Commission Conference Room, Sanford City Hall, Sanford, Florida Members Present: Cal Conklin, Chairman Kay Bartholomew Ron Fiorelli Nancy Gunning Jerry Mills Don Moore Members Absent: William "Duke" Adamson Edward Blacksheare Albert Fitts Others in Attendance: Alicia Clarke, City Liaison Penny Davis, Secretary Robert McKee Mark Shuttleworth The meeting was called to order by the Chairman, Cal Conklin at 5:00 P.M. A brief discussion was held regarding the absenteeism of board members. Mr. Conklin explained that the change in the Ordinance regarding absenteeism has been approved but not officially adopted by the City Commission. Ron Fiorelli moved to approve the minutes of June 8, 1989. Seconded by Kay Bartholomew and carried by unanimous vote. Mr. Mills gave a brief synopsis of the procedures required to complete the drafting of the design guidelines. Mr. Mills will create a newspaper advertisement for a consultant to draft the design guidelines. A discussion was held regarding the proposed changes in the enabling ordinance. The City Commission did not approve the changes regarding the composition of the Board. Mr. Conklin requested guidance from the Board on whether Mr. Mills should appear at the Public Hearing, for the enabling ordinance, as an individual or as a representative of the Historic Preservation Board. HISTORIC PRESERVATION BOARD FETING, con't. Page 2 Don Moore moved that Mr. Mills be directed to appear before the City Commission at the Public Hearing representing the Historic Preservation Board. The consensus of the Board is that the ordinance, as proposed, should be considered. Seconded by Ron Fiorelli and carried over the dissenting vote of the Chairman, Cal Conklin. Mr. Conklin gave a report on the Streetscape Garbage Receptacles. He informed the Board that the Scenic Improvement Board decided to return all information regarding the receptacles and leave the decision to the Historic Preservation Board. Jerry Mills moved that the receptacles in the Downtown area remain in place. This would provide time for the Board to research replacements. Seconded by Ron Fiorelli and carried by unanimous vote. Mr. Mills requested that the Board appoint a Committee to do the research for the receptacles. The following were appointed: Chairman, Cal Conklin Jerry Mills Albert Fitts Mr. Conklin reported that the City could fund the cost of the plaques up to $8,400 out of this year's current budget. It was requested that the Board complete that portion of the project for which funds have been obligated during this fiscal year. Mr. Moore stated he will meet with Mr. Simmons, Director of Engineering and Planning, and write a purchase requisition for the plaques and the personnel who will be doing the layout and some drawings. Mr. Moore reported on- the Plaque Committee. He informed the Board that he was sending the pictures to Indiana for evaluation and to find out if they could be retouched. The consensus of the Board was to combine the Peoples Bank and the Peoples Bank Block, therefore only one plaque will be needed. Mr. Mills informed the Board that the Wilton Hotel is in the Historic District and will need a plaque. The consensus of the Board was to use the 16 pictures available and remaining will be the line drawings. HISTORIC PRESERVATION BOARD MEETING, con't. Page 3 Mr. Mills reported on the proposed National Regional District south of the Sanford Commercial District. The liaison in Tallahassee has requested additional information on the district. Mr. Mills requested that Ms. Clarke review the microfilm to determine dates and he will conduct a bike review to determine the style of the buildings. A discussion was held regarding the temporary sign that the owners of the Half Shell have above their building. It was requested that Gary Winn be contacted before the next meeting, August 10, 1989, to find out the status of the temporary sign. Mrs. Bartholomew requested that the Board send a letter of thanks to Don Vincent for his work and have a copy of that letter forwarded to Dr. Wilder at Seminole Community College. Mr. Mills suggested that the Historic Preservation Board have their meetings at the Cultural Arts Building upon it's completion.
