December 13, 1990

The meeting was called to order by Co- Chairman, Jerry Mills at 4:50
P.M.
Mr. Mills introduced 011ie Williams, representative from the St.
James AME Church. He informed the Board that the St. James AME
Church received the grant for renovation which was then cut 25%.
Mr. Mills welcomed Laura Straehla to the Board and informed the
Board that Duke Adamson Is term expired. He apprised the Board that
Mrs. Straehla is the current Director of the Sanford Historic
Trust.
Jay Marder, City Planner, was present to discuss the evaluation of
the Design Guidelines. He stated the guidelines gave a good
understanding of the downtown district and would help with new
development in the Historic Commercial District. He discussed the
potential for including the guidelines in the Land Development
Regulations. He stated the potential was there but he didn't feel
the need for it was. The guidelines did not need to be adopted
other than by resolution of this Board. The guidelines could be
given to new developers with notification that the Board would use
the guidelines when reviewing the Application for Certificate of
Appropriateness.
Ms. Bartholomew asked if adopted and integrated, would the Land
Development Regulations strengthen the guidelines. She also
inquired what would need to be done to have guidelines integrated.
Mr Simmons stated the guidelines would have to be adopted by the
City Commission and made into an Ordinance before this occurred.

Mr. Simmons suggested the Board amend the Application for
Certificate of Appropriateness to reference the applicant
acknowledges receipt and review of the Design Guidelines.
Monte Olinger moved to request the City have with the distribution
of the Land Development Regulations a cross reference of the
existance of this Board, the Certificate of Appropriateness, the
Secretary of Interior's Guidelines_, Paint Charts and the Design
Guidelines. Seconded by William Forbes and carried by unanimous
vote.
Kay Bartholomew moved to modify the Application for Certificate of
Appropriates to reference the applicant acknowledges receipt and
review of the Design Guidelines. Seconded by Monte Olinger and
carried by unanimous vote.
Mr. Mills handed the meeting over to Chairman Cal Conklin.
Monte Olinger moved to approve the minutes of September 13, 1990.
Seconded by Edward Blacksheare and carried by unanimous vote.
Marjorie Davidson of "A Second Image" submitted an Application for
Certificate of Appropriateness to attach a 1' X 6' X 1" wood sign
and a 2' X 25' canvas awning on the building at 102 East First
Street.
Jerry Mills moved to approve the Application for Certificate of
Appropriateness. Seconded by Monte Olinger and carried by unanimous
vote.
Joseph and Sadie Gazil of Foxfire Inc., submitted an Application
for Certificate of Appropriateness to paint the exterior of the
building at 300 East Second Street.
Jerry Mills moved to table the Application for Certificate of
Appropriateness until Mr. & Mrs. Gazil submitted a sample of the
paint. Seconded by Monte Olinger and carried by unanimous vote.
Mr. Mills reported on the request from the St. James AME Church for
a plaque. Ms. Williams has information, history and a photograph
of the church. A discussion was held regarding the photograph.
Mr. Mills stated he would photograph the church as it is today.
Mr. Moore stated if this material was given to him he would bring
a mock of the plaque to the meeting of January 10, 1991. This
would then be given to Ms. Williams for approval.
Mr. Mills informed the Board that the dinner with the St. James
AME Church was wonderful. He apprised the Board that he had
volunteered assistance to the Building Committee regarding the
selection of an Architect for the renovation of the building.

Mr. Conklin reported on the Seminole County Historical Society
Program, Pioneer Ways and Days. He stated the presentations were
interesting and worthwhile.
Mr Conklin informed the Board that the City of St. Augustine
Historic Society called and requested the City of Sanford to give
a 45 minute presentation. They are planning a series of semi-
academic _programs „for r the spring. Mr. Conklin stated he had spoke
with the Mayor and she is willing to participate. Mr. Conklin
requested Mrs. Straehla get ideas from the Sanford Historic Trust.
He also stated he would contact Alicia Clarke for some ideas. Mr.
Conklin suggested the presentation be rehearsed in front of the
Board. Mr. Welch was selected by the Board to help with the
presentation.
Mrs. Straehla updated the Board on the Tour of Homes given by the
Sanford Historic Trust. She stated the tour was profitable.
Approximately 600 to 700 people attended given approximately 4 to
5 thousand dollars to go into a revolving fund.
As there was no further business before the Board, the meeting was
adjourned at 6:10 P.M.
