The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., December 28, 1953.

Meeting called to order by the Chairman.
The meeting was then opened with "Prayer" by Captain William White.
On recommendation of Mayor Chase, and on motion of Commissioner Kadet, seconded by
Commissioner Ivey and carried, Fred R. Wilson was next appointed as a member of the Board of
Bond Trustees to fill the vacancy to be created by resignation of Earl Higginbotham, effective
January 4, 1954.
Request next submitted from Dr.
First Street, for a reserved parking space,
J. N. Robson, with office in Woodruff Building on
and on motion of Commissioner Stamper, seconded
by Commissioner Kadet and carried, same was approved; the location to be designated by Chief
of Police.
Engineer Robert M. Angae next appeared with further reference to the matter of in-
stalling a new roof on the water plant reservoir and advised that the old roof is in very bad
condition and should be replaced immediately. Also, that the State Board of Health would not
permit ~Just screening it without a roof. Mr. Angas then recommended the construction of a
built-up tar and gravel flat roof with treated timbers, tongue and groove sheathing, supported
on cast iron post poured with cement, of which the cost would amount to approximately $14,000.
After considerable discussion as to various types of roofs and financing the con-
struction cost under the proposed water and sewer revenue bonds, Mr. Angas was instructed to
make a further survey and submit final recommendation and cost estimate at regular meeting of
Jsnusry 11, 1954.
Pursuant to request of J. H. Nlcholson for installation of a traffic signal light
at intersection of French Avenue and 25th St., the Chief of Police next gave a report on traffic
survey at this intersection which showed a count of three on French Avenue to one on 25th Street.
It was his recommendation that this traffic ratio did not warrant a signal light but the in-
stallation of larger stop signs on 25th Street instead, which was accepted by the Commission.
Don Rider, Chairman of Seminole County Jaycees Safety Committee, next appeared and
submitted a letter concerning the traffic control and markings on Park Avenue immediately north
of 25th Street, which were recently installed by the State Road Department. He advised that
it was the opinion of the Jaycees that the signs created a hazard to the health, welfare and
lives of citizens, and urged the City take whatever steps are necessary to remedy the situation.
After discussion and in view of the aforesaid street being a designated Btate and
Federal Highway, the letter was referred to the Chief of Police and ~raffic Committee.
Mervyn Ozier of Ozier-Weller Homes, Inc., building contractors, next appeared with
reference to a letter received from the Florida B%ate Board of Health recommending that their
project for developing new dwellings in Bel Air and San Lanta Subdivisions be delayed until
adequate sewerage facilities are installed, including a sewage disposal plant. He also submitte~
the following letter received from Federal Hou~ng Administration advising that they would be
unable to accept applicatlons for mortgage insurance until they have secured approval from the

We are in receipt of letter dated December 22, 195~, from the State
Board of Health relative to the captioned subdivision.
Blocks 5 and 6 of Bel Air Subdivision hsve been disapproved for septic
tank installations and San Lents Section Two has also been disapproved.
We will be unable to accept apollcst~ons for mortgage insurance in t~se
areas until such time as adequate sewage disposal approved by State
Board of Health has been provided.

Mr. 0zler then advised t~ t they still have 72 lots on which they propose to
erect dwellings in the two subdivisions, and also have plane to construct at ~east 200 dwell-
ings in the Community within the next year, and unless some arrangements could be worked out
with the City to provide the necessary sewerage facilities as required by the FHA and State
Board of Health they would have to abandon the project. He then proposed, that since this
area ia included in the program for extending sewers under the proposed water works and sewer
improvements, that they be allowed to install the necessary sewers to serve their development
at the estimated cost of $20,000.00, and the City repay them from proceeds of the water and
sewer bonds, advising that if the City would guarantee to re-imburse this cost that they
would be able to secure the necessary funds to do the work.
After dieucssion and in order to exoedlte installation of sewers in the aforesaid
area so that Ozler-Weller Homes, Inc., may proceed with their housing development, the Cpm-
mission felt that it would be for the best interest of the City to accept Mr. 0zler's pro-
position provided satisfactory arrangements could be worked out, and the matter was referred
to the City Attorney, the City Manager and Engineer Angas. However, the Commission advised
Mr. Ozier that the City would only be able to pledge reimbursement from sale of the sewer
revenue bonds.

ne~t submitted completed plans and specifications for Contract No. 5
the proposed water works and sewerage improvements, together with
the general specifications for the entire improvements which will be divided into nine con-
tracts. He then read the proposed "Notice to Bidders" for advertising for bids when all the
plans and specificstions are completed, which will require the standard bid bond or certified
check to accompany all bids; the contract to start actual construction within ten days after
receiving notice that funds are available for the work; and the cancellation of contract if
funds are not available within ninety days after execution of same. Mr. Angas also suggested
that the bids be advertised to be received and opened at least one week prior to the Commission
meetin~ in order to allow sufficient time for tabula~on.
After discussion Commissioner Stemper moved that the time for starting actual con-
struction after notice that funds are available, be changed from ten days to twenty days.
Seconded by Commissioner Ivey and carried.
Commissioner Stemper then moved that Engineer Angas proceed in accordance with the
general specifications and recommendations for advertising and opening bids. Seconded by

rendered in preparation of plans and specifications for Contract No. 4, which completes sewer
project No. 1, next submitted, and on motion of Commissioner Ivey, seconded by Commissioner
Cordell and carried, same was approved and payment authorized subject to approval of City At-
torney and City Clerk as to being in accordance with terms of the contract.

After a lengthy study and discussion of same, Mr. Blitch was requested to submit a
letter embodying all comments and recommendations.
Mr. Blitch next submitted bill in amount of $250.00 for additional services rendered
in connection with changing the accounting system, and on motion of Commissioner kadet, seconded
by Commissioner Cordell and carried, same was approved and ~oayment authorized.
On motion of Commissioner Ivey, seconded by Commissioner Cordell and carried,
minutes of regular meeting of December 14, were anproved.
On motion of Commissioner Kadet, seconded by Commissioner Stemper and carried,
minutes of soeolal called meeting of December 21, were aporoved.
Ordinance No. 5~3, entitled:

no objections thereto, Commissioner Ivey moved the waiver of requirements for its second

by unanimous vote had oassed and adonted said Ordinance No. 534, entitled:

OF OUT-DOOR TELEVISION ANTENNAS WITHIN THE CITY OF SANFORD,FLORIDA;

SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY IN DISTRICTS R-l,
R-l-A, AND R-1-B TO DISTRICT C-1 IN SAID CITY, TRANSFERRING CER-
TAIN TERRITORY IN DISTRICTS R-l, AND R-1-A TO DISTRICT C-T, AND

Thereupon Commissioner Kadet moved the waiver of the requirements for second reading
of said Ordinance No. 535, since Public Hearings had been held on the zoning changes authorized
therein, and also in order to finish old business started by the out-goiRg Board. Seconded by
Commissioner Ivey and unanimously carried.

Commissioner Ivey ne×t introduced Ordinance No. 536, entitled:

OF ORDINANCE NO. 2~, PASSED AND ADOPTED ON THE 28TH DAY OF JUNE
1937, SANE BEING AN ORDINANCE REGULATING THE MANUFACTURE, DIS-
TRIBUTION AND SALE IN THE CITY OF SANFORD, FLORIDA, OF BEVERAGES
CONTAINING MORE THAN ONE (1%) PER CENTUM OF ALCOHOL BY WEIGHT,
AS AMENDED BY ORDINANCE NO. 360, AND ORDINANCE NO. 392, AND OR-
DINANCE NO. ~71. SAID SECTION 3 DESIGNATING A ZONE IN WHICH THE
BUSINESS OF DISTRIBUTING OR SELLING SAID BEVERAGES MAY BE ENGAGED.
and same was placed on its first reading and read in full.
On motion of Commissioner Ivey, seconded by Commissioner Stamper and carried, the
Commission ne×t authorized the blocking off of Cyoress Awenue between 8th and 10th Streets on
January 1, for purpose of conducting a skating contest for colored children.
