claiming that his property on the northwest corner of Park Avenue and Third Street has been
taxed heretofore as business property and therefore should not be restricted as to the class

CITY COMMISSION, SANFORD, FLORIDA, March 25 2 P M g_
Mr M B Hutton and Mr Fred T Williams appeared before the Commission with reference
to the proposed completion of the paving on certain streets in Sanford, action having been
postponed from the last regular meeting of the Commission pending a report from Mr Williams
as to the cheapest and best method of having this work done, Mr Williams reported that if
the work is completed under the present contract with the Hutton Construction Company, all
expense incurred in re- grading and repairing the streets, due to wear and tear since the work
was stopped, will have to be borne by the Contractor, whereas, if a new contract is made for the
completion of this paving, this expense will have to be borne by the City. He therefore recom-
mended that the Hutton Construction Company be allowed to finish this work under the contract ix
force when the work was started, contract No. 7.
Thereupon, in view of the recommendation of Mr Fred T Williams, and the fact that
the contract under which this work was commenced has never been cancelled, nor the work complete
through no fault of the contractor, Commissioner Gray moved that the Hutton Construction. Company
be instructed to proceed with the completion of the paving on the following streets in the City
of Sanford, Florida, at a cost not to exceed the prices estimated by Mr Williams:
