The City Commission of the City of Sanford, Florlda, met in adjourned session
at the City Hall in the City of Sanford, Florida, at ?:30 o'clock p I~.~. August 6, 1948.
Present: Commissioner Lea. R.Lesher, Acting Eayor.

~.~.eeting called to order by the Chairman.
The Board then proceeded to s lengthy study of the estimated budget of revenues
and expenditures for the fiscal year 1945-1949, as prepared by the City ~!anager.
Consideration next given to the high cost of living bonu~ being paid to all
City employees.
Thereupon after considerable discussion, and in view of the continual increase
in livlng costs, and on motion duly adopted, the Commission ~uthorized and dlrected the said
bonus to be incorporated in the salaries and w~ges of the employees, effective as of August l,
194~.
There being no further business the meeting adjourned.

Purther consideration was next given to the appltc~tlon of l~r. Edward
R. Schroeder, Crave Coeur, l.~issouri, to lease the e~me facilities used by the French-
mane Bay Boating Company, on the same terms, ~25.00 per month, for operating two
speed boats during the coming fall and winter, beginning October 1,1948.
Thereupon Commissioner Carraway moved that the City lease the dock facilities
to Mr. Edward R. Schroeder for exclusive use by speedboats at ~ rental of $25.00 per
month ~eginning October l, 194~.
Seconded by Commissioner Chase and carried.
On motion of Commissioner Carrawi~y, seconded by Commissioner Chase and carried,
the Commission next accepted the Resolution adopted 0y the Seminole County Commission,
making the City custodian of the property at the southeast corner of Eighth Street
and }lellonville Avenue to be used for public athletic and recreational purposes.
Said resolution being in words and figures ae follows:
RE SOLUT ION
WHEREAS, on October 3, 1944, the Board dedicated to the public for athletic
and recreational purposes certain property acquired for delineuent taxes by the County
of Seminole situate in the City of Sanford, Florida, and described as follows to-wit:
Lots lO,11,12,13, and the north 91 3/4 feet of Lots 22, and 23, and
the north 155.7 feet of Lot 24 of Pace's Acres according to Plat
thereof of record in Plat Book 3, page 21 of the Public Records of
Seminole County, Florida.
AND WHEREAS, the City of Sanford, Florida, concurred in said dedication by the

WHEREAS, the City of Sanford has

north 155.? feet of Lot 24 of Pace's Acres according to Plat thereof
of record in Plat Book 3, Page 21 of the Public Records of Seminole

and the City is authorized to use and improve said property for public athletic and
recreational purposes and to remain in possession of the same as long as said property is
used for such ourposes.
Commissioner Overstreet offered the above resolution end upon motion
duly made, seconded and carried the resolution was unanimously adopted Aug 3,1948.
Communication next received from Showalter Corp, returning the proposed lease
agreement COvering certain facilities at the airport and requesting certain changes.
No action taken.
On motion of Commissioner Chase, seconded by Commissioner Carraway and carried,
the Commission next approved the employment of B.J.Hickson as police patrolman at a
salary of ~169.40 per month to fill %he vacancy created by the transfer of J.B.
Quattlebaum to the airport, eI'fectlve August 16, 1948.
On motion of Commissioner Chase, seconded by Commissioner Carrawaj and carried,
the Commission next authorized %he employment of ~r. A.P.Nichael, Orlando as con-
sultant engineer to confer with Donoven Dean, Architect, relative to the construction

Current invoices and payrolls for month of July 19~8, properly audited and vouchered
as evidenced by voucher Nos. 1856 thru 198~ submitted, examined, approved and payment
authorized.
~onthly reoorts of streets, sanitation, health, water, police, fire, airport, and
library departments for month of July 19~8, submitted and examined.
Financial statement and state~ent of revenues and expenditures during month of
July 1948 submitted and examined.
Bank statements in all accounts for month of July 1948, properly reconciled,sub-
mitted and examined.
Application of L E Stokes for transfer to him of beer and wines license of John
A.Hall at 901 W. 13th Street was next re-submitted for further consideration. No action taken.
On motion of Commissioner Carraw~y, seconded by Co~nmissioner Chase and carried,
the Commission next ~oproved the transfer of the liquor (bar) license of the ~ayfslr Inn to
the National Exhibition Company, Inc.
Report of August analysis of milk from all dairies operating in Sanford as
prepared by Dr. L.R.Scribner's Laboratories at Orlando, next presented, such reoort showing
all such milk within the requirements of Grade A milk.
Request next received from Strickland-~orrlson Inc. for the City to place back in
service the discontinued whiteway light in front of their used car lot at the northwest
corner of Senford Avenue and Commercl&~l Street, due to the fact that they had a robbery
within the past week which resulted in the loss of several batteries, and they felt that this
light would afford some protection.
Thereupon Commissioner Chase moved that the aforesaid whlteway light be placed
back in service.
Seconded by Co~nmissioner Carraway and carried.
On motion of Commissioner Carraway, seconded Oy Commissioner Chase and carried,
the Commission next aoproved the rental of the dragllne from S.E.Psrker at a cost of
$10.!70 per hour, for the purpose of cleaning out the drainage ditch along the eastside

Further consideration was next given to the appllcetion of ~r. Edward

On motion of Commissioner Chase, seconded by Commissioner Carraway and carried,

County Commission relative to the medical and hospital bills of Joseph Garvin, colored,
who was shot by patrolan C.B.Sparks, and advised that the County would not pay any of the
aforesaid bills as their indigent funds are overexpended.

Commissioner Carraway next reoorted on the conference he had with H.~.r~atson,
Executor i'or the Estate of Victor Cheek, relative to the property located at Wrench Ave.
and Seminole Boulevard sad advised that the City ooul~ nurchsse the property for
$9000.00 payable ~2000.00 down and ~1000.O0 per year at 2~ interest.

On motion duly car]led, the 5card next authorized employment of one of the
Recreation Directors for the period of September let thru October 31,1948 to act
as life guard at the ~!ayfair Inn swimming pool, due to the fact theft the National
Exhibition Company Inc, o~,mers of the ~ayfair Inn have offered the children of the
City free use of the pool in the afternoons.
Offer next received from the Southern Chemical Company to a~ain fog the
City, but at a cost of only $100.00.
No action taken.
Consideration was next given to establishing an official name for the
former Ssnford Naval Air Station.
Thereupon Commissioner Chase moved that the aforesaid property be known as
the Sanford Airport Properties and ~st the City Attorney pre,are a resolution to be
adopted by the Commission.
Seconded by Commissioner Carraway and carried.
There being no further business the meeting then adjourned until 7:30
