The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 8, 2003,
4:00 P.M., in the City Manager's Conference Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Lessard presented the Employee of the Month Award for September, 2003, to Johnnie Miller.

After discussion, the Commission concurred that the City Manager open a channel of communication with the
Florida Department of Agriculture, advising them that the City is interested in acquiring the property if the State will remove
or remedy the environmental concerns before the City acquires it.

Atter discussion the Commission concurred to place on first reading at tonight's Regular Meeting, Ordinance No.
3810 to amend Schedule "S" of the Land Development Regulations to provide for variances fi.om standards relative to fences,
windows and doors.

Associates, Inc., to perform Geoteehnical Testing for the St. Johns Parkway Phase III project; (2) Amend Development Order
No. 024)049 for Kay's Landing to allow installmion of a six foot high perimeter fence in place of the masonry wall; (3) Authorize
cos~iaae the services of Muller Mhdz at an hourly rate of $150.00 effective October 1, 2003; (4) Award IFB 02/03-23, 1st floor
City Hall renovations, to Gerieho Construction in amount of $274,591.00; approve $16,000.00 for computer cables and
connections by the city; approve not to exceed $4,000.00 for office furnishings; (5) Approve One-Year Lease Extension with
