HomeMy WebLinkAbout012829w MINUTES CITY COMMISSION, SANFORD, FLORIDA- January 29 at 2 P M 19 29 The City Commission of the City of Sanford Florida met in regular session at the City Hall in Sanford Florida at 2 O'Clock P M January 2, 1929• Present; Commissioner, Nelson Gray - Mayor. " S 0 Chase Frank L Miller " R A Newman " Vivian A Speer City Attorney, Fred R Wilson City Manager, G H Cairns. City Clerk, F S Lamson Chief of Police, R G Williams. Minutes of Regular meeting of January 14th 1929, read and approved. The Clerk then presented for approval and execution, form of contract between George A DeCottes and Lucien H Boggs, as Special Counsel, and the City of Sanford Florida, said contract having been authorized by the City Commission under date of January 14, 1929• After considerable discussion, Commissioner Newman moved that action be deferred until the next regular meeting of the Commission. Seconded by Commissioner Miller and unanimously adopted. Mr DeCottes being present, was requested to have a letter addressed to the Com- mission, by Mr Boggs and himself, agreeing to submit monthly statements of expenses incurred by them in the prosecution of the suits covered by the above mentioned contract, which he agreed to do. The Clerk presented statement of Sanford streets where the paving had been started but only partially finished, showing the amount expended so far on each project, the amount nec, sary to complete, and the total of new paving liens that would be placed on the books if these projects should be completed. Matter taken under advisement. The Standard Oil Company offered to purchase fron the City of Sanford , one bond, Series A -1, dated January 1, 1928,par value $1,000.00, bearing interest at the rate of Six per centum per annum, at and for the price of $992.05. The Standard Oil Company also offered, in lieu of cash for said bond, to issue credit memorandum for the full amount ,$941.10 to apply against the balance owed the Standard Oil Company included in Official Refinancing Document A 1, and the balance of $150.95 to ap- ply against purchases to be hereafter made by the City of Sanford from the Standard Oil Company Thereupon, in view of the fact that the blance of the account of the Standard Oil Company, amounting to $841,10 is included in Official Refinancing Document A -1, and in View of the fact that the Series A -1 bonds were issued to meet the obligations contained in said Official Refinancing Document A -1 , Commissioner Newman made the motion., which was seconded by Commissioner Chase and unanimously adopted, that the proposition of the Standard Oil Company be accepted. Thereupon, the Clerk was instructed to execute bond No. 550, Series A -1, dated January 1, 1929, and maturing January 1, 1950, bearing in erect at the rate of Six per centum per annum, with interest coupon due January 1, 1929, detached, and deliver same to the Standard Oil Company in exchange for credit memorandum as outlined above. u 1 1 1 I[] f] 1 MINUTES Z& CITY COMMISSION, SANFORD, FLORIDA, January 28 at 2 P M _19 9 The Clerk was also instructed to transfer $150.95 from the Ordinary Fund to the Bond Trustess Refinancing Bond Fund at the Asanford Atlantic National 3B ank, this amount representing the difference between the balance included in Refinancing Document A -1, and the purchase price of the bond. Commissioner Miller offered Resolution No. 390, which was seconded by Commission- er Newman and unanimously adopted, said resolution being in words and figures as follows: RESOLUTION # #380 Authorizing, directing and ordering Florida Power & Light Company to install and serve additional street lights in the City of Sanford, Florida to be installed and served in accordance with the Municipal Street lighting agreement dated the first day of October 1926 now in effect between the City of Sanford, Florida Ahd the Company, and the supplementary agreement thereto, if any, and constituting the passage and adoption and the delivery of a certified copy of this resolution to Florida Power & Light Company, a written notice to and an order upon that Company to install and serve such additional overhead and white way street lights under said agreement, and supplementary agreements thereto, if any, WHEREAS, a Municipal street lighting agreement dated October lst, 1926, is now in effect between the City of Sanford, Florida, and the Florida Power & Light Company, which provides for the installation of and service to additional street lights by the Florida Power & Light Company, upon receiving written notice from the City, and WHEREAS, it has been deemed necessary and advisable to have additional over- head bracket (center suspension) type street lights installed and served and additional White Flay Street Lights installed and served in the City of Sanford, Florida under said agree- ment. NOW, THEREFORE, BE IT RESOLVED, that the Commission of the City of Sanford, Flor hereby authorizes, directs and orders the Florida Power & Light Company to install and serve the Following street lights within the corporate limits of Sanford Florida, in accordance with the terms and conditions on the Municipal Street Lighting Agreement, dated October 1st, and supplementary Agreements thereto, if any, now in effect between the City and the Company: 1 - SO (candle power) lamp at corner of Seventh St & Orange Ave. 1 - SO Seventh St & Willow Ave. 1— SO a n n u a Seventh St. & Bay Ave. 1- 250 n a n a a Laurel Ave & Commercial St. supported on bracket type fixtures owned by the Company. BE IT FURTHER RESOLVED, that this resolution, when duly passed and adopted and a certified copy delivered to Florida Power & Light Company be, and is hereby declared to be written notice to and an order upon Florida Power & Light Company to install and serve the ad- ditional bracket type overhead street lights as aforesaid, under said agreement. (Seal) Ne as e Cpl Frank L Mill As the City Commission of CITY OF SANFORD `,' FLORIDA The Clerk presented request from Mr Wm R Russell, 252+ Palmetto Ave. , that a street light be installed on Palmetto Avenue about one half block south of Geneva Ave. After discussion of the matter, Commissioner Newman moved that the request be refused. Seconded by Commissioner Miller, and unanimously adopted. )26 9 1 21,3` MINUTES CITY COMMISSION, SANFORD, FLORIDA, _ JAWla -'T2$ 2 P M 19 --2-9 The Clerk presented Communication from the President of the Senior Class at the Seminole Hight School, requesting the City to place an advertisement in the High School "The galamugundi," the price for a full page being $20.00 and for a half page $12.00 Thereupon, Commissioner Newman moved that the City place a one -half page advert ment in the "Salamagundi at a price of $12.00, this expenditure to be charged to the publics fund. Seconded by Commissioner Speer, and unanimously adopted. The Clerk presented communication from Messrs M G Lewis and D J Powers, contai a proposition for conducting a campaign of free news story publicity for the City of Sanford for a period of six months, the cost to be $50.00 per month for thbir services. After considerable discussion, Commissioner Newman moved that action be deferred. Seconded by Commissioner Miller and unanimously adopted. The Clerk presented petition signed by various business houses on First Street requesting that the hour parking law be enforced between Park Avenue and Palmetto Avenue. Commissioner Speer moved that the matter be deferred to the next meeting for f then consideration. Seconded by Commissioner Miller and unanimously adopted. The Clerk presented communication from Glenn J Wimbish, representative of the Federal Life Insurance Company, concerning Group Insurance for City of Sanford employees. Commissioner Newman moved that no action be taken at this time. Seconded by Commissioner Miller and unanimously adopted. Upon motion by Commissioner Speer, seconded by Commissioner Chase, and unanimous adopted, the Clerk was instructed to pay to the U.G.I. Contracting Co. $600.00, representing interest on Time Warrant No. 10496] for $10,000.00 at 6 Per eentum per annum, from January 21 1929 to January 2, 1929. The Clerk was also authorized and instructed to pay note for $ $1709.33 held by the American LaFrance Fire Engine Company, due February 3rd. 1929, plus interest thereon when said note is presented for payment. Upon motion of Commissioner Miller,. which was seconded by Commissioner Chase and unanimously adopted, the following 1926 and 1927 personal taxes were cancelled on account of over assessment: 1927 Personal Tax. 1926 Personal Tax. Seconded by Commissioner Miller and unanimously adopted. Commissioner Speer moved that the ordinances applying to the tearing upo of streets be enforced, and that the Sanford Gas Company be required to secure permit before by the City opening or tearing up streets, and that said openings be inspected/after every repair to see that they are repaired in a proper manner. Seconded by Commissioner Chase and unanimously adopted. The Clerk presented petition from the rx mbers of the Seminole County Medical ti 1 1 1 M" V1511V -] CITY COMMISSION, SANFORD, FLORIDA, January 28 at 2 P M 1929 25': Society requesting that reserved parking spaces easily accessible to their offices be set aside for them: After considerable discussion, Commissioner Miller moved that two reserved parking spaces be alloted. for the members of _this Society in front of the Meisch Building, two by the Puleston Brumley Building, and one in front of Mobley's Drug Store, the exact location to be left to the discretion of the Chief of Police. Seconded by Commissioner Newman and unanimously adopted. Mr H S White appeared before the Commission and requested that permission be grante the Standard 0il Company to erect a gasoline filling station at the southeast corner of Third Street and Park Avenue, permisson having been heretofore granted and this action subsequently rescinded, due to the complaints of various property owners. Thereupon, Commissioner Miller moved that the matter be referred to the City At- torney to determine the rights of the Commission in this matter, and that those complaining, be invited to appear before the Commission at the next regular meeting tb show cause why permit should not be issued. Seconded by Commissioner Newman and unanimously adopted. Upon motion of Commissioner Newman, which was seconded by T3,, Commissioner Speer and unanimously adopted, the City Attorney was instructed to draw up, for passage at the next sess of the Legislature, such documents as are necessary to confirm the acts of the present Commission Commissioner Miller moved that the City Attorney be instructed to draw up ordinance designating certain "Through Streets" and "Stop Corners" as recommended by the Chief of Police. Seconded by Commissioner Speer and unanimously adopted. Representatives of Bottling Works, located outside Sanford, appeared before the Commission requesting that the license fee for bottling works located outside the corporate limits be reduced from.$200.00 per year; stating that this license fee is prohibitive. After considerable discussion, Commissioner Speer moved that the request for re- duction of the license be denied. Seconded by Commissioner Newman and unanimously carried. The matter was brought up as to the need for more thorough sanitary inspection of meat markets and dairies, the office of Milk and Food Inspector having been heretofore combined ., with that of City Physician, and it now appearing that additional help is necessary for regular sanitary inspections. Thereupon , Commissioner Newman moved that.Mr G P Paxton, former Plumbing, Electric and Building Inspector, and now employed as Police Desk Officer, be assigned as City Sanitary Inspector, to conduct regular sanitary inspection of groceries, meat markets and dairies, in additi ©n to the regular duties of Sanitary Inspector, also to make such plumbing, electrical and building inspections as are required, under the direction of the City Manager, at a salary of $125.00 per month. Seconded by Commissioner Miller and unanimously adopted. City Attorney, Fred R Wilson recommended to the Commission the cancellation of old paving lien dated June 22, 1910, for $221.39, against lot 3 Blk 3 Chapman & Tucker's Additon, for paving on Union Ave., this lien being in his opinion uncollectible and barred by the Statute of Limitations. Thereupon Commissioner Miller moved that this lien be discharged as of record. Seconded by Commissioner Chase and unanimously adopted. Upon motion duly adopted, the City Attorney.was instructed to prepare necessary ord- inances to afford police protection to the lessees of the Sanford Golf Course. 4i MINUTES CITY COMMISSION, SANFORD, FLORIDA, January 29, at 2 P M i 9___2? The City Attorney presented form of quit claim deed for the Yacht Club property to the City of Sanford, and lease of this property from the City to the Yacht Club, as here- tofore authorized by the City Commission. Action deferred until the next regular meeting of the Commission. The City Manager presented prices and samples received from three local merchants for supplying uniforms for the police and fire departmens, and after careful consideration . and comparison of same, special consideration being given to the responsibility of the various bidders, contract for fifteen uniforms was awarded to Woodruff & Watson.
