The City Commission of the City of Sanford, Florida met in adJourr~ d session at the City
Hall in the City of Sanford, Florida at 8:00 o'clock P M August 29, 1949.
Present: Commissioner Andrew Carraway, Mayor.

Meeting called to order by the Chairman
Mr. Edward Hlggins , Manager of the Seminole County Chamber of Commerce, next appeared
with further reference to reviving the application of Sanford Housing Authority to con-
struct 150 dwelling units in Sanford; advising that he had conferred with the regional
office of Public Housing Authority in Atlanta and they recommended that a new appllcatiom
be submitted for the construction of 125 units instead of the 150. Also that the Public
Housing Authority would advance funds in amount of $47,500.00 to cover the cost of surveys
and planning in connection with the developement of the project, upon the approval of such
application by the City.
Mayor Carraway then advised that no successors had been appointed at the expiration of the
terms of office of the five Commissioners of the Sanford Housing Authority, appointed by the
Mayor of Sanford on May 20, 1941, under the provisions of Section 5 of the Housing AUthority
Law of the State of Florida, and that pursuant to the provisions of said Law, he had appointed
the following to serve as Commissioners for balance of unexpired terms of said office:
Harry Lee to succeed himself in office and to serve until May 20, 1953.
Sam Martins to succeed Mrs Hortenee Roumlllat in office, and to serve until May 20,1953.
Edward Hlggine to succeed Volie A Williams in office , and to serve until May 20, 1951.
R.T.Cowan to succeed J.N. Glllon in office and to serve until May 20, 1952.
Rev. J.E.McKinley to succeed Rev. W.P.Brooks Jr. in office and to serve until May 20, 1950.
Commissioner Stemper then offered Resolution No. 761, and after being read in full by the
Clerk, moved its passage and adoption.
Seconded by Commissioner Dyson and carried by the following vote of the Commission:

RESOLUTION NO 761.
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, API~.OVING THE APPLICATION OF THE
HOUSING AUTHORITY OF THE CITY OF SANFORD, FLORIDA, TO THE PUBLIC HOUSING ADMINISTRATION FOR
A PRELIMINARY LOAN IN CONNECTION WITH CERTAIN DEVELOPEMENTS THEREIN MENTIONED, AND DECLARING
THE INTENT OF SAID CITY TO HEREAFTER ENTER INTO AN AGREEMENT WITH SAID HOUSING AUTHORITY FOR
LOCAL COOPERATION BY THE CITY IN THE PROVISION OF LOW RENT PUBLIC HOUSING.
WMEREAS, the Housing Authority of the City of Sanford, Florida is applying to the Public
Housing Administration in accordance with the provisions of the United States Housing Act of
1937 , as amended, for a Preliminary Loan in the amount of $47,500.00 to cover the costs of
surveys and planning in connection with the developement of not to exceed approximately 125
dwelling units of low-rent public housing; and

WHEREAS, such a condition constitutes a menace to the.health, safety, morals and welfare
of the inhabitants of the City
NOW,THEREFORE, BE IT RESOLVED BY THE CITY CO~IS5 ION OF THE CITY OF SANFORD, FLORIDA:
That the City Commission of the City of °anford, Florida, does hereby approve the
application of the Housing Authority of the City of ~anford, Florida, to the Public Housing
Administration for a Preliminary Loan in amount not to exceed $4?,500.00 , to cover the costs
of surveys and planning in connection with ~he developement of not %o exceed approximately
125 dwelling units of low-rent public housing in the City of Sanford, Florida; and does
hereby declare its intent %o enter hereafter into an agreement with said Housing Authority for
the local cooperation by the City in the provision of said low-rent public housing which may
be required by the Public Housing Administration pursuant to the United States Housing
Act of 1937, as amended.

At this time Commissioner Chase announced his presence at the meeting.
The Board then proceeded to a study of the estimate of revenues and expenditures for
the fiscal year 1949-1950, as prepared by the City Manager.
Thereupon Commissioner Chase moved that all anticipated revenues from the sales of
real estate in the 1949-1950 Budget be appropriated for
improvements.
Seconded by Commissioner Krider and carried.
After a further study and discussion of the proposed budget,
pending further consideration.
The meeting then adjourned until 8:OO o'clock P .M. September
