City Manager's Conference Room, Sanford City Hall Members present: Cal Conklin, Chairman Jerry Mills Ron Fiorelli Ed Blacksheare Members absent: Mark Shuttleworth Don Moore Others in attendance: Alicia Clarke, City Liaison Gary Winn, Building official Bill Simmons, City Engineer Randy whiting June Strine, Secretary Kay Bartholomew Al Fitts Duke Adamson Bob McKee The Meeting was called to order by the Chairman, Cal Conklin at 4:30 P.M. Duke Adamson moved the minutes of March 9, 1989 be approved as read. Ron Fiorelli seconded. Motion carried by unanimous vote. Mr. Simmons spoke to the Board regarding the budget submitted from the board for FY 89/90. The Board was apprised of the fact the City's monies are segregated into two major fund accounts; capital and operating. Mr. Simmons requested the Board resubmit the FY 89/90 budget in a manner that reflects the operating and capital expendi- tures. Mr. Mills informed Mr. Simmons itemized budget for the expenditure Mr. Simmons stated it would be expenditures of the Board for that last year, expenditures such as the by the Engineering Dept. that he would like to have an s of the last three years. very difficult to itemize all period of time. until this secretary's pay, was absorbed HISTORIC PRESERVATION BOARD MEETING, con't. Page 2 The Board agreed not to pursue this request. Mr. Mills will re -work the budget and place all requests into two line items, capital and operating and submit to Mr. Simmons. General Land submitted an Application for Certificate of Appro- priateness to install a 2 x 3 foot ground level sign on the parking lot at 2nd and Oak St., on the Southeast corner which will read: "Parking for Tenants of First Union Bank Building Only. Violators will be towed at owners expense." Duke Adamson moved the application be approved as submitted. Seconded by Al Fitts. Motion carried by unanimous vote. Mr. Conklin wanted the minutes to reflect that the request for a "banner" sign which was a part of the Application for Certificate of Appropriateness was withdrawn and not considered a part of the motion. Mr. Randy Whiting, representing the Orlando Navy Credit Union located on the corner of 3rd and Park, was present and requested the Board to approve the Credit Union's placing of an ATM machine in an old doorway. Duke Adamson moved the Board approve the installation of the ATM Machine. Ron Fiorelli seconded. Motion carried by unanimous vote. A lengthy discussion was held regarding the progress of the Plaque The difficulty in obtaining information about each building in the Downtown Historic District has slowed the progress on this project. It was suggested that more publicity in the newspapers requesting historical data and old photographs might possibly help move this project to completion prior to the Festival in December. The Ordinance committee report has been tabled until the next l meeting. Jerry Mills reported on the status of the State Grant. He re- ported that the State has not forwarded the agreement to the City Manager for signature, which would provide the monies needed to develop the guidelines for the Board. HISTORIC PRESERVATION BOARD, con't. Page 3 Jerry will go ahead and prepare a request for aproposal, advertise for a consultant and get someone on board to begin the work. Mr. Conklin is to draft a letter to the City Commission re- questing a Sanford Historic District Sign be placed - - - - Jerry Mills reported that Barbara Maddic, a new site specialist from Tallahassee, will be in Sanford on Monday and he will be talking to her about the proposed Historic Residential District. Also, the architect from New York will be in town regarding the playground that will be located in the future Residential Historic District. Mr. Mills also reported that he spoke with Beverly Coupley of Pallucci Enterprises about the storage building owned by Pallucci located on Commercial Avenue. Ms. Coupley reported to Mr. Mills that Paullucci told her to do something with the building to renovate, or tear it down. Mr. Mills is to meet with her Friday, April 14th and will advise her of the Board's feelings about retaining the building as a signifi- cant contribution to the district.
