The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P M. July 25, 1949.

Meetin~ called to order by the Chairman.
Minutes of the regular meeting of July llth and of the adjourned meetln~ of
July l~th next read and approved.
Mr. Walker, of the En~lneerln~ Firm of Smith & Glllespie of Jacksonville,
next appeared before the Board to dlsouss the report as submitted by his ftr~, relative
to supplylr~ electric power from the water plant for operation of the whitewa~ lights.
Matter taken under advisement.
Consideration was next 61yen to the a,,-mer recreation prog, rmm, ~hlch the
Commission had previously approved for a trial period of one month. The City Manager
reported that the attendance was very ~ood and recommended that the pro,ram be contin-
ued for the balance of the summer.
Thereupon Commissioner 5temper moved that the summer recreation pro,ram be
continued thru August 2~, 19~9.
Seconded by Com~issioner Xrtder and carried.
Request next received from Mr. Sandy Anderson, Manager of the $tate Market
for the City to Install m ten inch sanitary sewer from the center of the ~arket property,
south ,to Thirteenth Street and west to Lake Avenue. The City Manager advised that the
total cost for this installation would amount to approximately $2,950.00.
Thereupon after considerable discussion, theCity Manager was instructed to
advise Mr. Anderson that this was a project for the State, but that the City would assist
tn every way ~osslble.
On motion of Commissioner Chase, seconded by Commissioner Dyson and carried
the Commission next agreed to lease the dock facilities to Ed. Hlntze of Miami, for
the purpose of operatin~ a el~htseeln~ boat durin~ the tourist season, at a rental of
$25.00 per month for a slx months seaso~ and that the Mayor and Clerk be authorl--e~
to execute said lease on behalf of the City.
Consideration was next ~lven to the brokerage fee to be paid to realtors for
selliag city-owned property.
Thereupon Commissioner Chase moved that the City pay realtors 5{ for sellln~
improved property and 10~ for selling unimproved property, with a minimum fee for each sale
of

Thereupon after reviewing the bids ae submitted, Commissioner Dyson moved
the City Accept the lowest bid, that of F.M.Engllsh in amount of $3,289.00.

AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, A~ENDING ORDINANCE NUMBER 362
OF THE CITY OF SANF~RD AS A~ENDED, SA~E BEING THE ZONING ORDINANCE OF THE CITY OF
SANFORD, BY PROVIDINGFOR A TENTH CLASS OF DIBTRIOT INTO WHICH SAID 0ITY IS DIVIDED
FOR THE PURPOSES OF SAID ORDINANCE, DESIGNATING SAID TENTH CLASS OF DISTRICT A~ R-1 X,
AND SETTING OUT THE USES, LIMITATIONS AND REQUIREMENTS PERTAINING TO SUCH CLASS OF
DISTRICT; AND FURTHER AN[ENDING SAID ORDINANCE NUMBER 362 AS A~ENDED BY TRANSFEP~ING
CERTAIN TERRITORY IN DISTRICT R-1 TO DISTRICT R-1 X, and TRANSFERRING CERTAIN TERRITORY
IN DISTRICT R-1 TO DISTRICT C-2
introduced and placed on its first reading at the regular meeting of July 11,1949 was
next placed on its final reading and read in full by the Clerk.
Thereupon the roll was called for final passage and adoption of said Ordinance No
454, the vote being as follows:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanLmoue vote had passed and adopted said ordinance No. 454, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362
OF THE CITY C~ SANFORD AS AMENDED, SAME BEING TP~E ZONING ORDINANCE OF THE CITY OF
BANFORD, BY PROVIDING FOR A TE~TH CLASS OF DISTRICT INTO WHICH SAID CITY IS DIVIDED
FOR THE PURPOSES OF SAID ORDINANCE DESIGNATING SAID TENTH CLASS OF DISTRICT AS
R-1 X AND SETTING OUT THE USES, LIMITATIONS AND REQUIREMENTS PERTAINING TO SUCH CLASS
OF DISTRICT; AND FURTHER AMENDING SAID ORDINANCE NUMBER 362 as AMENDED BY TRANSFERRING
CERTAIN TERRITORY IN DISTRICT R-1 TO DISTRICT R-1 X, ~D TRANSFERRING CERTAIN TERRITORY
IN DISTRICT R-1 to DISTRICT C-2.
On motion duly adopted Ordinance No. 454 was next ordered POSTED at the front
door of the City Hall in the City of Sanford, Florida, in accordance with the terms of
the Charter.
Consideration was next given %o the matter of requiring the West Central
Plumbing & Heating Company of Orlando to take an examination for a plumber's license,
in accordance with the Plumbing Code. Said firm having been awarded the plumbing
contract for the swimming pool.
Thereupon after considerable discussion Commissioner Chase moved that the
West Central Plumbing & Heating Company be required to take the examination and to PaY
the necessary fee, unless a reciprocal agreement can be worked out with the City of
Orlando.
Seconded by Commissioner Stemper and carried.
A Resolution of the Atlantic Coast Line Railroad Company relative to the
installation of the traffic signal at Thirteenth Street and French Avenue, was next sub-
mitted for consideration.
Thereupon Commissioner Chase moved that the matter be referred to the City
Attorney.
Seconded by Commissioner Krider and carried.
On motion of Commissioner Krider, seconded by Commissioner Stemper and carried,
the Mayor and Clerk were authorized to execute a quit-claim deed covering cemetery
lot previously deeded to a trusteeship but whose names were incorrectly given in deed,
property described as follows:

Beginning at the northeast corner of the intersection of Rand Avenue and First Street
run East 50 feet, north 104.2 ft. West 50 ft. South 104.2 ft to point of beginning,
same being part of Block 2, Tier 2, of the town of Sanford, according to E.B.Trafford's
Nap thereof recorded in the Seminole County records.
Beginning at the intersection of the North line of Goldsboro Avenue ( West 13th. Street)
and the West line of Holly Avenue in the City of Sanford, Florida, run thence West
146.7 feet, north l~O feet, East 146.7 feet, South 140 feet to point of beginning,
all in Section 36, Township 19 South, Range ~O East.
Sidewalk on the South side of Ninth Street extending Eastward from the Depot on
property described as:
A triangular piece of land in the City of Sanford, bounded on the West by Poplar
Avenue, on the North by old J.T. & K W. Railway, on East by old S.F.Railway ( less
railroad right of way) also a triangular piece of land located between Oviedo branch
of A.C.L.Railrnad and old S.F.Railway and North of line, which is parallel with and
126.? feet South of Tenth Street, including shops, depot, etc. ( less railroad right
of way.)
That such sidewalk shall be repaired with cement, and shall be repaired
in accordance with the ordinances of the City of Sanford, Florida, covering the construction
of sidewalks and so as to eliminate any hazardous and unsafe condition of such sidewalk, and
BE IT FURTHER RESOLVED, That the City Clerk of the City of Sanford,Florlda,
shall cause written notice of the passage and adoption of this resolution to be served
in the manner required by the Charter of the City of Sanford, Florida, upon the owner or
the agent of the owner of the property hereinabove described, and
BE IT FURTHER RESOLVED, That if said sidewalk herelnabove described be
not repaired within sixty (60) days after service of the notice provided for in the
next preceding paragraph hereof, the City of Sanford, Florida, shall proceed by contract
or direct employment of labor to repair such sidewalk at the expense of the owner of the
property abutting thereon, which expense shall be a lien against the respective property
until paid, and
BE IT FURTHER RESOLVED, That this resolution shall be effective immediately
upon its passage and adoption.
PASSED AND ADOPTED this 25th day of July, 1949.

As the City Commission of the
City of Sanford, Florida.
The Tax Assessor then advised that he had completed hie assessments and
that the assessment roll would be ready for the Equalization Board Meeting on August
15, 1949.
There being no further business the meeting adjourned.
