REGULAR MEETING OF THE CITY COMMISSION
The City Commission of the City of Sanford, Florida met in Regular Session at the
City Hall in Sanford, Florida at Two O'Clock P M. December 9, 1929•
Present: Commissioner Vivian A Speer, Mayor.

Minutes of Adjourned Regular Session of November 27th; Adjourned Session of December
2nd. and Special Meeting of December 4th. read and approved.
Current Invoices and payrolls for the month of November, 1929, properly audited and
vouchered by the Accounting Department submitted, examined, approved and the Clerk ordered
to draw checks in payment for same.
Bank Statements in all accounts, properly reconciled, submitted and examined.
Monthly reports of the Streets, Sanitation, Health, Water and Library Departmens sub-
mitted and ordered filed.
Financial Statements and Statement of expenditures and revenues during the month
of November, 1929, submitted, examined and ordered filed.
Request received from Mr T L -Dumas that steps be taken looking toward the demolition
of an abandoned and uncompleted frame structure located on the North side of his hone
on Park Avenue, claiming that this building in its present state is a fire hazard and
dangerous to all surrounding property.
It being the opinion of the Commission that this building is a fire menace and should
be removed, City Attorney Wilson was instructed to investigate and advise as to the proper
procedure to have it condemned.
Request received from the Local Manager of the St. Johns Transporation Co. to allow
Tony Singleton, an employee of the St. Johns Transportation Co., fined $50.00 in the
Municipal Court to pay $20.00 of this fine at once and $5.00 per week until paid in full,'the
said local manager of the St. Johns Transportation Co. to guarantee payment of the full
amount by the prisoner.
Upon recommendation of Chief of Police Williams, Commissioner Miller moved that the re-
quest be granted.
Seconded by Commissioner Newman and unanimously adopted.
Mr Fred T Williams, Chairman of the Seminole County Board of Public Instruction, appeare4
before the Commission with the request that the Seminole County Board of Public Instruction
be allowed to pay paving assessments against certain school property in the City of Sanford
with City of Sanford Time Warrants held by the Said Board of Public Instruction, these
time warrants having been originally issued to the Seminole County Bank and placed with the
School Board as security for School Funds in the said Seminole County Bank.
Matter referred to the City Attorney for investigation.
Mr Clyde Byrd, Local Manager of the Florida Power & Light Co. presented request that the
Florida Power & Light. Co. be allowed to make payment of a part of its City taxes with two Oil
of Sanford Bonds which it owns.
Commissioner Newman moved that this matter be referred to the City Attorney.

Seconded by Commissioner Miller and unanimously carried.
Wright , Warlow & Co.. next requested confirmation of informal agreement heretofore
made, to accept street paving bonds at par in payment of street paving special assessments.

Thereupon, Commissioner Miller moved that City of Sanford Street Paving Bonds be accepted
at par in payment of street paving Special Assessments.
Seconded by Commissioner Newman and unanimously carried.
Commissioner Miller next introduced Ordinance No. 170, entitled:
" AN ORDINANCE OF THE CITY OF SANFORD FLORIDA VACATING THE PORTION OF MAGNOLIA AVENUE
IN THIS ORDINANCE DESCRIBED AND OCCUPIED BY THE BUILDING NOW LOCATED ON THE SOUTH TWENTY -FOUR
FEET OF LOT TWELVE OF BLOCK THREE OF TIER TWO OF SANFORD, FLORIDA, ACCORDING TO E R TRAFFORD'S
MAP THEREOF, OF RECORD IN THE PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA, IN E P BD0K ONE,
PAGES 56 -64."
and same was placed on its first reading.
Thereupon, Commissioner Miller moved that the rules be waived and that said ordinance be
placed on its second reading and final passage.
Thereupon, the motion recurred, upon the question of the waivure of the rules. The
Roll was called and those voting in favor of the waivure of the rules were:

Thereupon Said Ordinance No. 170 was read -in full and placed upon its final passage and
adoption, those voting for the adoption of said Ordinance No. 170 being:

Thereupon, the Chairman announed that the City Commission of the City of Sanford,
Florida , by unanimous vote had passed and adopted Ordinance No. 170, entitled:
" An Ordinance of the City of Sanford, Florida, vacating the portion of Magnolia Avenue
in this Ordinance described and occupied by the building now located on the South Twenty-four
Feet of Lot Twelve of Block Three of Tier Two of Sanford, Florida, According to E R Traffordls
Map thereof, of record in the Public Records of Seminole County, Florida, in Map Book One
Pages 56 -64."
The Clerk next presented lease between the City of Sanford and Charles Kanner, leasing
Lot 22 of Pace's Acres to Mr Kanner to August 1, 1930 for the sum of $50.00, on on motion
duly adopted, the Mayor and Clerk were authorized tnd instructed to execute said lease on
behalf of the City of Sanford, Florida.
The Clerk next presented Trust Receipt received from the Sanford Atlantic National Bank
as additional security for deposits of the City of Sanford in the Sanford Atlatntic National
Bank, said receipt being as follows:
Federal Reserve Bank of Atlanta Receipt No 2014 N , dated Dec. 2, 1929 for U . 8 . Treas.
Certs of Ind 4-7/8% Series TJ- 1930------ ----- ----------- ------------ -- --------- 015,000.00
and on motion duly adopted, same was approved and accepted.
The meeting then adjourned.
