HomeMy WebLinkAbout0513291 n 1 n CITY COMMISSION, SANFORD, FLORIDA, NU 13 at 2 P M 1 192 The City Commission of the City of Sanford Florida met in Regular session at the City Hall in Sanford, Florida at Two O'Clock P M , May 13, 1929 Present: Commissioner Nelson .;Gray, Mayor " S 0 Chase " Frank L Miller " R A Newman " Vivian A Speer City Attorney, Fred R. Wilson City Manager, G H Cairns. City Clerk, F S Lamson Chief of Police, R G Williams. The first matter to be taken up Was ai.consideration with representatives of various Bond Houses as to the financial condition of Sanford, this meeting having been arranged for some time ago by Mr Nat Wagner of Eldredge & Co., New York City. After considerable discussion with reference to the City's ability to pay its bond obli- gations, both maturing bonds and interest, the bond house representatives asked that the feel- of the City Commission be shown by a vote on the following: "Is the Commission willing to use all funds legally available for the payment of interest due July 1, 1929, Also: Is the Commission willing to instruct the City Attorney to have a special Act passed by the Legislature giving the City authority to transfer for debt service o6aeal. any funds not needed for current obligations, subject to the approval of the City Commission ?" Thereupon the roll w as called and the vote stands as follows: Commissioner Gray Aye " Chase Aye " Miller Nay " Newman Aye " Speer No vote. A vote was next asked upon the following: " Is the City Commission willing to instruct the City Attorney to use the legal machinery to force the collection of delinquent taxes and street paving installments ?" Thereupon the roll was called and the vote stands as follows: Commissioner Gray Aye " Chase Aye " Miller Nay " Newman Aye " Speer Aye Further consideration of the matter was then deferred until a later date. Commissioner Miller then asked to be excused to attend a funeral, which permission was granted by the Chair. Minutes of Regular Session of April 22, Adjourned Regular Session of April 27th. , Adjourne Meeting of May 8th, and amendment to Minutes of Regular Meeting of March 11th, 1929, read and approved. Mr L$nton E Allen, President of the Sanford Atlantic National Bank,-submitted a request in writing for instructions with reference to certain time warrants issued by the City of Sanford to the National Cast Iron Pipe. Co., and purchased by the Sanford Atlantic National Bank for the account of the City of Sanford in July 1929, the City of Sanford at the same time depositing with the Sanford Atlantic National Bank an amount equal to the purchase price of these time warrants on a Certificate of Deposit, said Certificate of Deposit being endorsed in blank and left with the Bank as collateral security. Commissioner Newman moved that the Clerk and City Attorney confer with Mr S G Gray, of the Firm of Hall & Pentland, City Auditors, w ith reference to the payment of these time warrantso 631 MINUTES CITY COMMISSION, SANFORD, FLORIDA, 110Y 13, 2 P M 19--2<)- and the proper manner to handle it. Seconded by Commissioner Gray and unanimously adopted. City Attorney Wilson submitted bill for professional services and expenses in con- nection with preparation of and passage by the Legislature of certain City of Sanford Acts heretofore authorized by the City Commission, amounting to $236.52, and upon motion of Commissioner Newman, Seconded by Commissioner Gray and unanimously adopted, same was approved amd the Clerk ordered to draw check in payment thereof. Commissioner Chase next moved that the Clerk be instructed to frame a telegram to the Representatives and Senator from this District in Tallahassee, urging the passage, as soon as possible, of the amended Acts authorized by the City Commission under date of May 81 1929 whereby the time limit up to which delinquent taxes and paving installments may be paid with- out interest, will be changed from December 31, 1929 to June 15, 1929, said telegram to be o signed by Commissioners Gray, Chase, Newman and Speer. Seconded by Commissioner Speer, and unanimously adopted. Bank Statements in all accounts, properly reconciled, submitted and examined. Financial_Statement, and statement of expenditures and revenues for the month of April, 1929, submitted, examined and ordered filed. Monthly report of the City Manager for the month of April, 1929, submitted, examined and :ordered filed. Attest... City-- Clerk. AMENDMENT AS AUTHORIZED BY CITY COMIMISSION MAY 27, 1929. The City Attorney was instructed to amend the Act heretofore authorized limiting the time up to which interest on delinquent taxes and paving assessments will be remitted, to June 15th, 1929, so as to grant authority to the City Commission to extend this limit from time to time, if it sees fit, provided that it can be extended no later than December 31, 1929• Attest: ayor.
