Meeting called to order by the Chairman.
On motion of Commissioner Ratigan, seconded by Commissioner Scott and carried, minutes
of regular meeting of December 12, 1955, approved.
The City Manager next submitted the following report on the new elevated water storage
tank installed under the water and sewer improvements program, which has not been used to
capacity due to not being able to fill it under normal operations, as designed by Consulting
Engineers Robert M. Angas & Associates.
The new elevated storage tank has been in use since its completion in May 1955.
While the tank has been in use during this time, it has not been used to capacity
due to the fact that it would not fill at the pressure maintained under normal
operations.
The usual operation of the water plant calls for the pump to be cut in whenever
the pressure in the main drops to approximately 5~ psi. The pump is run to re-
fill the tank at French Avenue and 13th Street. ~his results in a peak pressure
of 62 psi on the main. During this run, the Mellonvllle Avenue tank will refl 11
to approximately two-thirds capacity. The pumps have been shot off at this point.
A practice of continuing to pump beyond this point would increase the pressure
in the mains and continue to force water into both storage tanks. To do so would
cause the French Avenue tank to overflow. To prevent this overflow, it is neces-
sary to close a 12-inch gate valve at the base of the tank. With the gate valve
closed, continued pumpage will increase the pressure to 68 psi, at which point
the tank on Mellonville Avenue will fill.
Starting on December 12, 1955, a three day test was run whereby the valve was
manually controlled to act as an automatic altitude valve. This meant closing
the valve each time the French Avenue tank was filled so as to continue pump-
ing. The accompanying graph shows that the Mellonville Avenue tank was filled
at least twice each day with a maximum pressure on the system of 68 psi. The
period showed 3,8~Q~allons pumped in 38 hours and 55 minutes. The three day
period of December 5th - 7th showed 3,950,000 gallons pumped in 33 hours and
30 minutes.
Although the three day test may not be of sufficient duration for a conclusive
engineering report, it appears to indicate that the new tank will function
properly, but at a higher pressure than during normal operations. The indi-
cated pressure on the mains should not be harmful, although the Fire Depart-
ment should be cautioned about rapid shutoffs to avoid undue water hammer in
the system. The pumpage time is increased and the increase will approach 1.5
hours per day.
Conclusion:
1. The indicated results show that the system will work satisfactorily with
an altitude valve installed at the French Avenue storage tank.
2. The indicated pressures and operating time are greater than the city
officials had been given to understand by the ccnsultingengineers.

Engineer Richard L. Lampp and Chief Inspector David Newman of Robert M. Angas & Associ-
ares then appeared with reference to the foregoing report, and also to their responsibility
as to the tank operation. Mr. Lampp stated that he was not very familiar with the City's
water system and the plans and specifications on the water tank and installation, since
it was desif~ned and installed under the supervision of Engineer Angas who had full charge of
the water and sewer program. He pointed out that the untimely death of Mr. Angas had placed
his firm in a precarious position, but that he had searched the files and checked over the

new tank being installed in the old system, it was impossible to compute the actusl pressure
that would be required to fill it because of the corrosion in the old water mains, but since
there wam a pomeibility that It could be filled under normal pressure, and for economic
reamonm, the installation of an altitude valve was not included in the original mpecificatlons.
Engineer Lampp further advimed that he had mtudied the City Nanager'm report on T-day
test run, and it wam hie opinion that the tank can be operated satimfactorily by installing an
altitude valve at the water plant mtorage tank, se recommended in said report, which he maid
would coat approximately SI,100.00 and be Jum t as satisfactory as a booster pump which
would cost spproxlmately $4,000.00. He oleo mtated that hie firm would be glad to conduct
further teat before making a conclumlve recommendation on the altitude valve.
Thereupon Commlmsloncr Scott moved that action be deferred, pending a test to be con-
ducted by the Conmulting Engineers and a report ae to their recommendations. Seconded by
Commimsloner Krlder and carried.
On motion of Commissioner Hlgginbotham, seconded by Commlsmioner Ratigan and ca,tied,
the Commimmion next approved a deed to A. B. Peterson and wife to correct the demcriptlon of
the property demcrlbed in the deed of conveyance of the property mold to them in 1957.
In accordance with Section 9-~ of the City Code, and on motion of Commimmioner Ratigan,
seconded by Commissioner Krider and carried, E. C. Harper, Mamter Electrician, A. L. Omey,
Journeyman Electrician, and the Electrical Inspector were next appointed as the Board of
Electrical Examiners for year 1956.
On motion of Commimmioner Higginbotham, meconded by Commissioner Scott and carried,
John Baker, Master Plumber, Barrow H~eon, Journeyman Plumber, and the Plumbing Inmpector
were appointed aa the P~umblng Board for year 1956.
Recommendation next mubmitted from the Plumbing Board that the examination fee for
master plumberm be lncreamed from $10.00 to $50.00, and the minimum fee on permits be in-
creamed to $1.00.
After dimcummlm Commlsmioner Ratigan moved that the City Attorney prepare an ordinance
amending the Plumbing Code so as to provide a minimum fee of $1.00 for per mite, and that
action be deferred on increaming the examination fee for mamter plumbers, pending information
as to the reason for this recommendation. Seconded by Comml~aloner Krlder and carried.
On recommendation of the City Nanager and Chief of Police, and on motion of Commissioner
Krider, meconded by Commissioner Ratlgan and carried, the Commlmmlon next authorized the ln-
mtallatlon of a mtreet light on Third ~treet between Oak and Park Av~., and one at the inter-
section of Fourth Street and San Marcos Avenue.

Further consideration next given to establishing a sale price on the tract of land lo-
cated on Seminole Boulevard, 88' frontage by 250' depth which Mr. Arthur O. Russell submitted
application to purchase for the purpose of expanding his boat~building plant. His offer of
~500.00 having been rejected by the Commission at meeting of December 12.
After discussion, and taking into considerati~ the prevailing market value of similar
property similarly located, Commissioner Ratlgan moved that the City offer the aforesaid
property to Mr. Russell at a price of $75.00 per front foot, provided he will release his
purchase option on the tract of land in back of his property. Seconded by Commissioner Scott
and carried.
On motion of Commissioner Higginbotham, seconded by Commissioner Krider and carried,
the City Clerk and City Attorney were nezt authorized access to the safety box a~ Sanford
Atlantic National Bank for the purpose of storing therein Government bonds purchased for
the Fire and Police Pension Funds.
Commissioner Krider next reported on conference with officials of the New York Giants
Baseball Club relative to bringing their farm clubs back to Sanfor~ for spring training,

could be constructed in back of the stadium, and that the City has sufficient land north of
the stadium at 8th Street and Mellonville Avenue for their club house.
After discussion, and in view of the benefits that will accrue to the community from
the aforesaid spring training program, Commissioner Higginbotham moved that the City~gree to
construct three baseball practice diamonds and lease them with the two baseball parks to the
New York Giants for spring training purposes only, and also agree to convey them sufficient
land at southeast corner of 8th Street and Mel]onville Avenue for their club house, provided
it may be used for this

'RESERVING A PORTION OF FORT MELLON PARK FOR CONSTRUCTION OF GENERAL
SANFORD MEMORIAL LIBRARY AND MUSEUM.
BE IT RESOLVED BY THE CITY COM~IBBION OF THE CITY OF SANFORD, FLORIDA:
WHEREAS, The City Commission has been requested to set aside portions of Fort Mellon
Park as a site for ~he proposed construction of the General Sanford Memorial Library and Musemm
to commemorate the individual for whom ~he C'ty of Sanford was named, and to be a location of
books, records, documents and other possessions of historical interest to the people of the
City of ~anford and to the public;
NOW THEREFORE, Be it resolved by the City Commission of the City of Sanford, Florida
that the following portion of Fort Mellon Park be and the same is hereby reserved as a site
for the General Sanford Memorial Library and Museum, to-wit:
A 200 ft. frontage from First Street to Seminole
Boulevard, the westerly line of which is to be
located 50 feet from the present Civic Center.
BE IT FURTHER RESOLVED, That this Resolution be spread upon the minutes of the City Com-

would be appropriate to name said lake in honor of Mrs. Carols Sanford Dow~ daughter of Gen-
