REGULAR MEETIM OF CITY COMMISSION SEPTEMBER 1123, 1929 at 2 VO'Clock P M.

The City Commission of the City of Sanford, Florida met in Regular Session at the
City Hall in Sanford, Florida at Two O'Clock P M September 23, 1929•
Present: Commissioner Nelson Gray, Mayor.

Absent: Commissioner S 0 Chase.
Minutes of adjourned meeting of September 3rd, Regular Meeting of September 9th,
Adjourned Meeting of September 11th, and adjourned Meeting of September 12th, read and
approved.
Mrs Helen T Morse, Supervisor , presented report as to the work performed by the
Seminole County Welfare Board in caring for the destitute in the City of Sanford, and the
need for an appropriation of $518,00 in addition to that already provided as an emergency
appropriation to complete this work.
Commissioner Newman moved that an appropriation of $518.00 from the Charity fund
be made for this purpose.
Seconded by Commissioner Gray and unanimously adopted.
Mr C D Wolf,- Secretary of the Seminole County Y.M.C.A. requested that the City
grade and prepare the City owned property lying East of the American Legion Hut for purposes
of using by a Business Men's League of Diamond Ball and also as a playground for winter
tourists.
Commissioner Newman moved that the request be granted, the cost not to exceed $50.t
Seconded by Commissioner Miller and unanimously adopted.
Request received from represdntatives of bakeries located outside the City Limits
but doing business inside the corporate limits of the City of Sanford, that the annual tax
of #100.00 be reduced to that charged bakeries located within the City limits.
Commissioner Newman moved that the matter be referred to the City Attorney.
Seconded by Commissioner Miller and adopted by the following vote:

Mr Rogers, Local Manager of the Sanford Gas Company requested permission when
installing gas and water heaters sold by his Company, to connect water to these appliances,
it appearing that under the present regulations plukbers must connect the water after the
appliance has been placed and connected with the gas, thus causing considerable extra expense
to the owner.
Commissioner Gray moved that this permission be granted.
Seconded by Commissioner Miller and unanimously adopted.
Mr Rogers also agreed to notify the Clerk's office when each connection is to be
made in order than 'proper inspection may be made by the Plumbing and Electrical Inspector,
a fee of X2.00 to be paid for each such inspection.
On motion duly adopted the -Clerk was instructed to issue a merchant's license , at
a cost of $5.00 per year, to the Thrift Shop, operated by the Sanford Woman's Club.

Mr Clyde Byrd, Manager of the Florida Power & Light Co. requested a reduction in
the Personal Tax Assessment for 1929 against the equipment at the old Ice Plant.
Action postponed until the next meeting.

Mr Howard Faville protested further against the 1929 assessment against Lot 9 Blk 17
Tier 1, and Lot 2 Blk 3 Tier 11, no change having been made at the meeting held on
September 12, 1929 and requested that the matter of these assessments be given further con-
sideration.
Action postponed until the next meeting.
Commissioner Gray next moved that the Firm of Hall & Pentland, Certified Public
Accountants be employed to make the annual audit of the books of the City of Sanford as of
September 30, 1929.
Seconded by Commissioner Miller and adopted by the following vote:

The Clexk neat presented invoice of Caldwell & Raymond for $250.00 covering render-
ing of approving opinion for $106,000.00 City of Sanford, Florida, Refunding Bonds, Series
A -1, dated January 1, 1928, and on motion duly adopted, same was approved and ordered paid.
0n motion of Commissioner Gray, seconded by L'ommissioner Miller and unanimously
adopted the following 1927 personal tax cancellations were authorized, due to over - assessment.
