The City Commission of the City of Sanford, Florida met in regular session at the City Hall in Sanford, Florida at Two O'Clock P M July 22, 1929• Present: Commissioner Nelson Gray , Mayor " Frank L Miller " R A Newman Vivian A Speer City Attorney, Fred R Wilson City Clerk, F S Lamson Chief of Police, R G Williams Minutes of Regular meeting of the City Commission of July 8th 1929 , and adjourned session of July 15th, 1929 read and approved. Mrs Helen Morse, of the Seminole County Welfare Department presented to the Com- mission the need for additional help in connection with taking care of the poor of the City. After a discussion of ways and means, Commissioner Speer moved that the sum of $30C be appropriated from the Charity Account for the use of the Seminole County Welfare Board in aiding the destitute who are unable to work. Seconded by Commissioner Gray and unanimously adopted. Mrs Morse was also instructed to give work orders to all needy , who, after in- vestigation, she finds deserving, for a certain number of days according to their need, these work orders to be presented to Mr Moughton, Superintendent of Streets, who will see that the designated amount of work is given them, at a wage not to exceed $1.50 per day. The Clerk was then instructed to notify Mr Moughton of the action of the Commissi Mr L L LeRoy , representing the Sanford Countyy Club Inc., Lessees of the Muni- cipal Golf Course, appeared before the Commission and requested assistance in operating ex- penses of the Golf Course due to their operating funds being tied up in the closing of the First National Bank. Mr LeRoy agreeing to assign to the City in exchange for said assistance the account of the Sanford Country Club Inc. in the First National Bank, amounting to $802.50 Thereupon, Commissioner Gray moved that the City accept the assignment from the Sanford Country Club Inc., of its claim against the First National Bank, and advance the San- ford Country Club Inc. 75% of said claim. Seconded by Commissioner Miller to bring to a vote. Before being voted upon, Commissioner Speer moved to amend the foregoing motion to read 50% of said claim. The vote then recurred on the amendment, said vote being as follows: Commissioner Gray Nay " Miller Nay u Newman Nay Speer Nay Thereupon the vote recurred on the original motion, the motion failing to carry by the following vote: Commissioner Gray Aye " Miller Nay u Newman Aye " Speer Nay Thereupon, Commissioner Newman moved that the City accept the assignment of the account of the Sanford Country Club Inc, in the First National Bank, and advance said Country Club $200.00 per month for three months for operating expenses, payable from the contingent I f und. Seconded by Commissioner Gray and adopted by the following vote: .00 MINUTES CITY COMMISSION, SANFORD, FLORIDA, July 22 at 2 P M 19 29 95 Commissioner Gray Aye n Miller Aye " Newman Aye n Speer Nay On motion of Commissioner Miller, seconded by Commissioner Newman and unanimous - ly adopted, in the absence of City Manager Cairns the City Clerk was instructed to get prices for setting lines and levels f or drainage of property known as Gabbitt Place from Engineer Frei T Williams, and if acceptable, instruct J M Moughton, Street Superintendent, to proceed with this work as heretofore authorized by the Commission. On motion of Commissioner Miller,aeconded by Commissioner Gray and unanimously adopted, the Clerk was instructed to recover all City checks drawn on the First National Bank prior to its closing and failed to clear, and issue new checks on the Sanford Atlantic Nation- al bank in lieu thereof. The Clerk presented statement showing partial collections of 1926 and 1927 person- al taxes collected by Deputy Tax Collector Tarbell, on which he has received no fee on account of being unable to collect the balance, amounting to $126.85. Thereupon Commissioner Speer moved that Mr Tarbell be paid his customary fee on the amount collected , 100 Seconded by Commissioner Miller and unanimously adopted. On motion of Commissioner Miller, seconded by Commissioner Newman and unanimously adopted, and on the advice of City Attorney Wilson, the Mayor and City Clerk were authorized to instruct the First National Bank of Sanford to release the mortgage lien of the City in- cluded in mortgage from F F Dutton & Co. to First National Bank of Sanford) as trustee, dated November 9, 1927, on certain property facing on French Ave, in Block 1 Tier 8, it appearing that this mortgage lien of the City represents paving installments due at the time the mortgage was made and which are already protected by a lien against this property. Letter read from Mrs Elsa Knight accepting appointment as Librarian at the Municipa Library and same was ordered filed. On motion duly adopted, invoice of Mr B F Whitner for $98.48 covering expenses on trip to Cincinnati, Ohio, on June 29th to meet with Bond Brokers considering the financial situation of the City of Sanford was approved and payment ordered.
