The City Commission of the City of Sanford, Florida, met in adjourned session at the
City Hall in the City of Sanford, Florida, at ?:30 o'clock P M February 3, 1948.
Present: Commissioner Robert A Williams, Mayor.

Meeting called to order by the Chairman.
~r L E Thomas, Appraisal Engineer of the firm of J M Clemlnshaw Company of Cleveland
Ohio, next appeared before the Board and submitted a proposal for revaluing all real and
personal property within the City, outlining their procedure for arriving at valuations
of all classifications of property, and submitted samples of the card index system they
propose to furnish for assessment purposes; stating that the estimated cost for their
services for revaluation of all real property would amount to approximately $15,000.00
and approximately $4,500.00 for all the personal property. Nr. Thomas also submitted
a list of cities that they had made similar appraisals during the past several years,
including the City of DeLand, and requested theft these cities be contacted for recommenda-
tions as to their qualifications.
Action deferred, pending considerstion of similar proposals from other appraisal
engineers.
On motion duly adopted, the Commission next approved the purchase from Leedy,Wheeler
& Company, Orlando, of 3 Refundlng Series A Bonds at a price of $530.00 each.
Application next submitted from the West Virginia Training School, Inc, to lease the
back portion of the airport property for farming and grazing purposes, offering an annual
rental of $1,000.00.
Matter taken under advisement.
The City ~anager next reported that the samll 34 HP compressor unit in the cold
storage plant at the airport had been out of service because of breakdowns almost
continuously since the plant was leased to the Provision Company on February lst.,
stating that it may be necessary to replsce this compressor with a new unit.
Thereupon the City ~ianager was authorized to make the necessary repairs to the
cold storage equipment in order to place it in good operating condition, including the
purchase of
