The City Cornmission of the City of Sanford, Florida, met in Work Session on Monday, May 13, 2002, at 4:39
P.M. in the City Manage's Conference Room, Sanford City Ha!l, 300 North Park Avenue, Sanford, Florida.

The Chairman called the meeting to order.
Employee of the Month Award for May 2002.
Mayor Lcssard presented Frederick Alexander with the Employee of the Month Award for May 2002.
Interview of prospective Board appointee.
Nuisance Abatement Board. Linda Kulm was interviewed for the Board.
City of Sanford Financial Report for Quarter Ending March 31, 2002.
Fhmncc Director Donna Watt presented and reviewed the City of Sanford Fhmncial Report for Quarter Ending
March 31, 2002. [Commissioner Eckstein briefly leR the meeting during the presentation and returned.] City Manager
VanDcrworp distributed and reviewed a City of Sanford Expenditure Reduction Plan.
Options for alley at 2313 Sanford Avenue - Harrison alley.
[Mayor Lessard briefly leR the meeting and returned.] Commissioner Woodruff introduced Jeff Bell,
representative for IVLs. Harriso~ owner ofproperty located at 2313 Sanford Avenue. The Commission reviewed and discussed
options outlined in the Agcnda Cover Memorandum for this item and concurred to offer $7,500 to Ms. Harrison to purchase
the private drive and alley, and if the offer is not accepted, proceed with condemnation. The Commission will take action on
this item at tonight's Regular Meeting as Add-on Item No. 2.
Sanford Heritage Festival
Carcy FerrelL Sanford Heritage Festival Chairman, reviewed and discussed various requests regarding the festival.
R. T. Hillery, Spechd Events Coordinator, distributed an Analysis of Projected Revenue and Expenses for the 2002 Sanford
Heritage Festival.
Regutar Agenda items, Add-on items, and other items.
City Manager VanDcrworp dist~uted a revision to Consent Agenda Item #18, Authorize Work Order #7 with
Glatting Jackson Kercher for additional engineering drainage services for Riverwalk Phase I, on a fixed fee basis contract not
to exceed $12,544.
The City Manager reported there is an Add-on Item regarding the Sanford Airport Authority's request for
consideration of allocating General Fund Reserves in the amount of $8,750 to help fund production of W1VIFE Channel 24's
thh~y minute documentary to promote the Orlando-Sanford Airport.

A. Banking Services Contract.
B. Image Campaign. City Manager VanDerworp reported that during the most recent Strategic Planning Session,
the Cornmission designated the goal of initiating a marketing, image building, and public relations campaign to boost the City's
image as a deslinalion place and v~tnant place of commerce. He dismtmted a biographical resume for Thomas R. Kohler, Senior
Vice President, Real Estate Research Consultants, and recommended that Mr. Kohler act as facilitator of the Image Campaign.
The Comrnission had no objection.
C. Downtown Business Association Christmas Extravaganza. City Manager VanDerworp reported he has not
received the report.
There being no Farther business, the meeting was adjourned.
