commissioners of said

AN ACT validating, ratifying and confirming all of the acts and proceedings of

" AN ACT to validate and confirm that certain election held in the City of Sanford,
lorida, on the 18th day of September 1928, whereat certain amendments of sections eight, eleven,
hirteen, twenty, forty- eight, fifty- seven, sixty -six, seventy -five, one hundred twenty -four and
ne hundred twenty -five of the Charter of the City of Sanford, Florida, were adopted under the
rovisions of section one hundred thirty -six of chapter 9897, Laws of Florida, Acts of 1923, and
o declare said sections as amended to be part of the Charter of the City of Sanford, Florida,
is of and from said 18th day of September, 1928.

Thereupon, Commissioner Miller moved that said bills be approved, that the City
Attorney be instructed to proceed to Tallahassee with them to be presented as soon after the
opening of the Legislature as possible, and that the titles of the acts be published.

Commissioner Newman next introduced.Ordinance No. 161, entitled :
" An Ordinance of the City of Sanford, Florida, requiring all persons, firms or corporations,
desiring to exhibit carnival shows in said City of Sanford, to apply to the City Commission of
said City for permission to do so and forbidding the exhibition of such carnival shows without
such permission, and if such permission be granted, requiring the payment of a license tax
therefor herein designated, and providing a penalty for..the violation of any of the provisions
hereof, and providing that ea.ch day's exhibition of such carnival show without obtaining said
permission from said City Commission and payin-- such license tax shall constitute a separate
offense. 11
and same was placed on its first reading.
Thereupon, Commissioner Newman moved that the rules be waived and that said
ordinance be placed on its second reading and final passage.
Thereupon, the motion recurred upon the question of the waivure of the rules.

Thereupon, said ordinance No. 161 was read in full and placed upon its final

Thereupon, the Chairman announced that the City Commission of the City of Sanfor
Florida, by unanimous vote had passed and adopted ordinance No. 161, entitled :
" AN ORDINANCE OF THE CITY OF SANFORD FLORIDA, REQUIRING ALL PERSONS, FIRMS OR
CORPORATIONS, DESIRING TO EXHIBIT CARNIVAL SHOWS IN SAID CITY OF SANFORD, TO APPLY TO THE CITY
COMMISSION OF SAID CITY FOR PERMISSION TO DO SO AND FORBIDDING THE EXHIBITION OF SUCH CART ?IVAL
SHOWS WITHOUT SUCH PER- ISSION, AND, IF SUCH PERMISSION BE GRANTED, REQUIRING THE PAYMENT OF A
LICENSE TAX THEREFOR HEREIN DESIGNATED, AND PROVIDING A PENAL'T'Y HEREOF, AND PROVIDING THAT EAC'.
DAY'S EXHIBITION OF SUCH CARNIVAL SHOT ,WITHOUT OBTAINING SAID PERMISSION FROM SAID CITY COM —
MISSION AND PAYING SUCH LICENSE TAX SHALL CONSTITUTE A SEPARATE OFFENSE. It
Commissioner Newman next moved that Caldwell & Raymond, Bond Attorneys of New
York City, be instructed to have photostatic copy made of transcript of record with reference
to the issuance of Series A -1 issue of Refunding Bonds, for use in connection with securing
approving opinion of balance of issue when sold.
Seconded by Commissioner Gray and unanimously adopted.
Commissioner Newman next moved that the City Tax Collector be instructed to advertise
for sale, and sell for taxes, only such lands on which the 1925 taxes are not paid as are not
already under tax certificate.

On motion duly adopted, the Clerk was authorized and instructed to advance
Chief of Police R. G. Williams $100.00 to be used to procure a lion for the City Zoo,

this amount to be returned as soon as same has been raised by popular subscription.
Upon motion duly adopted, Elvin Murphy , Case No. 15769, now serving a term
in the City Jail, was ordered released and the sentence suspended; said Elvin Murphy being
afflicted with a contagious disease.
There being no further business, the meeting adjourned.
