and the City Manager.

Aoorove payment of City Attorney's Statement for the month of January 2003.
Recommended by the Interim City Manager.
Approve CPH Enoineers Amendment 69 for engineering services during construction
for the utility relocation work on Airport Boulevard Phase III in an amount not to exceed
$95,235. Recommended by the Interim City Manager.
At~orove purchase of four (4) lots west of Lake Avenue and East of Cloud Branch
Creek in the amount of $34,200. Recommended by the Interim City Manager.
Approve "PVA Open Bass Tournament for Disabled Anp_lers' events to be held on City
and pubfic property (Lake Monroe, Marina Island, municipal parking lot, Civic Center, and
city streets) April 11 through 13, 2003; approve street closure of Sanford Avenue fi.om
Seminole Boulevard to Commercial Street l~om 5:00 a.m. to 8:00 p.m. on Saturday, April 12
and Sunday, April 13, 2003. Recommended by the Interim City Manager.
Authorization to grant Florida Power and 1,1pht Corporation a 10' secondary power
easement across the parcel as indicated by description for the required service power to thc
building. Recommended by the Interim City Manager.
Authorization to retain the followin~ three (3) firms for a variety of professional
architectural and enolnecrin~ services on an as-needed basis: (1) Burke, Bales & Mills
Associates, Inc.; (2) Scott Partnership Architects; (3) Stottler Stag & Associates.
Recommended by the Interim City Manager.
Uoon aoproval of FY 03-04 CDBG Fundss enter into an agreement with Goldsboro
Front Porch to utilize (lease) the southern portion of ~nd at the Police Substation sit~
on West 13ta Street for the placement of a modular building unit to serve as the Front Porcl,
office and Community Resource Center. Recommended by the Interim City Manager.
Approve interlocal av_reement with Seminole County relatin~ to the installation of 600
feet of60-inch stormwater oioe alone, MeHonviHe Avenue fi.om 1 ~ Street to Lake Monro~
at a total cost of $56,372 (deferred until next fiscal year; distributed over two years).
Recommended by the Interim City Manager. (WS-5)
Approve FDEP Grant Aureement in the amount of $30,000 to construct trail head
amenities associated with the Goldsboro Trail project. Recommended by the Interim City
Manager.
Confirm staff's transmittal of legislative requests. Recommended by the Interim City
Manager.
1. Second resdin~ and adoption of Ordinance No. 3772 to vacate the ten-foot (10') rear
yard utility easement located on Lot 7~ Mayfair Club Phase I~ addressed as 162 Golfsidc
Circle; Jennifer C. Kelley, owner/applicant. Applicant notified February 13, 2003; ad
published February 12, 2003. Recommended by the Interim City Manager.
2. Second resdlm, and adoption of Ordlnance No. 3774 to rezone 16.29 acres of property
lying between Iowa Avenue and Narcissus Avenue and between Old Monroe Road and CR
15 from AG, Agriculture to PD, Planned Development (DeBoer Industrial Park, 343 Monroe
Road), and approve Development Order No. 03-0003; Keller Outdoor Inc., owner; Thomas
Daly, Daly Design Group, applicant. Ad published February 12, 2003. Recommended by the
Interim City Manager.
1. Adopt Resolution No. 1924 to authorize signatures on bank accounts. Recommended by
the Finance Director and the Interim City Manager.
2. Adopt Resolution No. 1925 to satisfy State of Florida requirements relating to land transfers
and anorove purchase of a 'A-acre parcel of property from the State of Florida at a cost of
$3,000, plus $500 expenses. Recommended by the Public Works Director and the Interim
City Manager.
3. Adopt Resolution No. 1926 to approve Superchips, Inc. as a qualified applicant for
Qualified Target Industry Tax Refund proeram for Fiscal Years 2003/2004, 2004/2005,
2005/2006, and 2006/2007. Recommended by the Interim City Manager. (WS-3)
4. Appeal of the Historic pres,.-'vation Board's denial of a Certificate of Aoorooriateness
to install vinyl fencing around backward at 818 South Palmetto Avenue; William J.
Forbes, applicant; Sandra S. Sirmans, co-applicant/owner. Applicant notified February 20,
2003. The Director of Planning & Community Development and the Interim City Manager
recommend upholding the denial of the Certificate of Appropriateness.
5. Approve submission of two FY 03-04 Community Development Block Grant
applications to Seminole County for Strawberry/Roosevelt Avenue Phase II Sewer
Construction, in the amount of $686,000, and Cloud Branch Drainage Construction Project,
in the amount of $400,000, and n_tiliTe financing option #1 for the Cloud Branch
construction project. Recommended by the Director of Planning & Community
Development and the Interim City Manager. (WS-4)
