TheClty Commission of the City of Sanford, Florida met in adjourned session at the
City Hall in the City of ~anford, Florida, at 3:00 o'clock P M July 23,1946.
Present: Commissioner }{.James Gut, Mayor.

Absent: Commissioner W.C.Hlll.
Meeting called to order by the Chairman.
Mr. Edward Hlgglns , Manager of the Seminole County Chamber of Commerce next advised
the Board that the McLain-Caroline Barge Line Inc, had applied for permit to operate a barge
on the St. Johns River from Jacksonville to eanford, and if the permit is granted, they
will need the use of the City's warehouse and dock for loading and unloading purposes until
such time the dock and terminal facilities can be constructed for their business.
Thereupon the Commission agreed to lease the City's warehouse and docking facilities
to smld barge line, at terms to be agreed upon.
Mr. Higglns next advised that the parties for which application was presented at the
Special Called meeting or March 19,1946, to lease the City's lakefront property west of French
Avenue for the purpose of constructing terminal and warehouse facilities and organizing a
barge line, had failed to progress with their plans so as to exercise the tentative lease
option on ~this property, but that he has several other parties interested in either devel-
oping or promoting the development of this project, and that they would like an authori-
zation from the City Commission in some form of article of agreement for lease on this
property in order to have the proper authority to submit their plans to those interested
in investing in this development.
Thereupon after considerable ddscuseion of the terms and conditions of the proposed
article of agreement for lease to develop the aforesaid lakefront property, the City Attor-
new was directed to prepare a resolution providing and authorizing the City to enter into
such agreement, and to embody the form of agreement in said resolution, fl;r further con-
sideratinn of the Commission.
There being no further business
