The City Commission of the City of Sanford, Florida met in adjourned session at the
City Hall in the City of $anford, Florida, at 2:30 o'clock ? ~ kay 29,

Further consideration next given to request of R.T. Cowan to be allowed to Install
septic tanks to serve the thirteen houses that he 16 constructing in ~agnolla Heights
instead of installing the sanitary sewers in accordance with the terms and provisions
of his option to purchase lots from the City at a considerable discount for hie housing
project, conditioned that he installs the necessary sanitary sewers to serve said lots.
Thereupon after considerable discussion, and in view of the fact that the cost of
constructing the sanitary sewers to serve the lots under purchase option to Mr. Cowan
exceeds the cost anticipated by Mr. Oowan by several thousand dollars, and which such
cost is pl~ohibitive for his small building program, Commissioner Bishop moved that the
City grant him the privilege of installing septic tanks for serving the houses now under
construction.
Seconded by Commissioner Hill and carried.
Consideration next given to renegotiatlng the purchase option agreement with Mr. Cowan
eo ae to ~hange the sale price to him on the lots in Magnolia Heights and San Lents
Second Section, because the consideration for installing sanitary sewers to serve said
lots have been forfeited.
Thereupon after considerable discussion, the Commission offered to renegotiate the
said purchase option agreement with Mr. Cowan at a price of $100.00 per lot for the
twenty-five lots that have already been conveyed to him at the reduced price of $~0.00
per lot, and grant him an option for one year to purchase the balance of s aid lots at
a price of $150.00 each, to be purchased as needed.
Mr Cowan then rejected the offer and advised the Commission that he would submit
a written counter proposal to the Board within one week.
The following bids next received for furnishing labor and certain materials in
constructing two piers at the Municipal Docks, in accordance with the plans and
specifications prepared and furnished by the City:

Furnieh all labor and materials, excepting materials listed in Paragraph 2 of
the specifications, and do all work to construct and complete the two municipal
piers and bumper rails , at a price of ..................................
OLSON MARINE CONSTRUCTION COOl, ANY
Furnish all labor and materials and construct two municipal piers and
bumper rails, at a price of ............................................. $2,950.00
Thereupon Commissioner Lasher moved that the contract be awarded to the lowest
bidder, that of W.F. Ravenel for the sum of $1,747.19.
Seconded by Commissioner Bishop and carried.
There being no further business the meeting
