The Meeting was called to order by the Chairman, Cal Conklin at
4:40 P.M.
Mr. Conklin informed the Board it was time to elect a Chairman
and Vice Chairman. Mr. Moore stated Mr. Mills would serve as
Vice Chairman.
Duke Adamson moved Cal Conklin serve another year as Chairman and
Jerry Mills serve another year as Vice Chairman. Seconded by Don
Moore and carried by unanimous vote.
Mr. Conklin accepted the position and expressed his appreciation
to the Board for contributing to such a successful year.
A discussion was held regarding the public image of the Board's
functions. It was the consensus of the Board to use. the Press
and Public Relations to create a better understanding among the
public of the purpose of the Board, as well as its' functions.
A Brief discussion was held regarding informally requesting the
owner of the Half Shell Restaurant, at 119 S. Magnolia Ave.,
paint a portion of the building where they removed a sign.
A discussion was held regarding the proper procedures for a
building owner to follow prior to renovation work. It was
requested that the secretary prepare a cross reference list to
distribute to the departments in City Hall. It was also
requested that the secretary inquire if there is any literature
available at City Hall that might let an individual know about
the Board and it's requirements.

Duke Adamson moved to approve the minutes of November 9, 1969.
Seconded Monte Olinger and carried by unanimous vote.
Mr. Conklin requested an update on the Plaque, Signage and
Walking Tour. Mr. Moore advised that the plaques were in- -place
with the exception of the one that goes on the Brumley - Puleston
Building at 100 East First Street. This plaque was to be mounted
temporarily due to up coming renovation. Mr. Moore stated he
would contact Mr. Kelly to have it placed on the building.
Mr. Moore informed the Board the brochures have been printed,
delivered, and distributed. The actual printing cost for the
5000 brochures was $1120. Mr. Conklin requested the members who
distributed the brochures make a list of the places where they
were distributed. Ms. Clarke informed the Board she had
delivered more brochures to the Bus Terminal upon their request.
A discussion was held regarding publicity for the Walking Tour
to prevent it from fading. The Board brought up the possibility
of having Officials walk through the tour to help kick it off.
Also, to have it organized with the St. Lucia Festival for next
year. Mr. Adamson suggested placing posters in various places
throughout Sanford that would promote the tour and inform the
public where they could obtain the informative brochures. Ms.
Clarke expressed her concern regarding the Public being aware
that the tour was a self- guided tour and the brochures were not a
dated item. Mr. Conklin stated the memo handed out with the
brochures indicated that it was a self - guided tour.
Mr. Adamson requested that the record reflect that he had
promised Robert Morris, at the Odd Fellows Hall, that the Board
would order another plaque due to an error on the plaque. The
new plaque was to reflect "The Independent Order of Odd Fellows"
rather than "The International Order of Odd Fellows ". When the
changes are being made Mr. Morris also requests that the plaque
reference the fact that it had been the Odd Fellows Hall since
1930. Mr. Adamson requested the corrections be made at the next
printing of the brochures.
Mr. Moore informed the Board of the funding method required by
the City in order to get the plaque changed. The Board would
need to have two purchase orders issued: one for having the copy
work redone again; and another for ordering the plaque from the
plaque company. The Board expressed some concern on having the
brochures redone. There will probably be more errors pointed out
in the future and it would cost too much to have them reprinted
each time.

Sanford Flower Shop submitted an Application for Certificate of
Appropriateness to build a planter box for the building at 209
East Commercial Avenue.
Duke Adamson moved the Application be approved. Seconded by
Monte Olinger and carried by unanimous vote.
Mr. Moore expressed his concerns regarding the trash in the
downtown area. Mr. Conklin suggested speaking with the Mayor.
The Board suggested possibly speaking with Commissioner Lon
Howell.
The meeting was adjourned at 5:20 P.M.
