WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work Session on
Monday, April 23, 2012, at 4:00 PM, in the Railroad Depot Room, 2 " Floor, City Hall, 300
North Parr Avenue, Sanford, Florida.

NOTE: Start time was delayed due to a Special Meeting held at 4 PM in the City
Commission Chambers.
Mayor Triplett called the Work Session to order at 5:32 PM.
1. Presentation by Florida S.P.E.C.S, Inc. regarding the importance of fair
housing.
R.T. Hillery, Florida Superior Properties Economic Community Services, Inc.,
introduced Mira Tanna, Program Manager, Community Legal Services of Mid - Florida, , �ATho
spoke on the need for affordable housing.
City Manager Norton N. Bonaparte, Jr. briefed the Commission on a proposed
"land swap" and recommended formalizing via a Resolution at the Regular Commission
meeting this evening, the City's desire to trade the City owned former Police department

location at 9 Street and French Avenue (1.5 acres), for property owned by R.T. Hillery
located at I" Street and Palmetto Avenue (1/3 acre) in downtown Sanford.
After discussion, there was consensus among the Commission that this land
swap would be a good use of taxpayer dollars, to move forward with placing the Resolution
on tonite's regular meeting agenda, and for the Mayor and City Manager to move forward to
make this land swap happen.
2. Briefing — Nutrient Reduction. Project. [Commission Memo 12 -062] [RM -7.A]
David Ceirach, P.E., CPH Engineers, stated the original estimate was $8
million, but expected the project to come in much less than that amount. He is asking the
Commission to approve the capital financing plan at the regular meeting tonite.
3. Discussion — Code of Conduct /Pledge of Civility at City Commission meetings —

• Andrew Thomas, Special Project Manager, distributed and reviewed a "9 -Point

Action Flan" for reuniting the Community. Mr. Thomas reviewed the action plan titled
"Creating One Community ".
Mr. Thomas noted that item "1" had already been done and that if the city was
found to have no civil rights violations by the Department of Justice, that a report would be
issued. Mr. Bonaparte clarified that this is a draft proposal that was presented at a meeting
last week, to explore community relations and is a "blueprint" that staff would like to
implement. Mr. Thomas spoke of implementing a Blue Ribbon panel, to promote healing and
build trust in order to move forward, and the first step would be for them to take a look at the
Police Department's recruiting and hiring practices.
Stormwater utility fees: Tom George, Deputy City Manager, gave an update on
budget issues. The Seminole County School Board will cease payment of stormwater utililty
fees on June 30, 2012; the City will continue to send them invoices and accrue interest. He
recommended discussion continue at the Mayor /Manager joint meetings as this is not a "one
city" issue. (Commissioner Williams temporarily left the meeting.)
• Tapes on reclaimed water/ Solid waste fees: Mr. George stated that he has been
working on next FY's budget and originally had a $1.3 million deficit but has found some
savings. (Commissioner Williams rejoined the meeting). He recommended that the city
begin taxing reclaimed water on June 1, 2012, as provided by Florida Statutes, noting that
Sanford has the cheapest reclaimed water in Seminole County. There will be very little
impact to the average user, and he proposed off- setting some of these costs by using solid
waste rebate monies. This would increase the average residential account approximately
$1.16 per month and increase commercial accounts $10.27 per month.
