February 6, 1992

The meeting was called to order by the Chairman, Hal Welch at 4:35
P.M.
Jerry Mills moved to approve the Minutes of January 9, 1992.
Seconded by John Mercer and carried by unanimous vote. .
Discussion was held regarding the Second Phase of the Black
Community Survey. The Request for Proposal for Historic
Preservation Services will be advertised by next week. The
proposals will be opened Friday, February 21, 1992, at 2:00 P.M. in
the City Commission Chambers, Sanford City Hall.
Discussion was held regarding a Sign Ordinance for the Downtown
Commercial District. Mr. Olinger presented information from Tom
Low, with Andres Duany's office regarding sign regulations . It
was recommended that the assigned committee meet prior to the
meeting of March 5, 1992, in order to prepare a list of major items
for consideration. Ms. Clarke stated she would take photographs of
the signs currently in the downtown district. It was recommended
that Mrs. Turner mail a copy of the list and the photographs, to
the members, with the Agenda for the March meeting.
Jerry Mills moved to elect Monte Olinger as Chairman of the Sign
Committee. Seconded by John Mercer and carried by unanimous vote.

Mr. Conklin updated the Board on the Hopper Academy plaque. He
presented a copy of the text. The Board concurred that "Harper" be
included on the plaque in parentheses. Ms. Bentley stated she
would present the selected photograph for the plaque at the next
meeting.
John Mercer moved to approve the text for the Hopper (Harper)
Academy plaque as amended. Seconded by Altermese Bentley and
carried by unanimous vote.
Ms. Bentley informed the Board of a Program, to benefit the Hopper
project, at St. Johns Church, at 10th and Cypress, February 16,
1992 at 3:30 P.M.
Mr. Welch asked if the Walking Tour Brochures been received and
requested Mrs. Turner bring the updated distribution list and
brochures to the next meeting. The Board requested that the Henry
Shelton Sanford Memorial Library and Museum be added to the
brochure at the next printing.
A discussion was held regarding having a shuttle service transport
people to a designated area in the downtown district, in order to
allow them to go through the Historic Downtown Walking Tour, First
Street Gallery, the Henry Shelton Sanford Memorial Library and
Museum, and the Am Trak Station prior to boarding the Grand
Romance. It was suggested that the Marketing Director for the
Grand Romance, Nancy Yuronis, attend the next meeting to discuss
this issue.
The Chairman noted that the Board has no Vice Chairman. John
Mercer moved to elect Monte Olinger as Vice Chairman to the
Historic Preservation Board. Seconded by Cal Conklin and carried
by unanimous vote.
Mr. Welch informed the Board of the Small Cities Conference on
Preservation and Revitalization to be held in Palatka, Florida,
February 26, 1992.
Discussion was held regarding publicity for the Second Phase of the
Black Community Survey. It was decided that publicity should be
done now and when the contract is awarded.
Discussion was held regarding the Ritz Theater. Ms. Clarke said
that Diana Layer had spoken with Mr. Pearlman regarding her
interest in the building.
Discussion was held regarding the movie "Wilder Napalm ". Mr. Welch
stated he would contact Lon Howell regarding the film's location
credits to insure proper credit for Sanford.
Ms. Bentley asked if the Board knew of any assistance with funding
to make copies of her Georgetown Book. It was recommended she
contact the Bureau of Historic Preservation for possible grants.

Mr. Mills expressed concern regarding the Ordinances designating
Hopper Academy and St. James AME Church as Historic Landmarks. The
Ordinances do not reflect that the Historic Preservation Board has
authority to insure the continued maintenance of the historical,
architectural or cultural integrity and character of the property.
Jerry Mills moved the meeting be adjourned. Seconded by Chris
Cranias and carried by unanimous vote.
As there was no further business before the Board, the meeting was
adjourned at 5:35 P.M.
