The City Commission of the City of Sanford , Florida, met in Regular
Session at the City Hall in Sanford, Florida at 7:30 P.M. November 26, 1934.
Present: Commissioner W.A.Leffler, Mayor.

Meeting called to order by the Chairman.
Minutes of adjourned regular meeting of November 14, 1934 read and approved.
Communication next read from E.A.Stanley, Federal Aid Project Engineer,
enclosing - oopies of a traffic agreement required by the Bureau of Public Roads for
the expenditure of Federal Aid Funds for highway construction in municipalities, and
applying in this case to State Road No. 3 along the Lake Shore from.Myrtle Avenue
West to the City Limits.
Thereupon Commissioner Lehman moved that the agreement be approved and
executed and that a copy thereof be spread upon the minutes of this meeting.
Seconded by Commissioner Dumas and carried, eid agreement being in words and
figures as follows:
THIS AGREEMENT, Made by and between the STATE ROAD DEPARTMENT OF FLORIDA,
hereinafter called the " Department ", and the BUREAU OF PUBLIC ROADS, U.S. DEPARTMENT
OF AGRICULTURE, hereinafter called the " Bureau ", and the Municipality of Sanford,

Florida, hereinafter called the " Municipality."
WITNESSETH:
WHEREAS, The Department, through the aid and assistance of the Bureau,
desires to construct a portion of State Road No. 3 in the Municipality of Sanford,
known as Project Nem 85 -A ( 1935) ; and
W HEREAS, The Bureau has made certain rules and regulations requiring that
the Municipality or Department will not permit any encroachments upon the right of way of
said Highway within the limits of the Municipality, nor will the Municipality pass
any laws, rules , regulations or ordinances setting unreasonable speed limits or make
such traffic rules, laws, regulations or ordinanoeswhich will penalize traffic on said
street over and along the streets where said proposed construction work is to be done,
and favor the traffim on a cross or abutting street, or will pass any rules, laws,
regulations or ordinances which will hinder or make obstruction of any king to the
free movement of traffic and make said movement of traffic secondary to traffic of
abutting or cross streets.
NOW , THEREFORE, In consideration of said Department, with the aid and
assistance-of the Bureau, corn tructing and surfacing said portion of Highway, the
Municipality agrees, obligates and binds itself to prevent any encroachment within
the right of way limits of said Highway; and furthermore, agrees to not pass any
laws, rules, regulations or ordinances which would be unreasonable.
IT IS FURTHER AGREED that the contents of this Agreement be spread upon
the officAal minutes of the Municipal Commission of Sanford, Florida, and copies of

this contract be filed with the State Road Department of Florida, and a
copy be filed with the Bureau of Public Roads, U.S.Department of Agriculture.

In connection with offer of A R Johnson to purchase Lot 195 Pinehurst
Subdivision, the Clerk was next instructed to advertise this property for sale
at the next regular meeting, the Commission reserving the right to reject any
or all bids received.
Commissioner Lehman next introduced Ordinance No. 234 entitled:
AN ORDINANCE TO PROHIBIT THE SALE OR OFFER FOR BALE FROM-TRUCKS-OR VEHICLES OF ANi
KIND, OR BY PERSONAL SOLICITATION, ON ANY STREET OR AVENUE, OF AGRICULTURAL PRODUCTS,
WITHIN A CERTAIN* DISTANCE OF "THE WHOLESALE MARKET NOW BEING ERECTED IN -THE CITY OF
SANFORD, FLORIDA, BY THE STATE AGRICULTURAL MARKETING BOARD OF THE STATE OF FLORIDA,
AND TO PROVIDE A PENALTY FOR THE VIOLATION HEREOF.
and same was placed upon its first reading and read in full by the Clerk.
A Plat entitled " Subdivision of A V.French Property, Sanford, Florida,"
prepared by Engineer Fred T.Williams for the purpose of simplifying description
of the property formerly owned by A V French at Thirteenth St. and French Ave.,
was next presented, and on motion of Cpmmissioner Dumas, seconded by Commissioner
Lehman and carried, same was approved.
Itemized statement of alleged indebtedness of the Town of Goldsboro,
claimed to have been assumed by the City of Sanford at the time the City limits
were extended so as to include Goldsboro, was next submitted by S.J.Nix.
Thereupon Commissioner Dumas moved that the City Attorney be instructed,
to consult with any members of the City Council who were in office at the time
the town of Goldsboro was abolished to become a part of the City of Sanford,
or soon thereafter, with a view to obtaining any information that will enable
the Commission to act intelligently on the claims as presented.
Seconded by Commissioner Lehman and carried.
Communication next read from Mrs. Magdalen V.Saunders, Dtrector of Relief
of the Seminole County Emergency Relief Administration, requesting that the City
furnish water for the Nursery School Project for underprivileged children.
Thereupon Commissioner Lehman moved that $10.00 be appropriated from the
Charity Account for this purpose, the cost of water consumed to be paid from this
approproation until exhausted.
Seconded by Commissioner Shinholser and carried.
The Clerk next presented Atlantic National Bank of Jacksonville, Fla,
Depository Receipt No. A -556, covering 2- $10,000.00 U.S.Treas Notes Nos. 9701
and 9702 and 1341000.00 U.S.Treas Notes Nos. 12122/12134 , incl. this receipt
having been furnished by the Sanford Atlantic National Bank as additional security for
City Deposits therein.
On motion of Commissioner Lehman, seconded.by Commissioner Dumas and carried,
said additional security was approved.

The Gommission was next advised by Walter G. Reich , Div. Airport Supervisor,
that the labor and cement necessary for construction of standard concrete circle
at the Municipal Airport will be furnished through the FERA provided the City vd ll
furnish the twenty -seven yards of rock and fourteen yards of sand necessary for
the construction of this marker.
Thereupon Commissioner Speer moved that the City agree to furnish the necessary
rook and sand for the construction of the Staddard Concrete Circle, provided the
Aviation Department, through the FERA, furnishes the cement and labor.
Seconded by Commissioner Dumas and carried.
Communication next read from R.B.Wight, Re; fencing the Municipal Aviation
Field, and same was taken under consideration.
Request next received from representatives of the Barker Poster Advertising
Co. that the 06mmission amend the Ordinance regulating the construction of sign boards
so as to allow wood construction when placed outside the fire limits.
Matter taken under consideration.
The Commission next turned to further consideration of the proposal made at the
last regular meeting by Karl Lehmann, Secretary of the Seminole County Chamber of
Commerce, that the City take title to the flood lights formerly used by the Diamond
Ball Association and now located at the Municipal Athletic Field, by payment to
Randall Electric Co. of the balance due of $55.00
Thereupon copy of communication from E.H.Cullum, formerly in charge of Diamond
Ball activities in Sanford, addressed to Mr. Lehmann, was read in which Mr. Cullum
urged that the City take title to the flood lights in this manner.
Thereupon Commissioner Speet moved that the balance due of $55.00 on this
equipment be paid to Randall Electric Co. provided title" cones to the City,
Seconded by Commissioner Lehman and carried.
R.J.Holly Jr. as FERA Director of Recreational Activities for Seminole County
next requested the use of five vacant lots owned by the City on the West side of
Bay Avenue between Seventh and Eighth Streets, for playground purposes for the
negroes.
Thereupon Commissioner Speer moved that permission be granted for the use of
these lots as a temporary park.
Seconded by Commissioner Lehman and carried.
Mr. Holly next requested permission to beautify the Municipal Pier at the foot
of Park Avenue, action being deferred pending receipt of detailed plans.
On motion duly carried, Commissioner Speer was next appointed as a Committee of
one to look further into the matter of supplying electricity to the City's White Way Syst m by
by installation of a dynamo for this purpose at the Water Pumping Station.
Request next received from R J Reel, owner of a newly established "ten cent"
Taxi Service, for a reserved parking space preferably in front of the Western Union
office, for purpose of loading and unloading passengers.
Request granted.
Bids next received on one year subscriptions to 36 periodicals for the Municipal
Library , as follows:

Thereupon Commissioner Lehman moved that the contract be awarded to the lowest
bidder.
Seconded by Commissioner Dumas and carried.
On motion duly carried, the Commission next approved suspension of 19 days of the
sentence of Norman Jones, Case No. 20797, sentenced in the Municipal Court to a fine
of $50.00 or serve 50 days, and having been released at the end of 32 days on account
of sickness.
On motion duly carried, the Commission next ordered suspension of the $10.00 fine
against Ulyses Jones, Case Numbers 20154 and 20155, it appearing that the fine was
paid to the County Jailer but in the disturbance of a police call coming in at the
same time, the amount paid was stolen by a transient applying for a night's lodging.
The Commission next approved J E Wathen's request to remove two oak trees from
in front of his home on Palmetto Avenue and replace with Australian Pines, and request of
Mrs Emmett Hunt to remove two sweet gum trees and one oak tree from in front of her
home at Seventh St. and Oak Ave.
The meeting then adjourned.
