The City Commission of the City of Sanford, Florida, met in regular session

Meeting called to order by the Chairman.
Minutes of regular meetings of January 8, 22, adjourned meeting of January 25,
regular meeting of February 12 and adjourned meeting of February 14, 1945 next~ read and
a'DDroved.
Current invoices and oayro!ls for the month of February 1945, orooerly audited and
vouchered as evidenced by voucher nos. 1628 thru ??i3 submitted, examined, aeoroved and
oayment authorized.
Monthly reoorts of Streets, Sanitation, Health, Water, Police, Fire, Library, and
Golf Departments for the month of February 1945, submitted and examined.
Financial statement and statement of revenues and expenditures during the
month of February 1945, sumitted and examined.
Bank statements in all accounts for the month of February 1945, properly reconciled,
suDmltted and examined.
Ao~lication next received from Alitha Smith. for permit to sell beer and wines
aZ 1400 W. 13th St., and on recommendation of Chief of Police Williams same was aooroved.
Aoplication next received from R.L. Caldwell for permit to transolant an
oak tree on the 9arkway in f,Font of his home at 507 Magnolia Ave., and on recommendation
of Supt. Moughton, same was aD,roved.
Petition nex~ ~resented, signed by fourteen residents within the vicinity of
Elm Ave. and Eighteenth St., registering a protest against the school farming
the property east of FrenCh Ave. across from the high school, claiming that the sand
arising from the operations during the culti?ation period, and the growth of rag weeds
on this property afterwards creates a nuisance to the neighborho~d,.and same was referred to
the Board of Public Instruction.
Report of March analysis of milk from all dairies operating in Sanford as prepared
by Dr. L.R. Scribner's LaDoratories at Orlando, next submitted, such report showing all
such milk within the requirements of Grade #A" Milk, except raw milk from the Green
Valley Dairy and ~as~eurized milkd frOm Seencer-Hardln Dairy.
Engineer Earle next sumitted a detailed report of the estimated work completed as of
March 1, 194~, by W.H. Armston Company Inc. in ~erformance of contract dated January ~, 1945
for grading, draining and paving 15th St., Olive}'~Ave, Tenth St. and Pecan Ave, Of which
the total amounted to the sum of $21,2~4.~6, less lO,er cent to be retained by City until
work is ¢omDl~ ~lus force account work in amount of $??0.4!, cover~.ng installation
of ~athh basins, manholes, etc. leaving a total amount of $19,SS1.42 due them for work
comDleted on sa~d contract.

having been acquired bY the County thru foreclosure of tax liens.

WHEREAS, the County Commissioners of Seminole County, Flor!da, have dedicated those
certain lots, oleces or parcels of land situate in the City of Sanford, Seminole County,

IN THE DEDICATION BY THE COUNTY COMMISSIONERS OF SEMINOLE COONTY, FLORIDA OF LOT
16 OF BLOCK K, FIRST STREET EXTENSION, AS MEuORDED IN PLAT BOOK 3 PAGES 76 and 76A,
OF SEMINOLE COUNTY, FLOHIDA, PUBLIC RECORDS AS A PART OF THE "STATE ARMORY PROPERTY."
WHEREAS , the County Commissioners of Seminole County, Florida, have dedicated, that
certain lot, oiece or oarcel of land situate in the City of Sanford, Seminole
County, Florida, and owned by Seminole County, Florida, and described as Lots 16 of

On motion d~ly carried, the Commission next aoDroved the emo!eyment of W.A.
Bailey as assistant meter reader in the Water Deoartment at a salary of $120.00 oer
month., effective as of March 1,1955.
On motion duly carried, the Commission next aooroved the emoloyment of Mrs
Leila Clark as an assistant in the Clerk's office at a salary of $110.O0 per month
to fill the vacanCy created by resignation of Mrs Marian Brumback.
On motion of Commissioner Bishop, seconded by Commissioner Lodge and carried,
the Commission next authorized the oayment of exoenses of Insoector Duncan in
connection with attending the instruction course for Dairy Insoectors at the University
of Florida on March 12-16, sponsored by the State Agricultural Department.

Thereupon Commissioner Lodge moved that the Clerk be authorized to allow Katie
Reddick the widow's exemption on the aforesaid orooerty for years 1951 thru
Seconded by Commissioner Hill and carried.
On motion duly adopted, the Commission next authorized the oayment of $1.O0 per week
to Mrs. Henry Russell for furnishing Janitor services in sweeping off the sidewalk
daily in front of the local bus loading zone at northwest corner of Park Ave. and
First St.
Commissioner Hill next introduced Ordinance No'. 3?0, entitled:

AN ORDINANCE OF THE CITI OF SANFORD, FLORIDA, REQUIRING OWNERS OR KEEPERS OF

DOGS IN THE CITI OF SANFORD, FLOEIDA, TO HAVE THE SAME VACCINATED AGAINST RABIES
BY A LICENSED VETERINARIAN BEFORE THE FIRST DAY OF M~Y OF EACH YEAR, AND PROVIDING
FOR THE DESTRUCTION OF DOGS NOT SO VACCINATED AND PROVIDING A PENALTY FOR THE

OR VICIOUS DOGS TO ROAM OR R~N AT LARGE IN THE CITY OF SANFORD, FLORIDA, AND
REQUIRING THE SAME TO BE CONFINED AS IN THIS ORDINANCE PRESCRIBED AND PROVIDING
FOR THEIR DESTRUCTION IN NOT CONFINED AS IN THIS ORDINANCE ~QUIRED AND PROVIDING A
PENALTY FOR A VIOLATION OF THE PROVISIONS HEREOF BY THE OWNER OR KEEPER OF SUCH
DOGS.

On motion duly adopted Ordinance No. 373 was next ordered POSTED at the front
door of the City Hall in the City of 8anford, Florida, in accordance with the
terms of the Charter, as amended.
Request next received from the Seminole Highv~ School Athletic Association for the
City to contribute the amount of $40.00 oaid by them for City license for the Blue
Grass Boys to conduCta vaudeville show at the High School on February 20, which
was soonsored by them in order to raise funds for oayment of medical and. hosoital
exoenses incurred during last football season.
Thereupon after careful consideration, Commissioner Hilll moved that the City
donate to the Seminole High School Athletic Association the sum of $$0.00 oaid the
City for the aforesaid license.
Seconded by Commissioner Lodge and carried.
There being no further business the meeting then adjourned until 1:30 o'clock P.M
March 14,1945.
