The City Commission of the City of Sanford, Florida, met in Regular Session
at the City Hall in Sanford Florida at Two 010lock P M July 9, 1929•

Absent: Commissioner , S 0 Chase.
City Attorney reported on the request of E H Ashcraft, Receiver of the
Seminole County Bank, for authority to charge certain notes held by the Bank on which
money was paid for work done on the Yacht Club Building, against the City's account in
said bank, the City now owning this building, it appearing that at the time of accepting
deed to the Yacht Club Building from the Sanford Yacht Club. the City informally agreed
that these notes should be offset against its account in the Seminole County Bank.
Mr Wilson stated that he could see no reason why the Bank should not be al
ed to charge these notes against the City's account.
Thereupon, upon motion duly adopted, the Clerk was instructed to write E.A.
Ashcraft, Receiver of the Seminole County Bank, stating that the City Commission had
authorised that these notes, together with accrued interest be charged against the City's
account at said bank, the notes to be charged being as follows:

Minutes of Regular Session of June 24th, Adjourned Session of June 25th,
Adjourned Session of June 29th, ; Adjourned Session.of June 29th, and Adjourned Session of
July 1st, 1929, read and approved.
Current invoices and payrolls for month of June 1929, properly audited and
vouchered by the Accounting Department, submitted, examined, approved and the Clerk instruc
ed to draw checks in payment of same.
Bank statements in all accounts, properly reconciled, submitted and examined.
Financial Statement and statement of expenditures and revenues for the month
of June 1929, submitted, examined and ordered filed.
Monthly report of the City Manager for the montn oz Jude 3929, suowitted,
examined and ordered filed.
Commissioner Newman moved that Mrs Elsa Knight, employed at the Municipal
Library, be appointed Librarian.
Seconded by Commissioner Miller and unanimously adopted.
Commissioner Speer next moved that the Library be put on a summer schedule
and remain open two hours in the mornings and three hours in the afternoons during the
summer months, and thereby relieve the necessity of securing some one in place of Mrs

The Clerk next submitted applications of Mrs Elton J Moughton, Mrs S Puleston
and Mrs J B Cogburn, for appointment to the position of Assistant Librarian at the Municipal
Library, to take the place of Mrs Powers resigned.

After considerable discussion, Commissioner Miller moved that Mrs Elton J Moughtox
be appointed as Assistant Librarian at a salary of $60.00 per month, subject to revision by
the Commission.
Seconded by Commissioner Newman and unanimously adopted.
The Clerk was next instructed to write Mrs Powers and express to her the appre-
ciation of the Commission for her cooperation and interest shown while employed tLt the Public
Library.
The Clerk next presented communication from George A DeCottes , Special Counsel,
requesting payment to him of the sum of $2500.00 as retainer and part payment of fee on his
contract in the suit of the City of Sanford, Florida, Vs, the Chase National Bank of New Yorkl
City.
After considerable discussion, and in view of the fact that Mr DeCottes has
received no retainer whatsoever in connection with services rendered since the aforesaid
suit was instituted, Commissioner Gray moved that the request be granted and that the Clerk
be instructed to draw check in favor of Mr DeCottes in the sum of $2500.00 to apply against
his contract.
Seconded by Commissioner Newman and unanimously adopted.
On motion duly adopted, invoice of George A DeCottes, Special Counsel, in amount
of $92.05 covering expenses in connection with suit of City of Sanford Vs. Chase National
Bank of New York City, was approved and the Clerk instructed to draw check in payment thereof.
On motion of Commissioner Newman, which was duly adopted, invoice of C L Swinney
for $405.00 covering photographic copies of exhibits in suit of City of Sanford Vs. Chase
National Bank of New York City, was approved and ordered paid.
On motion of Commissioner Newman, which was duly adopted, Mayor Gray was author-
ized to deal with the Virginia Carolina Chemical Corporation with respect to obtaining a tract
of land on the lakefront, to be used for dock and warehouse purposes, in exchange for the
assessments levied against it, any agreement that may be arrived at, however, to be submitted
to the Commission for approval prior to its execution.
On motion of Commissioner Gray, seconded by Commissioner Miller and unanimously
adopted, the f ollowin 1927 personal taxes were ordered cancelled , same being recommended by
Deputy Tax Collector Tarbell as %eing over assessments:

The Clerk next reported that in compliance with instructions issued by
Resolution No. 382 adopted by the City Commission on June 29th, 19292 tart c;i uy of 6ariford
ueileral Obligations listed in said resolution have been exchanged with the First National
and Sanford Atlantic National Banks for the following City of Sanford Bonds:
