The City Commission of the City of Sanford, Florida met in adjourned seszion at
the City Hall in ~he City of Sanford, Florida at 8:00 o'clock P M April 5, 1949.

Meeting called to order by ~he Chairman.
The Mayor next reported that the County Commissioners would not re-convey the
proposed hospital site at Nellonville Avenue and First Street to the City, unless the
City could convey another piece of property in exchange.
Thereupon after considerable discussion of the available City property, Commissioner
Chase moved that the City offer for exchange Block 4 of Bel-Air Subdivision to the County
for the property at Mellonvllle Avenue and First Street.
Seconded by Commissioner Krider and carried.
The Revised Charter, as prepared by the Charter Revision Committee, was next sub-
mitted to the Commission for consideration.
Thereupon after reviewing the changes as outlined by the City Attorney, the follow-
ing changes were made in addition to those made by the Charter Revision Committee.
On motion of Commissioner Stemper, seconded by Commissioner Chase and carried,
Section 25 was modified to except Department Meade as members of the Civil Service.
On motion of Commissioner Chase, seconded by Commissioner Stemper and carried, Section
62 was changed so that the City Manager instead of the City Clerk shall make up an estimate
or budget of the revenues and expenditures of the City for the ensuing year.
On motion of Commissioner Chase, seconded by Commissioner Krider and carried, the word~
"from eligible lists to be furnished by the Civil Service Board" be deleted from Section 3~
relative to appointment of the City Clerk; from Section 40 relative to appointment of the
Tax Collector; From Section 42 relative to appointment of the Chief of Police; and from
Section 46 relative to appointment of the Fire Chief.
On motion of Commissioner Chase, seconded by Commissioner S~emper and carried,
Section 49 was changed from "There shall" to "There may be a Cl~y Physician".
On motion of Commissioner Chase, seconded by Commissioner Stemper and carried,
Section 166 was changed ~o that the words" if the Commission deems such re-registration,
necessary, was added to the words" and every five years thereafter.,
On motion 8uly carried, Section ll~ was changed so that aesessments for repair or
construction of sidewalks may be paid in installments in amounts and at such time as the
Commission may require.
Commissioner Chase's motion that Section 64, granted ~he City power to levy taxes for
the ordinary purposes of the ~unicipality; provided that such levy shall not exceed
one and one-hs.lf per cent of the assessed valuation of taxable property within its limits;
be changed to one and two-tenths percentsdied for lack of a second.
