The Canvassing Board of the City Commission of the City of Sanford, Florida met in a Special Meeting on
Tuesday, March 4, 2003, at 10:00 A.M. in the conference room of the Seminole County Supervisor of Elections Office, 116
West 1a Street, Sanford, Florida.
For the Canvassing Board:
Present: Commissioner Velma Williams
Commissioner Randy Jones
City Clerk Janet IL Dougherty
Deputy City Clerk Rachel K. Carnicelli
For the Seminole County Supervisor of Elections:
Present: Sandra S. Goard, Supervisor of Elections
Dennis Joyner, Assistant Supervisor of Elections
John Haranzo, Election Services Director

The Supervisor of Elections called the meeting to order at 10:07 A.M.
Canvass the absentee ballots received for the March 4~ 2003~ Regular Election.
The Supervisor of Elections presented and clarified Seminole County Canvassing Board criteria adopted at
the last regular election and cautioned that none of the Canvassing Board members nor observers present could release any
results before 7:00 p.n~ tonight, after the polls had closed. She clarified Florida Statutes Chapters 101.64, 101.65, and
101.68 for the Board.
In response to a question regarding signatures witnessed by unopposed candidates not on the current ballot,
City Attorney William A. Colbert was contacted by the City Clerk. He advised that such a witness signature would not
violate the intent of the law but might violate the letter of the law. The Canvassing Board concurred that it would reject
voter signatures witnessed by Commissioner Randy Jones and Commissioner-Elect Kevin Hipes.
The Canvassing Board concurred to adopt the Seminole County Canvassing Board criteria as presented.
[Commissioner Jones briefly left the meeting and returned prior to canvassing.] As a result of the adopted canvassing
criteria, nine (9) ballots were rejected because they were not signed by the voter; twenty-three (23) ballots were rejected
because they were not witnessed; two (2) ballots were rejected because no witness address was provided; and two (2)
ballots were rejected because the signature provided by the voter did not match the signature on file with the office of the
Supervisor of Elections.
After the Election Services Director announced that 539 ballots had been counted, the meeting was recessed
at 12:22 P.M., to 6:30 P.M. at the Seminole County Supervisor of Elections Office.
The Canvassing Board of the City Commission of the City of Sanford, Florida reconvened in a Special
Meeting on Tuesday, March 4, 2003, at 6:30 P.M. in the conference room at the office of the Seminole County Supervisor
of Elections Office, 116 West 1a Street, Sanford, Florida.
For the Canvassing Board:

For the Seminole County Supervisor of Elections:

The Supervisor of Elections reconvened the meeting at 6:46 P.M.
Continued canvass of the absentee ballots received for the March 4~ 2003, Regular Election.
As a result of the adopted canvassing criteria, the remaining ballots received at the office of the City Clerk of
Sanford, Florida, were counted. Two (2) ballots were rejected; one (1) because the signature provided by the voter did not
match the signature on file with the office of the Supervisor of Elections and one (1) because the voter's signature was not
witnessed. After the Election Services Director announced that 569 absentee ballots had been counted, the meet'rog was
moved from the conference room to the ballot counting room. The results from each district came in as follows:

At~er the Election Services Director announced that 2,977 ballots had been counted, with the total NO votes
cast 894 and the total YES votes cast 2,083, the meeting was recessed at 8:30 P.M, to 8:30 A.M. Wednesday, March 5,
2003, at the Seminole County Supervisor of Elections Office.
The Canvassing Board of the City Commission of the City of Sanford, Florida reconvened in a Special
Meeting on Wednesday, March 5, 2003, at 8:30 A.M. in the conference room of the Seminole County Supervisor of
Elections Office, 116 West 1't Street, Sanford, Florida.
For the Canvassing Board:
Present: Commissioner Velma Williams
City Clerk Janet R. Dougherty
Deputy City Clerk Rachel K. Carnicelli
Absent: Commissioner Randy Jones
For the Seminole County Supervisor of Elections:
Present: Sandra S. Goard, Supervisor of Electiuns
Dennis Joyner, Assistant Supervisor of Elections (joined the meeting at 10:09 a.m.)

The Supervisor of Elections reconvened the meeting at 8:40 A.M.
Canvass of the nrovisional ballots received at the March 4. 2003. Regular Election.
Three provisional ballots were received, all of which were accepted by concurrence of the Canvassing Board.
Results of the provisional ballots cast were entered into the Supervisor of Elections' system so that all precincts reporting
would be shown. A final Statement of Votes Cast was printed by the Election Services Director and distributed to the
Canvassing Board.
