Present: Commissioner Nelson Gray, Mayor " Frank L Miller " Vivian A Speer City Attorney Fred R Nilson City Clerk F S Lamson Chief of Police, R G Williams Absent: Commissioner S 0 Chase. " R A Newman. Minutes of Regular Meeting of July 22, 1929 read and approved. Current invoices and payrolls for the month of July, 1929 properly audited and vouchered by the Accounting Deparmtnet, submitted, examined, approved and the Clerk instructed to draw checks in payment of same. Bank statements in all accounts, properly reconciled submitted and examined. Financial statement and statement of expenditures and revenues for the month of July 1929, submitted, examined and ordered filed. Monthly report of the City manager for the month of July 1929 submitted, examined and ordered filed. Mrs D DCaldwell and Miss Hoskins Jones presented protest against the keeping of cattle and chickens adjacent to their homes in Rose Court, by V B Douglass, claiming that the odor of the cattle, as well as of the disinfectant used, together with the noise of the chickens, are unbearable, and begging relief from this nuisance. City Attorney Wilson was instructed to communicate with the proper officials of other cities and ascertain what steps have been taken in these cities towards remedying condi- tions such as this. Mrs Helen Morse, Supervisor of the Seminole County Welfare Board, presented report as to the disposition of the money appropriated for helping the City poor, and requesting a further appropriation of $300.00 for this purpose. Thereupon Commissioner Speer moved that $300.00 be appropriated from the Charity account for the use of the Seminole County Welfare Board in taking care of the City poor. Seconded by Commissioner Miller and unanimously adopted. Rev. F M Marler, Chairman of the "Believers in Sanford " club, outlined to the Commission the plans and arrangements made for a celebration and fish -fry on Labor Day, September 2nd., and stated that in addition to the subscriptions and donations made by indiv uals, that $200.00 will be needed. After considerable discussion and it appearing that the celebration contemplated will be of great benefit to the City, both through the advertising and the bringing of many outsiders into Sanford on that day. Commissioner Gray moved that $200.00 be donated for this purpose, payable from the publicity fund. Seconded by Commissioner Speer and unanimously adopted. The Clerk was then instructed to draw 6heck in this amount, payable to the Treasurer of the Believers in Sanford Club. On motion duly adopted, the Clerk was instructed to notify the Florida Power & Ligh• Co. to discontinue until further notice white -way lights now in operation as follows: Every other light on First Street from Sanford Avenue east. 7 L 1 I I- 11�7 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA,_ A11911st 12 2 P M 19 29 Every other light on Magnolia , Palmetto, Park and Oak Avenues from Second St. south Such lights on the Lake -front as in the judgement of the Chief of Police will not be detrimental to the public welfare and safety. The Clerk neat presented the resignation of the City Manager, G H Cairns, and upon motion: of Commissioner Gray, seconded by Commissioner Speer and unanimously adopted, same was accepted, effective August 15, 1929• The Clerk neat requested instructions as to who should approve vouchers in place of the City Manager until such a time as a successor to Mr Cairns is appointed. Thereupon Commissioner Speer moved that until further notice, all City of Sanford Vouchers be approved by one member of the City Commission, prior to submission to the City Commission for approval by that body. Seconded by Commissioner Miller and unanimously adopted. Mayor Gray neat reported that Commissioner S 0 Chase had decided to withdraw his resignation, recently tendered but on which no action had been taken by the Commission, in view of the fact that his term of office had only about five more months to run, and thus save the City the expense of a special election at this time. `hereupon, in view of the fact that the Commission had not accepted this resignation, the Clerk was instructed to return it to Commissioner Chase and the matter be thereby closed. Request presented from Salvation Army that space on the North side of Second Street between Magnolia and Palmetto Avenues be reserved for the use of the Salvation Army for park- ing purposes. After considerable discussion, it was ordered that the parking space in front of the building occupied by the Salvation Army be reserved for this purpose. Letter presented from C H Preston of Crescent City, requesting cooperation in ereot- ing signs directing the traveling public to various cities located on State Highway #3, these s to be located on the highway coming into Jacksonville from Brunswick, Waycross and Lake City. Matter laid on the table. 97 Letter presented from Sanford Motor Company Inc, offering to purchase the Baseball Bus for $350.00 and issue credits for this amount on the neat three units purchased from them by City. Action deferred, and the Clerk instructed to place an advertisement in the paper with a view to obtaining other bids for this bus. The Clerk neat presented notice received from the Sanford Atlantic National Bank that they have for collection City of Sanford note for $9,000.00 with interest coupon for $240. issued to the Nye Odorless Crematory Company and due August 1st 1929. In view of the financial condition of the City due to the closing of First National Bank, the Clerk was instructed to write the Nye Odorless Crematory Company and request that this note be extended, the City to pay the interest. The Clerk next presented itemized list of liabilities included in Official Refinancing Document A -1, for which bonds have bden issued but not sold, and it appearing that these bonds CE not be sot% and the City will therefore have to obtain other means with which to pay these ob- ligations. Thereupon, in view of the financial condition of the City due to the closing of the First National Bank, the Clerk was instructed to write the various creditors included in this list, offering to pay 10 per cent of their claim at this time and 20 per cent per year until paid in full. �9� MINUTES CITY COMMISSION, SANFORD, FLORIDA, A ust 12,E 2 P M 19-2-9 The Clerk next presented the following trust receipts as additional security for City of Sanford funds deposited in the Sanford Atlantic National Bank, and same were ordered approved: Federal Reserve Bank of Atlanta Trust Receipt No. 1472 N for u S Treas. Certs. of Ind. 5 -1/8% series TM 1930 due 3/15/30 9/15/29 and 3/15/30 coupons attached. $3000.0 Federal Reserve Bank of Atlanta, Jacksonville Branch, trust Receipt No. 619 N for 10 City of Sanford 54 and 6% bonds. 100000. (Note: This receipt covers the same number of City of Sanford bonds here - tofore accepted by the City as security,.the original receipt having been surrendered in order to make an exchange as authorized by the City Commission on June 29, 1929•) Monthly report of Mrs Knight, Librarian, presented and ordered filed. The Clerk next presented 1929 delinquent personal tax roll, and on motion duly adopted, same was ordered delivered to Deputy Tax Collector for delinquent personal taxed, Tarbell , for collection. On motion of Commissioner Miller, Seconded by Commissioner Speer and unanimousl adopted, the following 1927 and 1929 personal.: taxes were ordered cancelled, same being recommended by Deputy Collector, Tarbell: 1927 Personal Taxes. City Attorney Wilson next presented the matter of the Tri -me Bottling Works,- it appearing that the 1927 personal taxes are excessive in comparison with the amount of equipment owned by this Company. Thereupon, Commissioner Speer moved that the 1927 and 192£ personal taxes againot the Tri -Me Bottling Works be reduced to $100.00 for the two years and that the City Atto ney make arrangements for its collection from the owner of the equipment.
